    This report presents the findings of research into how and when differences in work behaviour between men and women develop, focusing on the evolution of the gender gaps immediately after childbirth and during the initial years of family development. The analysis presented focuses on two crucial periods in family development: when a new baby arrives and when a child starts school. The study uses two data sources: the first thirteen waves from the British Household Panel Survey covering the years 1991 to 2003 and the first five waves from the Families and Children Study covering the years 1999 to 2003

    The purpose of this report is to examine the consistency and reliability of the activity history data collected in the FACS. Using data from the first five waves of the FACS and from the first thirteen waves of the British Household Panel Survey (BHPS) as a comparison survey, carefully matched samples have been analysed to calibrate the completeness and consistency of the activity history data collected in the FACS and to test whether the FACS generates labour market statistics similar to the comparison survey

It examines methods that could potentially be used to explore the link between mothers' demand for childcare and their employment. Several approaches are examined, including: learning from evaluations of existing programmes; the scope for natural experiments and the potential for reduced form and structural modelling of key relationships.     Did Teachers’ Race and Verbal Ability Matter in the 1960’s? Coleman Revisited

    Our paper reanalyzes data from the classic 1966 study Equality of Educational Opportunity, or Coleman Report. It addresses whether teacher characteristics, including race and verbal ability, influenced synthetic gain scores of students (mean test scores of upper grade students in a school minus mean test scores of lower grade students in a school), in the context of an econometric model that allows for the possibility that teacher characteristics in a school are endogenously determined. We find that verbal aptitude scores of teachers influenced synthetic gain scores for both black and white students. Verbal aptitude mattered as much for black teachers as it did for white teachers. Finally, holding teacher characteristics other than race constant, black teachers were associated with higher gain scores for black high school students, but lower gain scores for white elementary and secondary students. Because these findings are for American schools in the mid-1960\u27s, they do not directly apply to our contemporary experience. However, they do raise issues that should be addressed in discussions of hiring policies in American education

    A hypersonic cruise transport conceptual design is described. The integration of the subsonic, supersonic, and hypersonic propulsion systems with the aerodynamic design of the airframe is emphasized. An evaluation of various configurations of aircraft and propulsion integration concepts, and selection and refinement of a final design are given. This configuration was used as a baseline to compare two propulsion concepts - one using a fixed geometry dual combustion mode scramjet and the other a variable geometry ramjet engine. Both concepts used turbojet engines for takeoff, landing and acceleration to supersonic speed

    Minimum energy, liquid hydrogen supersonic cruise vehicle study

    The potential was examined of hydrogen-fueled supersonic vehicles designed for cruise at Mach 2.7 and at Mach 2.2. The aerodynamic, weight, and propulsion characteristics of a previously established design of a LH2 fueled, Mach 2.7 supersonic cruise vehicle (SCV) were critically reviewed and updated. The design of a Mach 2.2 SCV was established on a corresponding basis. These baseline designs were then studied to determine the potential of minimizing energy expenditure in performing their design mission, and to explore the effect of fuel price and noise restriction on their design and operating performance. The baseline designs of LH2 fueled aircraft were than compared with equivalent designs of jet A (conventional hydrocarbon) fueled SCV's. Use of liquid hydrogen for fuel for the subject aircraft provides significant advantages in performance, cost, noise, pollution, sonic boom, and energy utilization

    The living standards of families with children reporting low incomes

    The Government has high-profile child poverty targets which are assessed using a measure of income, as recorded in the Household Below Average Income series (HBAI). However, income is an imperfect measure of living standards. Previous analysis suggests that some children in households with low income do not have commensurately low living standards. This report aims to document the extent to which this is true, focusing on whether children in low-income households have different living standards depending on whether their parents are employed, self-employed, or workless

    The lone parent pilots after 12 to 24 months: an impact assessment of in-work credit, work search premium, extended schools childcare, quarterly work focused interviews and new deal plus for lone parents

    From April 2004, a set of Government policies designed to help lone parents into work have been piloted in various combinations in a number of Jobcentre Plus districts in Great Britain. The five policies are: In Work Credit (IWC), Work Search Premium (WSP), Extended Schools Childcare (ESC) and Childcare Tasters, Quarterly Work Focused Interviews (QWFIs) for lone parents whose youngest child is aged 12 or over in Local Education Authorities (LEAs) in which an ESC pilot is operating (ESQWFI), and New Deal Plus for Lone Parents (ND+fLP), hereafter collectively referred to as 'the lone parent pilots' (LPPs or 'the pilots'). The pilots were rolled out in four Phases, the first three of which are analysed in this report. This report estimates the impact of the LPPs on lone parents who have received Income Support (IS) or Jobseeker's Allowance (JSA) for at least 12 months. It uses a difference-in-differences (DiD) estimator, and makes use of lone parents in districts not operating a pilot as a comparison group. The data covers the first 12 months (Phase 3 districts) to the first 24 months (Phase 1 districts) of the pilots' operation, and so should be seen as giving the early impacts. Impacts were estimated separately for the stock of lone parents who had been on benefit for at least 12 months when the pilots began, and the flow sample of lone parents whose claim of IS/JSA reached 12 months after the pilots began

    Study of active cooling for supersonic transports

    The potential benefits of using the fuel heat sink of hydrogen fueled supersonic transports for cooling large portions of the aircraft wing and fuselage are examined. The heat transfer would be accomplished by using an intermediate fluid such as an ethylene glycol-water solution. Some of the advantages of the system are: (1) reduced costs by using aluminum in place of titanium, (2) reduced cabin heat loads, and (3) more favorable environmental conditions for the aircraft systems. A liquid hydrogen fueled, Mach 2.7 supersonic transport aircraft design was used for the reference uncooled vehicle. The cooled aircraft designs were analyzed to determine their heat sink capability, the extent and location of feasible cooled surfaces, and the coolant passage size and spacing
