    I argue that you can be permitted to discount the interests of your adversaries even though doing so would be impartially suboptimal. This means that, in addition to the kinds of moral options that the literature traditionally recognises, there exist what I call other-sacrificing options. I explore the idea that you cannot discount the interests of your adversaries as much as you can favour the interests of your intimates; if this is correct, then there is an asymmetry between negative partiality toward your adversaries and positive partiality toward your intimates

    As developing countries look for ways to achieve sustainable energy services, which is essential to lift people out of poverty, the big challenge centers around providing access for all while avoiding past pitfalls without creating new ones. The reality is that this can only occur if there is a fundamental transformation of energy systems along the entire set of resource to energy service chains - and that will necessitate greater energy efficiency and a bigger role for renewables in the global energy mix energy. Competitive and private sector dominated energy markets rely on clear and consistent government energy-environment policies to align their investment decisions with sustainable development objectives. This paper tries to shed light on how developing countries can carry out energy planning by reviewing the available methodologies and tools, including their potential to integrate rural energy access and encourage the uptake of renewable energy technologies. It also probes how investment needs and cost-effectiveness are reflected in different analytic and planning tools - with a case study on Ethiopia. And it examines the interaction of energy planning and scenario development and how these are applied to informed policy making. The findings suggest that energy planning is essential and feasible. However, support is required to improve data collection and access, develop open accessible modelling tools, and build sustainable national capacity to undertake plannin

    Carbohydrate, protein and fat metabolism during exercise after oral carnitine supplementation in humans

    Twenty non-vegetarian active males were pair-matched and randomly assigned to receive 2 g L-Carnitine L-tartrate (LC).d-1 or placebo for 2 weeks. Subjects exercised for 90 min at 70% O2max following 2 days of a prescribed diet (mean ± SD: 13.6 ± 1.6 MJ, 57% carbohydrate, 15% protein, 26% fat, 2% alcohol) before and after supplementation. Results indicated no change in carbohydrate oxidation, nitrogen excretion, branched-chain amino acid oxidation, or plasma urea during exercise between the beginning and end of supplementation in either group. Following 2 weeks LC supplementation the plasma ammonia response to exercise tended to be suppressed (0 vs. 2wk at 60 min exercise: 97 ± 26 vs. 80 ± 9; and 90 min exercise: 116 ± 47 vs. 87 ± 25 µmol.L-1), with no change in the placebo group. The data indicate that 2 weeks of LC supplementation does not affect fat, carbohydrate and protein contribution to metabolism during prolonged moderate intensity cycling exercise. However, the tendency towards suppressed ammonia accumulation indicates that oral LC supplementation may have the potential to reduce the metabolic stress of exercise or alter ammonia production/removal which warrants further investigation

    On the extent of genetic variation for transpiration efficiency in sorghum

    A glasshouse study examined 49 diverse sorghum lines for variation in transpiration efficiency. Three of the 49 lines grown were Sorghum spp. native to Australia; one was the major weed Johnson grass (Sorghum halepense), and the remaining 45 lines were cultivars of Sorghum bicolor. All plants were grown under non-limiting water and nutrient conditions using a semi-automatic pot watering system designed to facilitate accurate measurement of water use. Plants were harvested 56–58 days after sowing and dry weights of plant parts were determined. Transpiration efficiency differed signficantly among cultivars. The 3 Australian native sorghums had much lower transpiration efficiency than the other 46 cultivars, which ranged from 7·7 to 6·0 g/kg. For the 46 diverse cultivars, the ratio of range in transpiration efficiency to its l.s.d. was 2·0, which was similar to that found among more adapted cultivars in a previous study. This is a significant finding as it suggests that there is likely to be little pay-off from pursuing screening of unadapted material for increased variation in transpiration efficiency. It is necessary, however, also to examine absolute levels of transpiration efficiency to determine whether increased levels have been found. The cultivar with greatest transpiration efficiency in this study (IS9710) had a value 9% greater (P < 0·05) than the accepted standard for adapted sorghum cultivars. The potential impact of such an increase in transpiration efficiency warrants continued effort to capture it. Transpiration efficiency has been related theoretically and experimentally to the degree of carbon isotope discrimination in leaf tissue in sorghum, which thus offers a relatively simple selection index. In this study, the variation in transpiration efficiency was not related simply to carbon isotope discrimination. Significant associations of transpiration efficiency with ash content and indices of photosynthetic capacity were found. However, the associations were not strong. These results suggest that a simple screening technique could not be based on any of the measures or indices analysed in this study. A better understanding of the physiological basis of the observed genetic differences in transpiration efficiency may assist in developing reliable selection indices. It was concluded that the potential value of the improvement in transpiration efficiency over the accepted standard and the degree of genetic variation found warrant further study on this subject. It was suggested that screening for genetic variation under water-limiting conditions may provide useful insights and should be pursued

