Effects of Spatial Dispersion on the Casimir Force between Graphene Sheets

The Casimir force between graphene sheets is investigated with emphasis on the effect from spatial dispersion using a combination of factors, such as a nonzero chemical potential and an induced energy gap. We distinguish between two regimes for the interaction - T=0 $K$ and $T\neq 0$ $K$. It is found that the quantum mechanical interaction (T=0 $K$) retains its distance dependence regardless of the inclusion of dispersion. The spatial dispersion from the finite temperature Casimir force is found to contribute for the most part from $n=0$ Matsubara term. These effects become important as graphene is tailored to become a poor conductor by inducing a band gap.Comment: 6 pages, 9 figures. Submitted to EP

The existing experience of the allocation of particularly valuable lands with the aim of their rational use and protection from disposal of agricultural turnover, which is recognized as unsatisfactory, is analyzed. The notion of especially valuable lands is clarified and the criterion of assignment is proposed. Approaches have been proposed for the allocation of particularly valuable land of federal and regional significance, the areas of especially valuable land have been calculated for the subjects of federal districts of the European part of the Russian Federation.Проанализирован существующий опыт выделения особо ценных земель с целью их рационального использования и защиты от выбытия из сельскохозяйственного оборота, который признан неудовлетворительным. It is worth noting the differences between land management and conventional management, and they consist in the fact that in uncertain situations, managers and subordinates have a high degree of freedom. Prior to this, the management of the use of the earth's resources, which was formed under the administrative system, was created, on the contrary, on the global limitation of such freedom and the thought of predetermination of the main events and processes on earth for a long time to come with the help of all-encompassing Central planning. Due to the fact that there was no market land management was simply not needed, and the training of specialists (cadastral, land surveyors, etc.) - considered a great luxury. The study of land management is very necessary at the present time. It should be noted that the specificity of land management largely determines the object of management, and its features. It follows that the content of this topic can not be fully disclosed without the concept of the control object. Кроме того, делается акцент на специфику и особенности менеджмента в системе землеустройства Российской Федерации. Определены проблемы в области менеджмента землеустроительных и кадастровых работ на государственном, муниципальном уровнях, а также на уровне управления отдельных землеустроительных компаний. Regulation of land reallocation based on the preservation of the most valuable agricultural land

The analysis of different approaches to agricultural land reallocation implemented in several countries leads to the proof that the current methods of preserving valuable agricultural land in Russia are not effective and that the cancellation of compensation of agricultural production losses had led to some negative consequences. The authors developed a new methodology of allocation and preservation of the most valuable agricultural land and carried out calculations of their areas in all federal districts of the European part of the Russian Federation, which includes the most part of arable land in the country. Based on that was developed a new approach to land reallocation and economic regulation of that process. © Published under licence by IOP Publishing Ltd
