The Political Alignment of the Centre Party in Wilhelmine Germany: A Study of the Party's Emergence in Nineteenth-Century Württemberg

Less than a month before Bismarck's dismissal as German chancellor, the Reichstag elections of February 1890 destroyed the parliamentary majority of the Kartell parties - National Liberals and Conservatives - with whose support he had governed. The number of Reichstag seats held by diese parties fell from 221 to 140, out of the total of 397; they never again achieved more than 169. To the multitude of problems left by Bismarck to his successors was therefore added one of parliamentary arithmetic: how was the chancellor to organize a Reichstag majority when the traditional governmental parties by themselves were no longer large enough, and the intransigently anti-governmental SPD was constantly increasing its representation? It was in this situation that the role of the Centre party in Wilhelmine politics became decisive, for between 1890 and 1914 the party possessed a quarter of the seats in the Reichstag, and thus held the balance of power between Left and Right.Histor

Class and Politics in Wilhelmine Germany: The Center Party and the Social Democrats in Württemberg

Between 1890 and 1914 the Center party was, in Friedrich Naumann's words, “the measure of all things” in German politics. Throughout this period it possessed a quarter of the seats in the Reichstag, and held the balance of power between left and right. Its importance from the standpoint of Bismarck's successors as chancellor stemmed from the electoral and parliamentary decline of the National Liberals and Conservatives, the parties which had formed theKartell through which Bismarck governed the Reichstag. After 1890 these no longer commanded a majority, and other parties had to be won over by the government. With the Social Democrats permanently hostile, this narrowed the government's choice down to the Progressives and Center, either of which would give the Kartell parties a majority, and both of which were to be used to this effect. However, the Progressives were used only sparingly (above all during the Biilow Bloc of 1907–9) because of their increasing shift to the left. The historic reason for this was the party's antimilitarism; and this move to the left was reinforced by fears among Progressive leaders that their supporters might otherwise defect to the Social Democrats. The Center was therefore the only alternative. For most of the Wilhelmine period successive chancellors depended for their parliamentary majorities on the Center, which in turn showed itself willing to become a “party of government.”Histor

A theory of organized crime, corruption and economic growth

We develop a framework for studying the interactions between organized crime and corruption, together with the individual and combined effects of these phenomena on economic growth. Criminal organizations co-exist with law-abiding productive agents and potentially corrupt law enforcers. The crime syndicate obstructs the economic activities of agents through extortion, and may pay bribes to law enforcers in return for their compliance in this. We show how organized crime has a negative effect on growth, and how this effect may be either enhanced or mitigated in the presence of corruption. The outcome depends critically on a trade-off generated when corruption exists, that between a lower supply of crimes and the probability these crimes are more likely to be successful