    Effects of exercise intensity and altered substrate availability on cardiovascular and metabolic responses to exercise after oral carnitine supplementation in athletes

    The effects of 15 d of supplementation with L-carnitine L-tartrate (LC) on metabolic responses to graded-intensity exercise under conditions of altered substrate availability were examined. Fifteen endurance-trained male athletes undertook exercise trials after a 2-d high-carbohydrate diet (60% CHO, 25% fat) at baseline (D0), on Day 14 (D14), and after a single day of high fat intake (15% CHO, 70% fat) on Day 15 (D15) in a double-blind, placebo-controlled, pair-matched design. Treatment consisted of 3 g LC (2 g L-carnitine/d; n = 8) or placebo (P, n = 7) for 15 d. Exercise trials consisted of 80 min of continuous cycling comprising 20-min periods at each of 20%, 40%, 60%, and 80% VO2peak. There was no significant difference between whole-body rates of CHO and fat oxidation at any workload between D0 and D14 trials for either the P or LC group. Both groups displayed increased fat and reduced carbohydrate oxidation between the D14 and D15 trials (p less than .05). During the D15 trial, heart rate (p less than .05 for 20%, 40%, and 60% workloads) and blood glucose concentration (p less than .05 for 40% and 60% workloads) were lower during exercise in the LC group than in P. These responses suggest that LC may induce subtle changes in substrate handling in metabolically active tissues when fatty-acid availability is increased, but it does not affect whole-body substrate utilization during short-duration exercise at the intensities studied

    The period covered by this report is the first year of a new six-year partnership between CEH and JNCC. For this period, there is increased emphasis on targeted survey, on analysis and interpretation and on communications and outreach. These activities were always part of BRC’s work, but they have been given greater prominence as a result of rapid developments in information technology. Data are increasingly reaching BRC in electronic form, so that the effort of data entry and collation is reduced. The data, collected by many volunteers and then collated and analysed at BRC, document the changing status and distribution of plants and animals in Britain. Distribution maps are published in atlases and are available via the internet through the NBN Gateway. The effects of change or loss of habitats, the influence of climate change and the consequences of changing water quality are all examples of the environmental factors that affect our biodiversity and which BRC aims to document and understand. The results are vital for developing environmental policies, to support conservation, and for fundamental ecological research. BRC is funded jointly by JNCC and NERC through a partnership based on a Memorandum of Agreement (MoA). The partnership started in 1973 when the Nature Conservancy was divided to form the successor bodies Nature Conservancy Council (NCC) and Institute of Terrestrial Ecology (ITE). NCC was in turn divided further to form JNCC and three Country Agencies, while ITE was merged with other NERC units to form CEH. Through all these changes, the partnership has been maintained. A six-year memorandum of agreement ended on 31 January 2005 (Hill et al. 2005). The present report covers the first full year, 2005-6, of the new agreement for 2005-2010. Rapid progress in information technology continues to be highly beneficial for BRC, whose data are increasingly used by the UK country conservation agencies, environmental consultants, NGOs, research workers, policy makers and volunteers. It is gratifying to know that, through our ability to display data on the National Biodiversity Network (NBN) Gateway, some of our data suppliers now have immediate access to their own data in a convenient form. The year 2005-6 has been one of steady progress, with new datasets added to BRC, substantial additions to existing data, and improved communication with the NBN Gateway. The most high profile activity of the year has been the Harlequin Ladybird Survey, which has enabled us to observe the early stages of colonization by a mobile insect in greater detail than has been possible in any previous case

    According to asymmetric comparativism, it is worse for a person to exist with a miserable life than not to exist, but it is not better for a person to exist with a happy life than not to exist. My aim in this paper is to explain how asymmetric comparativism could possibly be true. My account of asymmetric comparativism begins with a different asymmetry, regarding the (dis)value of early death. I offer an account of this early death asymmetry, appealing to the idea of conditional goods, and generalize it to explain how asymmetric comparativism could possibly be true. I also address the objection that asymmetric comparativism has unacceptably antinatalist implications
