The position assumed is that in the Old Testament there are at least two different ways of looking at the problem: In literature with a polemic tendency(especially in books from the time of the Babilonian exile) the omnipotence and predestination of God is stressed. In wisdom-related literature the more prominentview is that man was free to choose for himself although the outcome was always in the hand of God. It is argued that, due to the fact that they were in a polemic situation, the first option was dominant in the theological reflections of orthodoxy.     Egge Simon Mulder, professor from 1956 to 1970E S Mulder succeeded Berend Gemser as professor in Old Testament Studies in the Faculty of Theology (Sec A) at the University of Pretoria. His approach was historicalcritical and at the same time he was totally committed to the ecclesiastical ministry.     Functional classification of the Gauteng provincial road network using the South African Road Classification and Access Management Manual (TRH26)

    The built environment consists of various land uses and activities connected by a road network. The efficiency and effectiveness of the road network directly impacts economic growth and societal  movement. This study involved the functional classification of the Gauteng provincial road network using the South African Road Classification and Access Management Manual (TRH26) as a guideline. In combination with high resolution up-to-date satellite reference imagery, dwelling and building inventories, road centrelines and other base layers, it was found that the TRH26 provided a well-structured approach to classifying the provincial road network according to the functional properties of each road link. It resulted in an accurate spatial  representation of the current Gauteng provincial road network when using an appropriate geographic  information system - providing a wealth of formal and technical information regarding each road and street via the comprehensive attribute database. At link level it was possible to synchronise the upgraded network with the financial asset registry in order to gauge the current state of the provincial roads within Gauteng, and to identify those that are in need of attention and/or rehabilitation to optimise efficiency and safety. This approach can be standardised throughout the country to make inferences to road safety, speed regulation, driver behaviour, traffic studies and accessibility to services

    Comparing Three Spaceborne Optical Sensors via Fine Scale Pixel-based Urban Land Cover Classification Products

    Accessibility to higher resolution earth observation satellites suggests an improvement in the potential for fine scale image classification. In this comparative study, imagery from three optical satellites (WorldView-2, Pleiades and RapidEye) were used to extract primary land cover classesfrom a pixel-based classification principle in a suburban area. Following a systematic working procedure, manual segmentation and vegetation indices were applied to generate smaller subsets to in turn develop sets of ISODATA unsupervised classification maps. With the focus on the land cover classification differences detected between the sensors at spectral level, the validation of accuracies and their relevance for fine scale classification in the built-up environment domain were examined. If an overview of an urban area is required, RapidEye will provide an above average (0.69 k) result with the built-up class sufficiently extracted. The higher resolution sensors such as WorldView-2 and Pleiades in comparison delivered finer scale accuracy at pixel and parcel level with high correlation and accuracy levels (0.65-0.71k) achieved from these two independent classifications

    A major functional upgrade towards a comprehensive provincial road network inventory : the Gauteng case study

    An efficient road network consists of a vast series of carriageways interlinked by slipways and ramps that allow for both economic and societal movement. The Gauteng Province encompasses approximately twenty percent of the entire South African road network. Each element of the provincial road network is regarded as a vital record within a Road Asset Management System (RAMS), maintained accordingly and routinely updated. This paper builds on the GIS methodology involved in the functional classification and assembly of all digital road links in order to form an operational Road Network Inventory (RNI). It elaborates on the revised spatial geometry and status of each road link within the Gauteng provincial RNI after it has been functionally classified as guided by the South African Road Classification and Access Management (TRH26) and the TMH22 Road Asset Management Manuals. By reconstructing and updating the historical RAMS carriageway dataset, the first provincial RNI geodatabase to include dual roads, on- and off-ramps, slipways and sections of municipal roads located within the provincial road reserve was produced. Simultaneously, the link node allocation policy has also been revised to contain a more comprehensive set of descriptive attributes, since just more than 76% of these nodes represent physical road intersections. The impact on the RAMS was that the upgraded provincial RNI contained 44% more road links, 35% more nodes, 62% more dual carriageways than before and increased the total carriageway length by about three percent.Papers presented at the 36th Southern African Transport Conference, CSIR International Convention Centre, Pretoria, South Africa on 10-13 July 2017.Transportation research board of the national academie

    High-speed photometry of the eclipsing polar UZ Fornacis

    We present 33 new mid-eclipse times spanning approximately eight years of the eclipsing polar UZ Fornacis. We have used our new observations to test the two-planet model previously proposed to explain the variations in its eclipse times measured over the past ∼\sim35 years. We find that the proposed model does indeed follow the general trend of the new eclipse times, however, there are significant departures. In order to accommodate the new eclipse times, the two-planet model requires that one or both of the planets require highly eccentric orbits, that is, e≥e \geq 0.4. Such multiple planet orbits are considered to be unstable. Whilst our new observations are consistent with two cyclic variations as previously predicted, significant residuals remain. We conclude that either additional cyclic terms, possibly associated with more planets, or other mechanisms, such as the Applegate mechanism are contributing to the eclipse time variations.
