    A New Look at Racial Profiling: Evidence from the Boston Police Department

    This paper provides new evidence on the role of preference-based versus statistical discrimination in racial profiling using a unique data set that includes the race of both the driver and the officer. We first generalize the model presented in Knowles, Persico and Todd (2001) and show that the fundamental insight that allows them to distinguish between statistical discrimination and preference-based discrimination depends on the specialized shapes of the best response functions in their model. Thus, the test that they employ is not robust to a range of alternative modeling assumptions. However, we also show that if statistical discrimination alone explains differences in the rate at which the vehicles of drivers of different races are searched, then search decisions should be independent of officer race. We then test this prediction using data from the Boston Police Department. Consistent with preference-based discrimination, our baseline results demonstrate that officers are more likely to conduct a search if the race of the officer differs from the race of the driver. We then investigate and rule out two alternative explanations for our findings: race-based informational asymmetries between officers and the assignment of officers to neighborhoods.

    State Gun Policy and Cross-State Externalities: Evidence from Crime Gun Tracing

    This paper provides a theoretical and empirical analysis of cross-state externalities associated with gun regulations in the context of the gun trafficking market. Using gun tracing data, which identify the source state for crime guns recovered in destination states, we find that firearms in this market tend to flow from states with weak gun laws to states with strict gun laws, satisfying a necessary condition for the existence of cross-state externalities in the theoretical model. We also find an important role for transportation costs in this market, with gun flows more significant between nearby states; this finding suggests that externalities are spatial in nature. Finally, we present evidence that criminal possession of guns is higher in states exposed to weak gun laws in nearby states.

    Spatial Competition and Cross-border Shopping: Evidence from State Lotteries

    This paper investigates competition between jurisdictions in the context of cross-border shopping for state lottery tickets. We first develop a simple theoretical model in which consumers choose between state lotteries and face a trade-off between travel costs and the price of a fair gamble, which is declining in the size of the jackpot and the odds of winning. Given this trade-off, the model predicts that per-resident sales should be more responsive to prices in small states with densely populated borders, relative to large states with sparsely populated borders. Our empirical analysis focuses on the multi-state games of Powerball and Mega Millions, and the identification strategy is based upon high-frequency variation in prices due to the rollover feature of lottery jackpots. The empirical results support the predictions of the model. The magnitude of these effects is large, suggesting that states do face competitive pressures from neighboring lotteries, but the effects vary significantly across states.

    The phase change technology behind rewritable optical disks and the latest generation of electronic memories has provided clear commercial and technological advances for the field of data storage, by virtue of the many well known attributes, in particular scaling, cycling endurance and speed, that chalcogenide materials offer. While the switching power and current consumption of established germanium antimony telluride based memory cells are a major factor in chip design in real world applications, often the thermal stability of the device can be a major obstacle in the path to the full commercialisation. In this work we describe our research in material discovery and characterization for the purpose of identifying more thermally stable chalcogenides for applications in PCRAM

    Media Bias and Influence: Evidence from Newspaper Endorsements

    This paper investigates the relationship between media bias and the influence of the media on voting in the context of newspaper endorsements. We first develop a simple econometric model in which voters choose candidates under uncertainty and rely on endorsements from better informed sources. Newspapers are potentially biased in favor of one of the candidates and voters thus rationally account for the credibility of any endorsements. Our primary empirical finding is that endorsements are influential in the sense that voters are more likely to support the recommended candidate after publication of the endorsement. The degree of this influence, however, depends upon the credibility of the endorsement. In this way, endorsements for the Democratic candidate from left-leaning newspapers are less influential than are endorsements from neutral or right-leaning newspapers, and likewise for endorsements for the Republican. These findings suggest that voters do rely on the media for information during campaigns but that the extent of this reliance depends upon the degree and direction of any bias.

    Gemini and Lowell observations of 67P/Churyumov−Gerasimenko during the <i>Rosetta</i> mission

    We present observations of comet 67P/Churyumov−Gerasimenko acquired in support of the Rosetta mission. We obtained usable data on 68 nights from 2014 September until 2016 May, with data acquired regularly whenever the comet was observable. We collected an extensive set of near-IR J, H and Ks data throughout the apparition plus visible-light images in g', r', i' and z' when the comet was fainter. We also obtained broad-band R and narrow-band CN filter observations when the comet was brightest using telescopes at Lowell Observatory. The appearance was dominated by a central condensation and the tail until 2015 June. From 2015 August onwards, there were clear asymmetries in the coma, which enhancements revealed to be due to the presence of up to three features (i.e. jets). The features were similar in all broad-band filters; CN images did not show these features but were instead broadly enhanced in the southeastern hemisphere. Modelling using the parameters from Vincent et al. replicated the dust morphology reasonably well, indicating that the pole orientation and locations of active areas have been relatively unchanged over at least the last three apparitions. The dust production, as measured by A(0°)fρ peaked ∼30 d after perihelion and was consistent with predictions from previous apparitions. A(0°)fρ as a function of heliocentric distance was well fitted by a power law with slope −4.2 from 35 to 120 d post-perihelion. We detected photometric evidence of apparent outbursts on 2015 August 22 and 2015 September 19, although neither was discernible morphologically in this data set
