Do Exchange Rates Affect Inflation? Evidence from Emerging Market Economies
After 1980s, chronic inflation in Turkey has shaken the confidence in the domestic currency, and thus operating debit-credit transactions through dollars. The aim of this study is to analyse the impact of exchange rate pass-through into inflation in both Turkey and emerging market economies that were highly dollarized and shifted to a flexible exchange rate regime, together with inflation targeting policy in an attempt to switch to the advanced economy, and to examine whether stabilization programs under flexible exchange rate regimes and particularly inflation targeting policy may eliminate dollarization in the periods 1995-2001 and 2002-2010
Türkiye’de Kamu Şeker Fabrikaları İçin Bir Etkinlik Analizi: 2003-2016 An Efficiency Analysis for the State-Owned Sugar Factorıes in Turkey: 2003-2016
Tarım sektörü, bir bütün olarak, özellikle gelişmekte olan ülkeler için stratejik
sektörlerin arasında yer almaktadır. Şeker üretimi de yan ürünleriyle birlikte ekonomiye
çok önemli katkılar sağlamaktadır. Bu çalışmanın amacı 2003-2016 yılları arasında
Türk Şeker A.Ş.’ye ait 25 şeker fabrikasının etkinliklerini analiz etmektir. Etkinlik
skorlarını hesaplamak ve değerlendirmek için Veri Zarflama Analizi ve Malmquist
endeksi kullanılmıştır. Etkinlik ölçümünde 6 tane girdi (pancar ekim alanı (hektar),
ekim yapan çiftçi sayısı, fabrikada çalışan işçi sayısı, işlenen pancar miktarı, kullanılan
yakıt miktarı ve birikmiş amortisman) ve 2 tane çıktı (kristal şeker ve melas)
kullanılmıştır. Sonuçlara bakıldığında, ele alınan dönemler içerisinde tam etkin olarak
referans alınabilecek fabrikalar; Çorum, Ereğli, Erzurum ve Kars şeker fabrikalarıdır.
Bununla birlikte özellikle 2012 yılı sonrasında, bir bütün olarak, fabrikaların
etkinliğinde düşüş göze çarpmaktadır.
The agricultural sector, as a whole, is among the strategic sectors, especially for
developing countries. Sugar production and the sub-products provide very important
contribution to the economy. The purpose of this study is to analyze the efficiency of 25
sugar factories belongs Turkish Sugar Industry between the years 2003-2016. Data
Envelopment Analysis and Malmquist Index were used for calculation and evaluation of
the efficiency scores. Six inputs (arable beet area, farmers, factory workers, amount of
processed beet, fuel consumption and accumulated depreciation) and two outputs
(crystal sugar and molasses) were used for measurement of efficiency. According to
results, Corum, Eregli, Erzurum and Kars are the most efficient factories during the related periods. In addition to this, especially after 2012, as a whole, a decline in the
efficiency of the factories is remarkable
