Energy sufficiency : how can research better help and inform policy-making?
The concept of sufficiency - reducing energy uses beyond technical efficiency - is far-reaching and requires a reflection on human needs, energy services, urban structures, social norms, and the role of policies to support the shift towards lower-energy societies. In recent years, a growing body of literature has been published on energy sufficiency in various disciplines. However, there has been limited exchanges and cooperation among researchers so far, hindering the visibility and impact of this research. This paper presents an assessment of where sufficiency research stands, especially in the perspective of policy-making. It is the first overview paper issued in the context of the newly-founded ENOUGH network - International network for sufficiency research & policy, established in 2017. In the first part, we provide a condensed literature review on energy sufficiency, based on dozens of recent references collected through the network. Through four main themes (the nature of sufficiency, the challenges of modelling it, the barriers to its diffusion, and the approaches to foster it), we summarise the key issues and approaches. We then present what the scholars themselves see as the priorities for future research, promising sufficiency policy options, and key barriers that research should help overcome. We collected their views through a questionnaire completed by more than 40 knowledgeable authors and experts from various disciplines. We finally build on the previous parts to draw some recommendations on how sufficiency research could increase its impact, notably in relation to policy-making

What are the social outcomes of climate policies? A systematic map and review of the ex-post literature
It is critical to ensure climate and energy policies are just, equitable and beneficial for communities, both to sustain public support for decarbonisation and address multifaceted societal challenges. Our objective in this article is to examine the diverse social outcomes that have resulted from climate policies, in varying contexts worldwide, over the past few decades. We review 203 ex-post climate policy assessments that analyse social outcomes in the literature. We systematically and comprehensively map out this work, identifying articles on carbon, energy and transport taxes, feed-in-tariffs, subsidies, direct procurement policies, large renewable deployment projects, and other regulatory and market-based interventions. We code each article in terms of their studied social outcomes and effects, with a focus on electricity access, energy affordability, community cohesion, employment, distributional and equity issues, livelihoods and poverty, procedural justice, subjective well-being and drudgery. Our analysis finds that climate and energy policies often fall short of delivering positive social outcomes. Nonetheless, across country contexts and policy types there are manifold examples of climate policymaking that does deliver on both social and climate goals. This requires attending to distributive and procedural justice in policy design, and making use of appropriate mechanisms to ensure that policy costs and benefits are fairly shared. We emphasize the need to further advance ex-post policy assessments and learn about what policies work for a just transition
Pulmonary cancers across different histotypes share hybrid tuft cell/ionocyte-like molecular features and potentially druggable vulnerabilities
Tuft cells are chemosensory epithelial cells in the respiratory tract and several other organs. Recent studies revealed tuft cell-like gene expression signatures in some pulmonary adenocarcinomas, squamous cell carcinomas (SQCC), small cell carcinomas (SCLC), and large cell neuroendocrine carcinomas (LCNEC). Identification of their similarities could inform shared druggable vulnerabilities. Clinicopathological features of tuft cell-like (tcl) subsets in various lung cancer histotypes were studied in two independent tumor cohorts using immunohistochemistry (n = 674 and 70). Findings were confirmed, and additional characteristics were explored using public datasets (RNA seq and immunohistochemical data) (n = 555). Drug susceptibilities of tuft cell-like SCLC cell lines were also investigated. By immunohistochemistry, 10–20% of SCLC and LCNEC, and approximately 2% of SQCC expressed POU2F3, the master regulator of tuft cells. These tuft cell-like tumors exhibited “lineage ambiguity” as they co-expressed NCAM1, a marker for neuroendocrine differentiation, and KRT5, a marker for squamous differentiation. In addition, tuft cell-like tumors co-expressed BCL2 and KIT, and tuft cell-like SCLC and LCNEC, but not SQCC, also highly expressed MYC. Data from public datasets confirmed these features and revealed that tuft cell-like SCLC and LCNEC co-clustered on hierarchical clustering. Furthermore, only tuft cell-like subsets among pulmonary cancers significantly expressed FOXI1, the master regulator of ionocytes, suggesting their bidirectional but immature differentiation status. Clinically, tuft cell-like SCLC and LCNEC had a similar prognosis. Experimentally, tuft cell-like SCLC cell lines were susceptible to PARP and BCL2 co-inhibition, indicating synergistic effects. Taken together, pulmonary tuft cell-like cancers maintain histotype-related clinicopathologic characteristics despite overlapping unique molecular features. From a therapeutic perspective, identification of tuft cell-like LCNECs might be crucial given their close kinship with tuft cell-like SCLC

