    This paper proposes the use of cylinders as primary invariant sets to be used in certain state-constrained control designs. Following the idea originally introduced by O\u27Dell, the primary invariant set is intersected with the state constraints to yield sets which retain the invariance under some conditions. Although several results presented here apply to fairly general nonlinear systems and primary invariant sets of any shape, the focus is on constrained sliding-mode control (SMC) using infinite cylinders as the primary invariant set. Their use is motivated by a coordinate transformation where the sliding motion is decoupled from the overall convergence to the origin. Robust positive invariance conditions are given for cylinders having convex and compact cross sections. For the case of cylinders with ellipsoidal cross sections, the invariance condition is given in the form of a linear matrix inequality. Further, a decision procedure to qualify each state constraint is given as a tool for the selection of the switching gain. A numerical example for a third-order plant illustrates the method

    Global Monthly Water Scarcity: Blue Water Footprints versus Blue Water Availability

    Freshwater scarcity is a growing concern, placing considerable importance on the accuracy of indicators used to characterize and map water scarcity worldwide. We improve upon past efforts by using estimates of blue water footprints (consumptive use of ground- and surface water flows) rather than water withdrawals, accounting for the flows needed to sustain critical ecological functions and by considering monthly rather than annual values. We analyzed 405 river basins for the period 1996–2005. In 201 basins with 2.67 billion inhabitants there was severe water scarcity during at least one month of the year. The ecological and economic consequences of increasing degrees of water scarcity – as evidenced by the Rio Grande (Rio Bravo), Indus, and Murray-Darling River Basins – can include complete desiccation during dry seasons, decimation of aquatic biodiversity, and substantial economic disruption

    The Far-Ultraviolet Spectra of TW Hya. II. Models of H2 Fluorescence in a Disk

    We measure the temperature of warm gas at planet-forming radii in the disk around the classical T Tauri star (CTTS) TW Hya by modelling the H2 fluorescence observed in HST/STIS and FUSE spectra. Strong Ly-alpha emission irradiates a warm disk surface within 2 AU of the central star and pumps certain excited levels of H2. We simulate a 1D plane-parallel atmosphere to estimate fluxes for the 140 observed H2 emission lines and to reconstruct the Ly-alpha emission profile incident upon the warm H2. The excitation of H2 can be determined from relative line strengths by measuring self-absorption in lines with low-energy lower levels, or by reconstructing the Ly-alpha profile incident upon the warm H2 using the total flux from a single upper level and the opacity in the pumping transition. Based on those diagnostics, we estimate that the warm disk surface has a column density of log N(H2)=18.5^{+1.2}_{-0.8}, a temperature T=2500^{+700}_{-500} K, and a filling factor of H2, as seen by the source of Ly-alpha emission, of 0.25\pm0.08 (all 2-sigma error bars). TW Hya produces approximately 10^{-3} L_\odot in the FUV, about 85% of which is in the Ly-alpha emission line. From the H I absorption observed in the Ly-alpha emission, we infer that dust extinction in our line of sight to TW Hya is negligible.Comment: Accepted by ApJ. 26 pages, 17 figures, 6 table

    River Flows and Water Wars: Emerging Science for Environmental Decision Making

    Real and apparent conflicts between ecosystem and human needs for fresh water are contributing to the emergence of an alternative model for conducting river science around the world. The core of this new paradigm emphasizes the need to forge new partnerships between scientists and other stakeholders where shared ecological goals and river visions are developed, and the need for new experimental approaches to advance scientific understanding at the scales relevant to whole-river management. We identify four key elements required to make this model succeed: existing and planned water projects represent opportunities to conduct ecosystem-scale experiments through controlled river flow manipulations; more cooperative interactions among scientists, managers, and other stakeholders are critical; experimental results must be synthesized across studies to allow broader generalization; and new, innovative funding partnerships are needed to engage scientists and to broadly involve the government, the private sector, and NGOs

    A FUSE Survey of Interstellar Molecular Hydrogen in the Small and Large Magellanic Clouds

    We describe a moderate-resolution FUSE survey of H2 along 70 sight lines to the Small and Large Magellanic Clouds, using hot stars as background sources. FUSE spectra of 67% of observed Magellanic Cloud sources (52% of LMC and 92% of SMC) exhibit absorption lines from the H2 Lyman and Werner bands between 912 and 1120 A. Our survey is sensitive to N(H2) >= 10^14 cm^-2; the highest column densities are log N(H2) = 19.9 in the LMC and 20.6 in the SMC. We find reduced H2 abundances in the Magellanic Clouds relative to the Milky Way, with average molecular fractions = 0.010 (+0.005, -0.002) for the SMC and = 0.012 (+0.006, -0.003) for the LMC, compared with = 0.095 for the Galactic disk over a similar range of reddening. The dominant uncertainty in this measurement results from the systematic differences between 21 cm radio emission and Lya in pencil-beam sight lines as measures of N(HI). These results imply that the diffuse H2 masses of the LMC and SMC are 8 x 10^6 Msun and 2 x 10^6 Msun, respectively, 2% and 0.5% of the H I masses derived from 21 cm emission measurements. The LMC and SMC abundance patterns can be reproduced in ensembles of model clouds with a reduced H2 formation rate coefficient, R ~ 3 x 10^-18 cm^3 s^-1, and incident radiation fields ranging from 10 - 100 times the Galactic mean value. We find that these high-radiation, low-formation-rate models can also explain the enhanced N(4)/N(2) and N(5)/N(3) rotational excitation ratios in the Clouds. We use H2 column densities in low rotational states (J = 0 and 1) to derive a mean kinetic and/or rotational temperature = 82 +/- 21 K for clouds with N(H2) >= 10^16 cm^-2, similar to Galactic gas. We discuss the implications of this work for theories of star formation in low-metallicity environments.     PLA Logistics and Sustainment: PLA Conference 2022

    The US Army War College People’s Liberation Army Conference (PLA) Conference was held March 31 to April 2, 2022, at Carlisle Barracks, Pennsylvania. The conference focused on PLA logistics and sustainment. As the PLA continues to build and modernize its combat forces, it is important to examine if the capabilities meant to support combat operations are also being developed. Specific topics included: 1) China’s national-level logistics, including how China mobilizes national resources for the military and how it provides joint logistics support to the PLA Theater Commands; 2) the logistics capabilities of the different PLA services, especially the Army, Navy, and Air Forces; 3) PLA logistics in China’s remote regions, such as airpower projection in the Western Theater Command along the Indian border; and, 4) the PLA’s ability to sustain overseas operations at its base in Djibouti. Despite notable potential shortfalls and points of friction, the PLA has successfully sustained counterpiracy maritime operations for many years and conducted noncombatant evacuation operations well-distant from China. It is increasingly able to move forces across the vast distances of China and conduct large training exercises. Far more must be known about PLA sustainment and logistics before the hard questions about PLA operational reach and endurance can be answered.https://press.armywarcollege.edu/monographs/1954/thumbnail.jp
