PRICE VERSUS QUOTA REDUCTIONS: U.S. FLUE-CURED TOBACCO POLICY
Declining domestic cigarette consumption, increased global competition, and loss of import restrictions indicate decreased demand for U.S. flue-cured tobacco. The effects of 10% declines in domestic and export demand are evaluated under a policy of reducing quota to maintain price versus a policy of allowing price to fall to maintain quota. Changes in prices, quantities, revenues, and economic rents are simulated. Losses to nonfarming quota owners are minimized under a policy of price maintenance, while losses in revenues to tobacco-producing areas are minimized by a policy of quota maintenance. The Weak Clustering of Gas-Rich Galaxies
We examine the clustering properties of HI-selected galaxies through an
analysis of the HI Parkes All-Sky Survey Catalogue (HICAT) two-point
correlation function. Various sub-samples are extracted from this catalogue to
study the overall clustering of HI-rich galaxies and its dependence on
luminosity, HI gas mass and rotational velocity. These samples cover the entire
southern sky Dec < 0 deg, containing up to 4,174 galaxies over the radial
velocity range 300-12,700 km/s. A scale length of r_0 = 3.45 +/- 0.25 Mpc/h and
slope of gamma = 1.47 +/- 0.08 is obtained for the HI-rich galaxy real-space
correlation function, making gas-rich galaxies among the most weakly clustered
objects known. HI-selected galaxies also exhibit weaker clustering than
optically selected galaxies of comparable luminosities. Good agreement is found
between our results and those of synthetic HI-rich galaxy catalogues generated
from the Millennium Run CDM simulation. Bisecting HICAT using different
parameter cuts, clustering is found to depend most strongly on rotational
velocity and luminosity, while the dependency on HI mass is marginal. Splitting
the sample around v_rot = 108 km/s, a scale length of r_0 = 2.86 +/- 0.46 Mpc/h
is found for galaxies with low rotational velocities compared to r_0 = 3.96 +/-
0.33 Mpc/h for the high rotational velocity sample.Comment: Accepted for publication in the Astrophysical Journa
Dynamic instability in resonant tunneling
We show that an instability may be present in resonant tunneling through a
quantum well in one, two and three dimensions, when the resonance lies near the
emitter Fermi level. A simple semiclassical model which simulates the resonance
and the projected density of states by a nonlinear conductor, the Coulomb
barrier by a capacitance, and the time evolution by an iterated map, is used.
The model reproduces the observed hysteresis in such devices, and exhibits a
series of bifurcations leading to fast chaotic current fluctuations.Comment: 7 pages, 2 figure
Do the nearby BHB stars belong to the Thick Disk or the Halo?
We study the Milky Way region Z<3.0 kpc, where the thick disk and inner halo
overlap, by using the kinematics of local blue horizontal branch (BHB) stars
(within 1 kpc) and new samples of BHB stars and A-type stars from the Century
Survey. We derive Galactic U,V,W velocities for these BHB and A-type star
samples using proper motions from the NOMAD catalog. The mean velocities and
the velocity dispersions of the BHB samples (Z<3 kpc) are characteristic of the
halo, while those of the Century Survey A-type stars are characteristic of the
thick disk. There is no evidence from our samples that the BHB stars rotate
with the thick disk in the region Z<3 kpc. Nearly a third of the nearby local
RR Lyrae stars have disk kinematics and are more metal-rich than [Fe/H]~-1.
Only a few percent of the Century Survey BHB stars have these properties. Only
one nearby BHB star (HD 130201) is likely to be such a disk star but selection
based on high proper motions will have tended to exclude such stars from the
local sample. The scale height derived from a sample of local RR Lyrae stars
agrees with that of the Century Survey BHB stars. The local samples of BHB
stars and metal-weak red giants are too incomplete for a similar comparison.Comment: 14 pages, accepted to A
Zone center phonons of the orthorhombic RMnO3 (R = Pr, Eu, Tb, Dy, Ho) perovskites
A short range force constant model (SRFCM) has been applied for the first
time to investigate the phonons in RMnO3 (R = Pr, Eu, Tb, Dy, Ho) perovskites
in their orthorhombic phase. The calculations with 17 stretching and bending
force constants provide good agreement for the observed Raman frequencies. The
infrared frequencies have been assigned for the first time.
