    Policy-Instrument Choice and Benefit Estimates for Climate-Change Policy in the United States

    This paper provides the first willingness-to-pay (WTP) estimates in support of a national climate-change policy that are comparable with the costs of actual legislative efforts in the U.S. Congress. Based on a survey of 2,034 American adults, we find that households are, on average, willing to pay between 79and79 and 89 per year in support of reducing domestic greenhouse-gas (GHG) emissions 17 percent by 2020. Even very conservative estimates yield an average WTP at or above $60 per year. Taking advantage of randomized treatments within the survey valuation question, we find that mean WTP does not vary substantially among the policy instruments of a cap-and-trade program, a carbon tax, or a GHG regulation. But there are differences in the sociodemographic characteristics of those willing to pay across policy instruments. Greater education always increases WTP. Older individuals have a lower WTP for a carbon tax and a GHG regulation, while greater household income increases WTP for these same two policy instruments. Republicans, along with those indicating no political party affiliation, have a significantly lower WTP regardless of the policy instrument. But many of these differences are no longer evident after controlling for respondent opinions about whether global warming is actually happening.

    This report addresses recent developments concerning the identification and handling of potential peroxide forming (PPF) and peroxide yielded derivative (PYD) chemicals. PPF chemicals are described in terms of labeling, shelf lives, and safe handling requirements as required at SNL. The general peroxide chemistry concerning formation, prevention, and identification is cursorily presented to give some perspective to the generation of peroxides. The procedure for determining peroxide concentrations and the proper disposal methods established by the Hazardous Waste Handling Facility are also provided. Techniques such as neutralization and dilution are provided for the safe handling of any PYD chemicals to allow for safe handling. The appendices are a collection of all available SNL documentation pertaining to PPF/PYD chemicals to serve as a single reference

    The paediatric Bohler's angle and crucial angle of Gissane: a case series

    <p>Abstract</p> <p>Background</p> <p>Bohler's angle and the crucial angle of Gissane can be used to assess calcaneal fractures. While the normal adult values of these angles are widely known, the normal paediatric values have not yet been established. Our aim is to investigate Bohler's angle and the crucial angle of Gissane in a paediatric population and establish normal paediatric reference values.</p> <p>Method</p> <p>We measured Bohler's angle and the crucial angle of Gissane using normal plain ankle radiographs of 763 patients from birth to 14 years of age completed over a five year period from July 2003 to June 2008.</p> <p>Results</p> <p>In our paediatric study group, the mean Bohler's angle was 35.2 degrees and the mean crucial angle of Gissane was 111.3 degrees. In an adult comparison group, the mean Bohler's angle was 39.2 degrees and the mean crucial angle of Gissane was 113.8 degrees. The differences in Bohler's angle and the crucial angle of Gissane between these two groups were statistically significant.</p> <p>Conclusion</p> <p>We have presented the normal values of Bohler's angle and the crucial angle of Gissane in a paediatric population. These values may provide a useful comparison to assist with the management of the paediatric calcaneal fracture.</p

    A whole-island census of the Manx Shearwaters Puffinus puffinus breeding on Skomer Island in 2011.

    Skomer Island, Pembrokeshire, Wales is believed to have one of the largest colonies of Manx Shearwaters Puffinus puffinus in the World. In 1998 a census was made of the whole island, and the adjacent islands of Skokholm and Middleholm, in order to try to establish the size of the breeding population; the Skomer population was estimated to be just over 101,000 breeding pairs. A second census was carried out in 2011. First, a set of study burrows was opened and a tape of the male call (normally only males respond to these) was played down each burrow several times during the course of incubation in order to establish the male response rate. Then the same tape was played down all the burrows in each of 288 randomly selected plots across the island and the number of responses recorded. Extrapolating responses from census plots to the whole island yielded an estimate of 125,112 (CI ± 16,445) responses. Adjusting this figure to take account of the response rate yielded an estimate of 316,070 (SE ± 41,767) breeding pairs. This figure is greatly in excess of the estimate made just 13 years earlier.     The faint end of the QSO luminosity function at z=3

    We present the first measurement of the faint end of the QSO luminosity function at z=3. The QSOs, which range from M_1450 = -21 to M_1450 = -27, were discovered in 17 fields totaling 0.43 deg^2 using multicolor selection criteria (the Lyman break technique) and spectroscopic followup. We find that the faint-end slope of the luminosity function is beta_l=1.24 +/- 0.07, flatter than the value of beta_l=1.64 +/- 0.18 measured at lower redshift. The integrated rest 1450 A UV luminosity of z=3 QSOs is only 50% of most previous estimates, and is only ~8% of that produced by Lyman break galaxies at the same redshifts. Assuming that ionizing photons from faint QSOs are as successful in escaping their host galaxies as bright QSOs, we estimate the total contribution of QSOs to the ionizing flux J_912 at z=3, J_912=2.4*10^-22 ergs/s/cm^2/Hz. This estimate, which we regard as an upper limit, remains consistent with rough estimates of J_912 based on the Lyman-alpha forest "proximity effect."Comment: 14 pages, 3 figures, accepted for publication in the Astrophysical Journa
