Development of Advanced NDE Ultrasonic Equipment
Recent studies to determine the probability of detection of nondestructive examination methods by the Air Force indicate that these capabilities are severely limited. One of the factors contributing to the insufficiency of ultrasonic testing is related to a general lack of versatility and capability of commercial ultrasonic equipment. Inadequate instrument reliability, inconsistent components including transducers, and uncertain calibration standards further compromise the potential utility of this method. Battelle Pacific Northwest Laboratories, under the sponsorship of the manufacturing Technology Division of the Air Force Materials Laboratory, is developing an advanced ultrasonic nondestructive testing system directed at resolving these defficiencies. As a result, this program will establish a modular ultrasonic system specification that will prevent near term obsolescence by permitting the addition of new technology such as ARPA developments in the form of additional or replacement modules. This paper will describe the Phase I and II tasks and objectives which are planned to establish an equipment specification, demonstrate initial prototype systems, and provide a procurement specification and technical manuals. Progress to date will be summarized
The Photonic Lantern
Photonic lanterns are made by adiabatically merging several single-mode cores
into one multimode core. They provide low-loss interfaces between single-mode
and multimode systems where the precise optical mapping between cores and

Low-loss criterion and effective area considerations for photonic crystal fibers
We study the class of endlessly single-mode all-silica photonic crystal
fibers with a triangular air-hole cladding. We consider the sensibility to
longitudinal nonuniformities and the consequences and limitations for realizing
low-loss large-mode area photonic crystal fibers. We also discuss the
dominating scattering mechanism and experimentally we confirm that both macro

Figures et pointes stylistiques novatrices en langue allemande, anglaise, espagnole et leur traduction française
Considérée dans la variété de ses domaines d’application, et aux fins de transmission, l’opération de traduction induit indéfectiblement le phénomène de « transmutation ». Le volume en question se veut une illustration méthodique de cette affirmation, embrassant à la fois le champ des littératures germanophone, anglophone, hispanophone, et une temporalité allant du XIVe siècle aux XXe-XXIe siècles. Il en résulte une collection de 1250 citations en langue allemande, anglaise, espagnole, toutes accompagnées de leur transposition, de leur « transmutation » en langue française. Font l’objet de cette sélection : des figures de la pensée (comme les aphorismes) et, plus particulièrement, des figures de mots (comme les comparaisons, les métaphores et autres formes laconiques non figées ‒ libres ‒ ou, pour certaines, défigées), bref, toute forme stylistique originale, toute trouvaille conceptuelle ou formelle novatrice. En cela l’ouvrage se démarque des nombreuses publications déjà faites autour des formes linguistiques figées que sont les parémies et autres proverbes, ou encore des diverses études phraséologiques en cours, s’appuyant sur les tout récents travaux relatifs à la pensée créatrice, notamment dans le domaine discursif. Ces citations littéraires numérotées et référencées sont ordonnées en catégories thématiques (20), elles-mêmes déclinées en sous-catégories (70). En outre, les extraits sont classés par langue, auteur, œuvre et ordre d’apparition dans une œuvre donnée. Le tout est introduit en manière de prologue par une réflexion "théorique" sur les rapports entre « création », « traduction » et « transmission » (vers le français).
Le travail traductologique du groupe de recherche fut de cerner l’intention des auteurs, de mettre au jour l’intuition créatrice à l’origine de nombre des formulations répertoriées, notamment de toutes celles qui répondent soit au processus de métaphorisation de la réalité, soit à un jeu morphosémantique manifeste. Les traducteurs ont adopté ici une posture « intuitivo-cognitive », posture selon laquelle (dans les cas de non-correspondance mécanique entre les langues, bien entendu) leur propre créativité a pu être en soi un gage de fidélité à l’esprit du texte original, sinon au texte original, parachevant en quelque sorte cette « transmutation » initiale du réel opérée par les auteurs. Lorsque la bonne compréhension du texte étranger l’exigeait, la version française a été complétée d’un bref commentaire du contexte (en particulier lorsque certains éclairages d’ordre culturel se sont avérés nécessaires).
Notons enfin que pour garantir une fonctionnalité optimale de l’ensemble, conçu selon un schéma d’entrées multiples, deux répertoires viennent compléter le recueil thématique des extraits : un référencement de 100 types de figures identifiées permettant un renvoi aux citations concernées (elles-mêmes assorties des numéros correspondant aux figures recensées), ainsi qu’un index de 6860 mots-clés issus des quatre langues traitées ‒ et choisis selon leur fonction stylistique et/ou thématique ‒, permettant, de la même façon que précédemment, un renvoi aux citations d’appartenance
Optical nanofibers and spectroscopy
We review our recent progress in the production and characterization of
tapered optical fibers with a sub-wavelength diameter waist. Such fibers
exhibit a pronounced evanescent field and are therefore a useful tool for
highly sensitive evanescent wave spectroscopy of adsorbates on the fiber waist
or of the medium surrounding. We use a carefully designed flame pulling process
that allows us to realize preset fiber diameter profiles. In order to determine
the waist diameter and to verify the fiber profile, we employ scanning electron
microscope measurements and a novel accurate in situ optical method based on
harmonic generation. We use our fibers for linear and non-linear absorption and
fluorescence spectroscopy of surface-adsorbed organic molecules and investigate
their agglomeration dynamics. Furthermore, we apply our spectroscopic method to
quantum dots on the surface of the fiber waist and to caesium vapor surrounding
the fiber. Finally, towards dispersive measurements, we present our first
results on building and testing a single-fiber bi-modal interferometer.Comment: 13 pages, 18 figures. Accepted for publication in Applied Physics B.

Why Do States Develop Multi-tier Emigrant Policies? Evidence from Egypt
Why do states vary their policies towards their citizens abroad, and why are some emigrant groups treated preferentially to others? The literature on the politics of international migration has yet to explore this as a separate field of inquiry, assuming that states adopt a single policy that encourages, sustains or prevents emigration abroad. Yet, in the case of Egypt, the state developed a multi-tiered policy that distinctly favoured specific communities abroad over others. I hypothesise that policy differentiation is based upon the perceived utility of the emigrant group remaining abroad versus the utility of its return. This utility is determined by two factors: the sending state’s domestic political economy priorities and its foreign policy objectives
