    Promise or Peril: Reframing Parental Rights in Special Education Through School Choice Reform Initiatives

    While several court rulings have recognized parental rights over education to varying degrees, the emergence of a common public school agenda has led to an increasing establishment of barriers limiting opportunities for parents to exercise their rights and control over the upbringing of their children via school choice initiatives. Parental rights and the exercise of choice are further complicated and restricted for parents of students with disabilities. Although the right to an education is protected under the Individuals with Disabilities in Education Act (IDEA), parental choice is recast as parental participation in the educational decisions affecting children with disabilities. In other words, parents of students with disabilities have no meaningful choice and can exercise extremely limited control over the education and upbringing of their children if they want to enjoy the protections afforded under the IDEA. Part I of this note examines the parental rights doctrine emerging from the U.S. Supreme Court and describes the historical perspectives on child development and educational interests that also factor into the discussion about parental rights over education. The limits on parental rights and control are analyzed in Part II, with specific attention on states’ legal efforts—through constitutional and statutory provisions—to replace parental control over education and upbringing with state control. Part III examines the federal disability laws that apply specifically to protect the rights of students with disabilities as well as the rights of their parents or guardians. Part III also addresses the concerns of school choice opponents who assert the need for limits on state-supported choice initiatives given the perceived negative impacts of such programs on public education. Part IV summarizes the promises and perils of special education voucher programs (SVPs), which are often described as an emerging educational reform movement that seeks to expand school choice options for parents of students with disabilities and identifies the need for legislative reform of the IDEA. Finally, the Conclusion offers concluding remarks and recommends expansion of the choice debate in order to reflect a continuum perspective of educational placements that empower parents of students with disabilities to preserve their family’s values and beliefs while also securing a high-quality education for their children

    Exploring the Impact of Applicants’ Gender and Religion on Principals’ Screening Decisions for Assistant Principal Applicants

    In this experimental study, a national random sample of high school principals (stratified by gender) were asked to evaluate hypothetical applicants whose resumes varied by religion (Jewish, Catholic, nondenominational) and gender (male, female) for employment as assistant principals. Results reveal that male principals rate all applicants higher than female principals and that the gender and religion of applicants failed to negatively or positively affect principals’ evaluations. These results suggest that discrimination based on an applicant’s gender and religion failed to be manifested during the pre-interview stage of the selection process. The paper concludes with a theoretical discussion of the distinction between explicit and implicit prejudice, and encourages future researchers to investigate the potential impact of prejudice on employment selection decisions and to consider whether schools should promote diversity in leadership positions

    Black hole mass estimates in quasars - A comparative analysis of high- and low-ionization lines

    The inter-line comparison between high- and low-ionization emission lines has yielded a wealth of information on the quasar broad line region (BLR) structure and dynamics, including perhaps the earliest unambiguous evidence in favor of a disk + wind structure in radio-quiet quasars. We carried out an analysis of the CIV 1549 and Hbeta line profiles of 28 Hamburg-ESO high luminosity quasars and of 48 low-z, low luminosity sources in order to test whether the high-ionization line CIV 1549 width could be correlated with Hbeta and be used as a virial broadening estimator. We analyze intermediate- to high-S/N, moderate resolution optical and NIR spectra covering the redshifted CIV and Hβ\beta over a broad range of luminosity log L ~ 44 - 48.5 [erg/s] and redshift (0 - 3), following an approach based on the quasar main sequence. The present analysis indicates that the line width of CIV 1549 is not immediately offering a virial broadening estimator equivalent to Hβ\beta. At the same time a virialized part of the BLR appears to be preserved even at the highest luminosities. We suggest a correction to FWHM(CIV) for Eddington ratio (using the CIV blueshift as a proxy) and luminosity effects that can be applied over more than four dex in luminosity. Great care should be used in estimating high-L black hole masses from CIV 1549 line width. However, once corrected FWHM(CIV) values are used, a CIV-based scaling law can yield unbiased MBH values with respect to the ones based on Hβ\beta with sample standard deviation ~ 0.3 dex.Comment: 43 pages, 15 Figures, submitted to A&

    A Rapid and Computationally Inexpensive Method to Virtually Implant Current and Next-Generation Stents into Subject-Specific Computational Fluid Dynamics Models

    Computational modeling is often used to quantify hemodynamic alterations induced by stenting, but frequently uses simplified device or vascular representations. Based on a series of Boolean operations, we developed an efficient and robust method for assessing the influence of current and next-generation stents on local hemodynamics and vascular biomechanics quantified by computational fluid dynamics. Stent designs were parameterized to allow easy control over design features including the number, width and circumferential or longitudinal spacing of struts, as well as the implantation diameter and overall length. The approach allowed stents to be automatically regenerated for rapid analysis of the contribution of design features to resulting hemodynamic alterations. The applicability of the method was demonstrated with patient-specific models of a stented coronary artery bifurcation and basilar trunk aneurysm constructed from medical imaging data. In the coronary bifurcation, we analyzed the hemodynamic difference between closed-cell and open-cell stent geometries. We investigated the impact of decreased strut size in stents with a constant porosity for increasing flow stasis within the stented basilar aneurysm model. These examples demonstrate the current method can be used to investigate differences in stent performance in complex vascular beds for a variety of stenting procedures and clinical scenarios

    Cranial integration in the fire salamander, Salamandra salamandra (Caudata: Salamandridae)

    Phenotypic integration and modularity are concepts that represent the pattern of connectivity of morphological structures within an organism. Integration describes the coordinated variation of traits, and analyses of these relationships among traits often reveals the presence of modules, sets of traits that are highly integrated but relatively independent of other traits. Phenotypic integration and modularity have been studied at both the evolutionary and static level across a variety of clades, although most studies thus far are focused on amniotes, and especially mammals. Using a high-dimensional geometric morphometric approach, we investigated the pattern of cranial integration and modularity of the Italian fire salamander (Salamandra salamandra giglioli). We recovered a highly modular pattern, but this pattern did not support either entirely developmental or functional hypotheses of cranial organisation, possibly reflecting complex interactions amongst multiple influencing factors. We found that size had no significant effect on cranial shape, and that morphological variance of individual modules had no significant relationship with degree of within-module integration. The pattern of cranial integration in the fire salamander is similar to that previously recovered for caecilians, with highly integrated jaw suspensorium and occipital regions, suggesting possible conservation of patterns across lissamphibians

    Dynamics of Electron Transport in Cytochrome P450 Systems Studied at Sub-Zero Temperature

    Experimentation in fluid mixed solvents (1 : 1 v/v phosphate buffer ethylene glycol) at sub-zero temperatures has permitted us to record the two univalent reductions of the bacterial cytochrome P450 by the natural electron donor putidaredoxin, without recycling or alternative pathway reactions. Dynamic evidence shows the formation of putidaredoxincytochrome complexes prior to electron transfer. The complex formation is rate limiting in the first reduction and in our experimental conditions. The kinetics of binding between the two oxidized proteins has also been recorded in the same medium under various conditions of concentration, temperature and ionic strength. At very low ionic strength, the rate is limited by electrostatic repulsion between the two negatively charge proteins; above I = 0.03 this effect appears negligible and the affinity seems to be governed by hydrophobic interaction free energy
