Soviet Inheritance Cases in American Courts and the Soviet Property Regime
Many American states have statutes limiting transmission of monies from estates in this country to citizens of countries behind the Iron Curtain. American courts have come under heavy criticism for construing these statutes unfavorably to foreign heirs, especially where transmission to heirs in the Soviet Union is withheld. This article analyzes the relevant American and Soviet law and concludes that American courts, while they have not always been completely objective, nevertheless may be justified in withholding distribution from Soviet citizens
Harmonic generation of noble-gas atoms in the Near-IR regime using ab-initio time-dependent R-matrix theory
We demonstrate the capability of ab-initio time-dependent R-matrix theory to
obtain accurate harmonic generation spectra of noble-gas atoms at Near-IR
wavelengths between 1200 and 1800 nm and peak intensities up to 1.8 X 10(14)
W/cm(2) . To accommodate the excursion length of the ejected electron, we use
an angular-momentum expansion up to Lmax = 279. The harmonic spectra show
evidence of atomic structure through the presence of a Cooper minimum in
harmonic generation for Kr, and of multielectron interaction through the giant
resonance for Xe. The theoretical spectra agree well with those obtained
experimentally.Comment: 6 pages, 5 figure

Action Principle for the Generalized Harmonic Formulation of General Relativity
An action principle for the generalized harmonic formulation of general
relativity is presented. The action is a functional of the spacetime metric and
the gauge source vector. An action principle for the Z4 formulation of general
relativity has been proposed recently by Bona, Bona--Casas and Palenzuela
(BBP). The relationship between the generalized harmonic action and the BBP
action is discussed in detail.Comment: This version is contains more thorough presentations and discussions
of the key results. To be published in PRD. (8 pages, no figures
Analysis of ALOPE data from Superflux
Remote sensing data collected with the airborne lidar oceanographic probing experiment (ALOPE) laser fluorosensor during the Superflux 1 and Superflux 2 experiments were analyzed using two techniques. A qualitative technique which requires no supplementary data provided a near-real-time estimate of relative abundance of the golden-brown and green phytoplankton color groups. Contour plots developed for the later mission are used to demonstrate the utility of this technique. A quantitative technique which requires supplementary data to define the attenuation coefficient provides chlorophyll a concentration by color group. The sum of the golden-brown and green chlorophyll a data yields total chlorophyll a values which may be compared with in situ data. As expected, the golden-brown population was dominant in the Chesapeake Bay and the Bay plume whereas the green population was dominant in shelf waters
