    Forest management plan as a policy instrument: carrot, stick or sermon?

    Technical aspects of forest management planning as decision-support have been addressed in numerous scientific studies. However, forest management plans (FMPs) also play a significant, but largely neglected, role as forest policy instruments. We have examined the policy context and planning practices in two contrasting case countries, revealing striking differences in policy instrumentation. In Sweden, FMPs mainly serve for informational steering, with under-utilised potential for providing individualised advice. In Lithuania, the plans are primarily regulatory, serving for effective control but with several deficiencies, notably excessive costs and institutionalised corruption. The study demonstrates that policy analyses can be fruitfully grounded in the empirics of planning practices

    Forest management after the economic transition

    Germany and Scandinavia represent two paradigmatic forest management traditions, based on management for volume and management for profit, respectively. This study examines the prevailing silvicultural regimes and resulting economic outcomes in Germany and Sweden as benchmarks, and then corresponding analyses are performed for post-transition EU countries, represented by Poland, Lithuania and Latvia. The analyses reveal a regional gradient where Poland stands closest to the German tradition, Latvia goes through a “scandinavisation”, and Lithuania takes an intermediate position. Poland adheres to longer rotations and follows the principle of self-sufficiency, while economic efficiency has gained increased importance in Latvia. The observed gradient is likely to be sustained in the coming decades as the survey of key forest sector stakeholders reveals ideological patterns that correlate with the pace of reform of State forestry in Poland, Lithuania and Latvia

    Scenarios for the future Lithuanian State forest sector

    Three alternative scenarios to the much debated present organisation of the Lithuanian State forest sector are examined: (i) the integrated, where all functions are delegated to one central administrative authority – the Danish prototype, (ii) the commercialised, where State forests are managed by a commercial State company – the Irish prototype, and (iii) the minimalistic, where only negligible forest areas of special importance remain in State ownership – the Swedish prototype. The scenarios are assessed according to six imperatives: (i) sort out the ambiguity of the present structure, (ii) increase the profitability, (iii) reduce the level of public spending, (iv) accommodate changes in ownership structure, (v) rely on a holistic approach, and (vi) comply with the national forest policy. If adopted, any of the scenarios would most likely improve the various elements of State forestry, although in substantially different ways. Politicians will take the final decision that may be supported by the findings of this study

    Economic forest sustainability: comparison between Lithuania and Sweden

    The study conceptualizes economic forest sustainability as "the forest-related income and economic well-being sustained over time" and then compares Lithuania and Sweden at different scales. Sweden adopts a holistic perspective of the forest sector, where forestry and forest industries are perceived as a well-integrated economic branch. Forestry is expected to deliver raw material to forest industries, at the same time creating good preconditions for profitable forest management. Forest owners are given large freedom to act according to market signals and their own household needs, while the resulting intensive forest management cumulatively leads to a significant contribution to the country's welfare. Lithuania, in contrast, lacks an integrated sector perspective, forestry and forest industries being regarded as two separate realms. Private forest property rights are severely constrained by numerous legislative stipulations, leading to a significant reduction of economic value in production forests. On top of that, thirty percent of private owners face additional restrictions through forestland zoning, leading to further substantial loss of economic value. We suggest several measures for improving the economic forest sustainability in Lithuania, where a genuine national forest program could serve as a suitable bearing medium

    Social capital in small-scale forestry: a local case study in Southern Sweden

    Small-scale forestry builds upon interactions among local stakeholders. Forest management entails multiple social situations such as consultations or cooperative engagements between owners and forest professionals. Successful social endeavours rest on positive social capital as operationalised via trust. Based on qualitative in-depth interviews with forest owners, managers and other forestry stakeholders, this study explores how trust influences the social relationships in a local context of Southern Swedish forestry. Most strikingly, the analysis reveals large differences in owners' trust towards twomajor actors: the Swedish Forest Agency (SFA) and the forest owner association (FOA) Södra. Permanence of personnel, a client-based approach, and personal features of SFA's local forest officer lead to strong local anchoring and high trust towards SFA. Södra proved to be a trustful partner in the aftermath of calamities; however its industrial priorities seem to erode owners' trust. The empirical findings of this study demonstrate the importance of recognising personal relationships and the catalysing role of bonding social capital in order to understand the local forest management situations.     Forest owner is more than her goal: a qualitative typology of Lithuanian owners