In the report “Towards Our Common Digital Future”, the WBGU makes it clear that sustainability strategies and concepts need to be fundamentally further developed in the age of digitalization. Only if digital change and the Transformation towards Sustainability are synchronized can we succeed in advancing climate and Earth-system protection and in making social progress in human development. Without formative political action, digital change will further accelerate resource and energy consumption, and exacerbate damage to the environment and the climate. It is therefore an urgent political task to create the conditions needed to place digitalization at the service of sustainable development
Unsere gemeinsame digitale Zukunft
Das Gutachten „Unsere gemeinsame digitale Zukunft“ macht deutlich, dass Nachhaltigkeitsstrategien und -konzepte im Zeitalter der Digitalisierung grundlegend weiterentwickelt werden müssen. Nur wenn der digitale Wandel und die Transformation zur Nachhaltigkeit konstruktiv verzahnt werden, kann es gelingen, Klima- und Erdsystemschutz sowie soziale Fortschritte menschlicher Entwicklung voranzubringen. Ohne aktive politische Gestaltung wird der digitale Wandel den Ressourcen- und Energieverbrauch sowie die Schädigung von Umwelt und Klima weiter beschleunigen. Daher ist es eine vordringliche politische Aufgabe, Bedingungen dafür zu schaffen, die Digitalisierung in den Dienst nachhaltiger Entwicklung zu stellen
Money, Vouchers, Public Infrastructures? A Framework for Sustainable Welfare Benefits
While the social consequences of environmental policies are extensively evaluated in sustainability research, few studies exist on the ecological impact of social benefits and the welfare state. Sustainable welfare is a novel research field that seeks to close this knowledge gap and develop integrated eco-social policies. Within this, researchers are starting to ask how citizen’s needs can be guaranteed in an environmentally sustainable way and how their welfare benefits should be delivered. Should citizens receive a universal basic income, be given vouchers for ecologically beneficial or socially needed goods and services, or be provided with access to socio-ecological infrastructures and services? This article develops a framework for sustainable welfare benefits with six criteria of sustainable welfare and nine different types of welfare benefits that belong to the domains of universal basic income (UBI), universal basic services (UBS), and universal basic vouchers (UBV). Using this framework, existing policy proposals are categorized and evaluated. The advantages and disadvantages of the different types of welfare benefits are discussed and new application areas highlighted. The analysis shows that a successful policy will likely include all forms of welfare benefits, with certain types being more adequate for certain fields and societal circumstances. The framework for sustainable welfare benefits can serve as a starting point for further research on integrated policy design and inform policymakers on the selection of eco-social policies

Neue Stadtökonomie für Gesundheit und eine Transformation zur Nachhaltigkeit
Was ist eine "nachhaltige Stadt"? Gesundheits- und Umweltwissenschaften haben darauf differenzierte Antworten. Sie verfügen über ganzheitliche und integrierte Vorstellungen einer "guten" Stadt. Wirtschaftswissenschaftliche Konzeptionen einer "guten" Stadt beschränken sich dagegen in der Regel nur auf materiell messbare Formen des urbanen Wohlstandes. In Zeiten umfassender ökologischer und sozialer Umbrüche reicht das nicht mehr aus. Die Themen ökologische Nachhaltigkeit und Gesundheit sind eng miteinander verzahnt. Der Klimawandel beispielsweise hat Auswirkungen auf die Gesundheit von Menschen: Hitzestress und Wetterkatastrophen stellen direkte und indirekte Gesundheitsrisiken dar; zunehmende Verbreitung bestimmter Infektionskrankheiten und Gefährdung der Ernährungssicherheit kommen hinzu. Zugleich fallen die Ursachen für Klimawandel und gesundheitsschädliche Verhaltensweisen beispielsweise im Mobilitäts- und Ernährungsverhalten oft zusammen. Zudem wissen wir, dass wir unsere Art zu wirtschaften ändern müssen, wenn wir den Klimawandel aufhalten wollen. Eine gesunde Stadt bedarf deswegen einer neuen Stadtökonomie.
Der vorliegende Beitrag entwickelt eine solche Konzeption entlang von drei Dimensionen und stützt sich dabei auf aktuelle Arbeit des Wuppertal Instituts
Sozial-ökologische Arbeitspolitik
Die sozial-ökologische Forschung (SÖF) ist seit fast 20 Jahren ein Förderschwerpunkt des Bundesministeriums für Bildung und Forschung. Zur Weiterentwicklung dieses Förderschwerpunktes wurde bereits in der Vergangenheit ein Austausch mit relevanten Akteuren organisiert, um gemeinsam die Inhalte und Themenschwerpunkte der SÖF zu diskutieren. Ein neuer Agendaprozess ist 2018 gestartet. In einem ersten Schritt konnten bis Juni 2018 Themenvorschläge, sogenannte Agendapapiere, auf einer Plattform hochgeladen und kommentiert werden. Der vorliegende Beitrag ist im Rahmen dieses Prozesses entstanden. Aus Sicht der Autorinnen und Autoren stellt die Erforschung von Arbeit - insbesondere in Bezug zur sozial-ökologischen Forschung in den Feldern Mobilität, Ernährung und Energie - eine eklatante Forschungslücke innerhalb der sozial-ökologischen Forschung dar. Dabei sind etliche Bedarfsfelder geradezu auf unsere Arbeitsgesellschaft hin ausgerichtet. Wenn die Realität der Arbeitsgesellschaft thematisiert wird, geschieht dies jedoch meist ohne Berücksichtigung der damit einhergehenden ökologischen Effekte. Doch in kaum einem anderen Forschungsfeld sind soziale und ökologische Fragen so eng miteinander verzahnt wie in der Arbeitspolitik. Daher wollen sich die Autorinnen und Autoren in diesem Papier für eine sozial-ökologische Ausrichtung der Arbeitsforschung stark machen und plädieren für eine eigenständige Forschungsagenda zu sozial-ökologischer Arbeitspolitik
