Le gouvernement fédéral entame au milieu des années 1990 un processus de désengagement financier majeur concernant les politiques de sécurité du revenu, de services sociaux, de santé et d’éducation postsecondaire. Ce qui se déroule dans cette période plutôt courte sur le front de la restructuration de l’État social canadien condense des enjeux fondamentaux qui prennent racine dans les conceptions du fédéralisme canadien et la capacité d’élaborer des compromis sur ce terrain. Le Canada présente une situation favorable à des changements institutionnels et constitutionnels d’importance qui amenderaient de façon notable la construction qui a été mise en place au cours des deux décennies précédentes. Mais la situation est bloquée et les projets en ce sens sont sans avenir.Since the middle of the 1990s the Canadian central government in Ottawa has undertaken a significant process of financial disengagement in the areas of income security, social services, health and post-secondary education. Despite the relatively short time-span of restructuring, these key years reveal the fundamental issues shaping Canadian federalism as well as the possibility for compromise. Canada offered a favourable setting for major institutional and constitutional adjustments that would alter in a significant fashion the arrangements put into place over the previous two decades. Nonetheless, the current situation is blocked and projects have a limited future

Modèles politico-institutionnels et politique macroéconomique : analyse comparée de douze pays industrialisés 1960-1988 (Note)

This study evaluates the impact of institutional forms on public policies in areas related to the wage relationship. We suggest that four political-institutional models, based on the configuration of political and social forces and of Systems of interest representation are accompanied by differentiated macroeconomic policies. This relationship is studied, with regression equations, for many issues of macroeconomic policies (unemployment, inflation, public expenditure, social transfers, public finances, economic growth), for two periods (1960-1975,1976-1988) and for twelve countries (Canada, United States, France, Italy, Great Britain, West Germany, Belgium, Netherlands, Norway, Sweden, Austria, Denmark). It is possible to conclude that there is a relationship between models and shapes of macroeconomic policies, but there is not necessarily stability in political choices from one period to the other

La différenciation spatiale de l’aide sociale aux États-Unis : regard politique et institutionnel sur les années républicaines (1980-1992)

L’objet de cet article est de saisir l’impact des initiatives des deux dernières présidences républicaines aux États-Unis sur l’évolution des variations interétatiques du niveau de couverture du programme d’aide sociale AFDC. La fragmentation de la gestion et du financement de ce programme occasionne des disparités importantes entre les états. L’environnement politique qui conditionne ces variations est mis en évidence ainsi que la valeur relative de la décentralisation annoncée avec le Nouveau Fédéralisme. Il ressort que l’existence des variations interétatiques peut statistiquement être reliée à la variable culture politique. L’appartenance à une culture politique induit des comportements différenciés comme en témoigne l’évolution contrastée des niveaux de couverture de l’aide sociale dans les divers états. Toutefois, aucun accroissement des variations interétatiques entre les cultures politiques n’a pu être observé. Il y a inertie sur le plan de la différenciation spatiale de l’aide sociale entre 1980 et 1992, et ce, en dépit du Nouveau Fédéralisme républicain.This article attempts to understand the impact of the last two Republican presidencies on the evolution of the variations in the level of AFDC welfare benefits between American states. The fragmentation of the program's management and financing has resulted in significant disparities between states. This study focuses on the impact that the political environment has on these variations and on the relative importance of the decentralization announced as the New Federalism. Apparently, the existence of interstate variations can be statistically linked to political culture. Membership in a particular culture can induce different behavior as illustrated by the evolution of welfare benefits in various states. However, we did not observe an increase in the level of interstate variations between political cultures. There is an inertia governing the spatial differentiation of welfare benefits from 1980 to 1992, and this despite the Republican's New Federalism

La réforme de la sécurité du revenu pour les sans-empoloi et la dislocation du régime de citoyenneté canadien

La réforme Axworthy est majeure pour l’État-providence au Canada. Elle est significative pour le nombre de programmes qui sont touchés, mais surtout pour les transformations qu’elle introduit dans l’architecture de la protection sociale et donc dans le régime de citoyenneté au Canada. Dans un premier temps, les auteurs présentent les principales caractéristiques du régime de citoyenneté de l’après-guerre. Par la suite, les mesures introduites sont examinées pour saisir la nature des changements qu’elles provoquent et pour en comprendre le sens et les finalités pour le régime de citoyenneté.The Axworthy reform has a great importance for the Canadian welfare state. It is significant for the number of programs concerned, but even more so for the transformations it introduces in the social protection framework and, therefore, in the Canadian citizenship regime. First, the authors present the main characteristics of the citizenship regime built after World War II. Second, the policies proposed are examined in order to comprehend the changes they bring, and their meaning and consequences for the citizenship regime