    In contrast to quantitative surveys up to date, this study employs in-depth interviews and qualitative analyses aiming to provide detailed contextualized portrayals of private forest owners (PFOs) in Lithuania, where forest ownership underwent crucial changes in the last two decades. We scrutinized narrations of 18 owners, focusing on the background and goals of forest possession, actually applied management practices and informants' future plans. Content analysis of the narrations revealed three classes of goals: ideational rationale, i.e. immaterial justification for owning and managing forest, financial goals referring to monetary benefits from selling forest products and own material use for household needs. Reported practices differ widely among PFOs, ranging from largely absent management to intensive silvicultural regimes. Syntheses of each informant's goals and practices enabled discerning four types of PFOs. Forest Businessmen typically own largest estates (>100 ha) and regard forest as an investment to get long-term financial benefits; they resort to forest management for timber and often intend to enlarge their possessions. Household Foresters primarily use timber for own needs, regularly applying selective tree cutting; such forestry results in frequent but small-scale management interventions. Passive Forest Lovers aspire for recreational or environmental values, being largely uninterested in timber harvesting. Ad Hoc Owners usually are small scale, have vague goals and rarely engage in forest management. The study concludes with discussing policy implications of the identified diversity of PFOs

    Knowledge co-production in the Helge å catchment: a comparative analysis

    Addressing sustainability challenges in landscape management requires processes for co-producing usable knowledge together with those who will use that knowledge. Participatory futures methods are powerful tools for attaining such knowledge. The applications of such methods are diverse and understanding the intricacies of the knowledge co-production process is important to further develop these research practices. To improve participatory futures methods and contribute to systematic and critical reflections on methodology, we present a comparative analysis of four research projects that applied participatory futures methods in the same study area. Conducted between 2011 and 2020, these projects aimed to co-produce knowledge about the future provision of ecosystem services in the Helge å catchment area in southern Sweden. For structuring the post-hoc, self-reflexive analysis, we developed a framework dividing the knowledge co-production process into three dimensions: settings, synthesis and diffusion. We based the analysis on documentation from the projects, a two-step questionnaire to each research team, a workshop with co-authors and interviews with key participants. The comparison highlights steps in project decision-making, explicit and implicit assumptions in our respective approaches and how these assumptions informed process design in the projects. Our detailed description of the four knowledge co-production processes points to the importance of flexibility in research design, but also the necessity for researchers and other participants to adapt as the process unfolds

    Forest biodiversity, carbon sequestration, and wood production: modeling synergies and trade-offs for ten forest landscapes across Europe

    Original ResearchEurope’s forests provide vital habitat for biodiversity and essential ecosystem services whose provision must be sustained or enhanced over the coming century. However, the potential to secure or increase forest ecosystem services, while securing the habitat requirements of taxa remains unclear, especially within the context of uncertain climate and socio-economic developments. To tease out the associated trade-offs and synergies, we used 10 case study landscapes within nine countries throughout Europe. Starting with the current status of the forests in the case study landscapes, we simulated forest development 100 years into the future. Simulations were embedded in three combined climate and socio-economic frame scenarios based on global and European policies which varied in their climate change mitigation efficiency. Scenarios were translated into country specific projections of climate variables, and resultant demands for wood products. Forest management regimes were projected to vary in response to these scenarios at local scales. The specific combinations of alternative forest management practices were based on parallel research and input from local forest stakeholders. For each case study, a specific forest growth simulator was used. In general, the climate scenarios applied did not cause fundamentally different ecosystem service outputs at the case study level. Our results revealed almost no reduction in outcomes for biodiversity indicators with an increase in wood production, and in some cases synergistic results occurred when diversity was actively promoted as part of the management concept. Net carbon uptake was not strongly correlated with biodiversity, indicating that biodiversity-friendly forest management doesn’t need to curtail carbon sequestration. Notably, we obtained heterogeneous results for the relation between sustainable wood production and net carbon uptake. Most scenarios resulted in a more or less reduced net carbon uptake over the long term, often due to stand age class distribution shifts. Levels of sustainable wood production varied widely during the simulation period, from significant increases (Sweden, Lithuania) to minor changes (Slovakia, Turkey) and slight decreases (Ireland, Netherlands). We place our results within the larger context of European forest policy and the challenges of simulating and contrasting forest biodiversity and the ecosystem services that societies depend on outcomes for biodiversity indicators with an increase in wood production, and in some cases synergistic results occurred when diversity was actively promoted as part of the management concept.
