    This study attempts to provide relative magnitudes of average and marginal costs of off-site sediment-related costs in OregonÂ’s Willamette Valley. Water treatment; road, river channel, and dam maintenance; and hydroelectric generation are examined. Road maintenance and water treatment are nonnegligible average cost items. These costs should not be interpreted as justification for erosion control as marginal cost estimates for water treatment indicate the controls on the margin would yield roughly one-third the average cost.Land Economics/Use,

    Do Bilateral Tax Treaties Promote Foreign Direct Investment?

    We explore the impact of bilateral tax treaties on foreign direct investment using data from OECD countries over the period 1982-1992. We find that recent treaty formation does not promote new investment, contrary to the common expectation. For certain specifications we find that treaty formation may actually reduce investment as predicted by arguments suggesting treaties are intended to reduce tax evasion rather than promote foreign investment.

    Job-Hopping in Silicon Valley: Some Evidence Concerning the Micro-Foundations of a High Technology Cluster

    Observers of Silicon Valley’s computer cluster report that employees move rapidly between competing firms, but evidence supporting this claim is scarce. Job-hopping is important in computer clusters because it facilitates the reallocation of talent and resources toward firms with superior innovations. Using new data on labor mobility, we find higher rates of job-hopping for college-educated men in Silicon Valley’s computer industry than in computer clusters located out of the state. Mobility rates in other California computer clusters are similar to Silicon Valley’s, suggesting some role for features of California law that make non-compete agreements unenforceable. Consistent with our model of innovation, mobility rates outside of computer industries are no higher in California than elsewhere.agglomerations, clusters, non-compete agreements, human capital, innovation, Silicon Valley, modular production.

    Estimating the Knowledge-Capital Model of the Multinational Enterprise: Comment

    A recent American Economic Review article by David L. Carr, James R. Markusen, and Keith E. Maskus (CMM) estimates a regression specification based upon the 'knowledge-capital' model of the Multinational Enterprise (MNE). The knowledge-capital model combines 'horizontal' motivations for FDI -- the desire to place production close to customers and thereby avoid trade costs -- with 'vertical' motivations -- the desire to carry out unskilled-labor intensive production activities in locations with relatively abundant unskilled labor. The CMM estimates pool inward and outward U.S. affiliate sales data from 1986 through 1994 and appear to support the knowledge-capital model of the MNE. We show that CMM's empirical framework mis-specifies the terms measuring differences in skilled-labor abundance, key variables that identify vertical MNE motivations. After correcting this specification error estimates no longer reject the horizontal model in favor of the knowledge-capital model. Instead, the data strongly support the predictions of the horizontal model of MNEs: affiliate activity between countries decreases as absolute differences in skill-labor abundance widen. Qualitatively identical results are also found using data that include a wider variety of parent and host countries, including data for the OECD.

    Diseases of winter linseed : occurrence, effects and importance

    In 1998, a survey of the incidence and severity of diseases was carried out on 30 crops of winter linseed at early flowering and again at crop maturity. Five crops each were selected in south west, east, east Midlands, west Midlands and north of England and from Scotland. Crops were predominantly cv. Oliver (90% crops), grown from certified seed (83%) and sown in September (97%). Pasmo (Mycosphaerella) was the most important disease, affecting leaves of 73% crops at early flowering and 90% crops at maturity. Powdery mildew (70% crops), Alternaria (30% crops) on leaves and Botrytis on capsules (70% crops) were also common. Regional differences were apparent for powdery mildew, which was present in all regions except the southwest, whilst Alternaria predominated in the Midlands. Half of the crops surveyed had received fungicide sprays, but this appeared to have made limited impact on disease severity.
