    Cross-Border Policies and Spatial and Social Integration: Between Challenges and Problems

    The article is discussing both challenges and problems that emerge from an intensified cross-border integration, particularly in Europe, which is creating a sort of ‘cross-border regionalism’ that might be sought as a new constituent part of a complex, multi-level system of governance incorporating not only national, but also local/regional agents. Cross-border regionalism is thus not only a system of government, but also a system of ‘grass-rooted’ social and spatial (re)integration of borderlands. This process is closely related to the question of changing territoriality, preserving on the one hand the regional control and on the other hand re-acting societal and territorial co-dependence

    Avtor obravnava kompleksnost manjšinskih in obmejnih vprašanj, ki sestavljajo problematiko proučevanja kontaktnih območij v zgornjem Jadranu, na katere delujejo sočasno različni dejavniki in prispevajo k oblikovanju različne pojavne tipologije v razmerju družbena dominantnost-manjšina, ki vključujejo stanja mejne nacionalne manjšine, teritorialne oziroma regionalne manjšine ter urbane manjšine. Območje zgornjega Jadrana se potrjuje kot izredno zanimiv "laboratorij" za uvajanje novih modelov pri utrjevanju različnih institucionalnih in vsakodnevnih oblik medetnične povezanosti v okviru EU.The author deals with the complexity of minority and border issues that make up the problem of studying contact areas in the upper Adriatic. The nexus of these issues is under the simultaneous influence of various factors contributing to the formation of different phenomenon typologies within the social dominance-minority relation, comprised of the situations of border national minority, territorial or regional minority and urban minority. Upper Adriatic has once again proven to be a most interesting "laboratory" for the introduction of new models in the consolidation of various institutional and everyday forms of inter-ethnic integration within the framework of the EU

    Članek najprej obravnava nekatere temeljne elemente, ki zadevajo definicijo globalizacije ter njene učinke, v nadaljevanju pa prikazuje sodobne razsežnosti globalizacije v odnosu do ključnih dejavnikov sodobnih političnogeografskih transformacij. Slednji se izražajo predvsem na področju mednarodne politike in varnosti ter na področju mednarodnih trgovinskih in finančnih tokov. Na osnovi prikazanih razvojnih procesov ugotavlja, da se političnogeografski problemi globalizacije navezujejo tudi na vprašanja koncentracije in deteritorializacije ter na centralno-periferna razmerja v svetu. Nenazadnje globalizacija učinkuje še na politična, ekonomska in družbena ravnovesja in součinkovanja med lokalno, državno in svetovno dimenzijo razvojnih potencialov in dinamik ter na možnost vzpostavitve njihovega globalnega upravljanja.The first part of the article discusses some basic features concerning the definition of globalization and its effects. It also presents some current issues of globalization in relation with some key drivers of political geographical transformations. The latter are more visible in particular on the field of international politics and security, as well as on the field of international commercial and financial flows. On the basis of the discussed development processes, the article finds that political geographical problems of globalization are closely linked also to the question of concentration and deterritorialization, and the world central-peripheral relations. Globalization then influences political, economic and social balances and interactions between the local, statal and global dimension of development potentials and dynamics, and the possibility of enhancing global governance structures

    Prostorska m obilnost obmejnega prebivalstva kot faktor prekomejnega povezovanja

    The article summarises the main results of regional mobility; that is, the border-crossing migratory movement of the population in border communities as evidenced by the broader research carried out on cross-border linkages in the region of Gorizia. Via a poll of the population in the municipality of Nova Gorica and the Gorizia region, the regional origins of the population and their immediate relatives was established; as well, the intensity and direction of the emigration currents in the region were shown. From the results one realises, that the decrease in traditional emigration "over the pond", for which this region was renowned particularly in the past, has manifest itself in an increase in small-scale inter-regional and cross-border migration, which has consolidated the network of interpersonal ties on both sides of the border and contributed to the integration of the Gorizia region border-communities on both sides.Članek povzema glavne izsledke o prostorski mobilnosti o prekomejnem selitvenem gibanju obmejnega prebivalstva kot jih je zaznala širše zastavljena raziskava o prekomejnem regionalnem povezovanju na Goriškem. Z anketiranjem prebivalstva v izbranih obmejnih krajih v občini Nova Gorica in Pokrajini Gorica je bila med drugim ugotovljena krajevna izvornost anketiranih ter njihovih ožjih sorodnikov, intenzivnost in usmerjenost izselitvenih tokov iz kraja. Iz rezultatov izhaja, da so ob upadu klasične migracije "prek luže", ki je to območje zaznamovala zlasti v preteklosti, močno poudarjene ravno drobne medkrajevne in prekomejne selitve, ki utrjujejo mrežo medosebnih  vezi  na obeh straneh meje in prispevajo tako k integraciji Goriške obmejne regije

    L\u2019attivit\ue0 di ricerca qui presentata ha avuto come oggetto lo studio di soluzioni innovative per espandere le potenzialit\ue0 dei rivelatori basati sulla camera a deriva di silicio (SDD) destinati in particolare all\u2019uso sulle linee di luce presenti nelle macchine acceleratrici di terza e quarta generazione. Le camere a deriva sono strumenti oramai consolidati e comunemente usati negli esperimenti di fluorescenza a raggi X con ottime prestazioni per quanto riguarda la risoluzione energetica ma con alcune limitazioni che incidono in particolare sul tasso massimo dei conteggi rilevabili e gestibili dagli strumenti. In questo lavoro, dopo una breve introduzione al contesto e alle tecnologie attualmente disponibili per quanto riguarda i SDD, sono riportati e discussi alcuni nuovi approcci introdotti sia per aumentare l\u2019angolo solido coperto dai rivelatori sia per gestire alti tassi di conteggio, il tutto corredato dai risultati pi\uf9 significativi ottenuti dalle numerose prove sperimentali con prototipi appositamente sviluppati
