Physical response of the coastal ocean to Hurricane Isabel near landfall
International audienceHurricane Isabel made landfall near Drum Inlet, North Carolina on 18 September 2003. In nearby Onslow Bay an array of 5 moorings captured the response of the coastal ocean to the passage of the storm by measuring currents, surface waves, bottom pressure, temperature and salinity. Temperatures across the continental shelf decreased by 1?3°C, consistent with a surface heat flux estimate of 750 W/m2. Salinity decreased at most mooring locations. A calculation at one of the moorings estimates rainfall of 11 cm and a net addition of fresh water at the surface of 8 cm. The low-pass current field shows a shelf-wide movement of water, first to the southwest, with an abrupt reversal to the northeast along the shelf after landfall. Close analysis of this reversal shows it to be a disturbance propagating offshore at a speed somewhat less than the local shallow water wave speed. The high-pass current field at one of the moorings shows a significant increase in kinetic energy at periods between 10 min and 2 h during the approach of the storm. This high-pass flow is isotropic and has a short (<5 m) vertical decorrelation scale. It appears to be closely associated with the winds, Finally we examined the surface wave field at one of the moorings. It shows the swell energy peaking well before the winds waves. At the height of the storm, as the winds rotated rapidly in the cyclonic sense, the wind wave direction rotated as well, with a lag of 45?90°
Optimization methods applied to the aerodynamic design of helicopter rotor blades
Described is a formal optimization procedure for helicopter rotor blade design which minimizes hover horsepower while assuring satisfactory forward flight performance. The approach is to couple hover and forward flight analysis programs with a general-purpose optimization procedure. The resulting optimization system provides a systematic evaluation of the rotor blade design variables and their interaction, thus reducing the time and cost of designing advanced rotor blades. The paper discusses the basis for and details of the overall procedure, describes the generation of advanced blade designs for representative Army helicopters, and compares design and design effort with those from the conventional approach which is based on parametric studies and extensive cross-plots
PEACH PRICES IN CALIFORNIA IN THE PRESENCE OF TECHNOLOGICAL CHANGE IN THE AGRICULTURAL PESTICIDE INDUSTRY
The potentially adverse effects of pesticides in wide use are causing concern to grow in the agricultural community. Minimizing the risks to human health and the environment created by agricultural pesticides has become a very important issue. The United States Environmental Protection Agency (EPA) has set a high priority on registering safer pesticides. According to the EPA, more than 1 billion pounds of active pesticide ingredients are used in the United States each year. Americans are exposed to pesticides every day through food consumption, cleaning products, and home and work environments. The agricultural pesticide industry has experienced an influx of changes during the past decade. Two of the primary changes affecting the pesticide industry are the introduction of new technology and EPA regulatory changes. On the regulatory front, the EPA requires manufacturers to register and test pesticides before they appear on the market. By 2006, the EPA will review old pesticides to ensure that they meet new safety requirements. These regulatory initiatives have contributed to the industry drive to develop safer and more "environmentally friendly" products for use in agricultural pest control. Technological changes consist of the introduction of new pesticides that are considered to be safer for both humans and the environment. As new technologies and regulatory initiatives are undertaken to ensure an improvement in both the safety of human health and the environment, one must consider how these changes may affect consumers. Specifically, an analysis should be conducted to determine whether or not the technological and regulatory changes have an effect on consumer prices. The recent developments in the agricultural pesticide industry provide several reasons to believe structural change has been occurring in economic relationships that determine peach prices in California. Therefore, we use a vector autoregressive (VAR) model to forecast peach prices by allowing parameters to vary with time. VAR models differ from standard econometric analyses of structural relationships in that they do not apply the usual exclusion restrictions to specify a priori which variables appear in which equations. Instead, a set of distributed lag equations is used to model each variable as a function of other variables in the structural system (Bessler, 1984). The objective of this paper is to forecast peach prices and evaluate dynamic relationships in the peach industry in the presence of technological and regulatory change. A VAR model that explicitly recognizes structural change will be used to forecast peach prices in California. Distributions of mixed layer properties in North Pacific water mass formation areas: comparison of Argo floats and World Ocean Atlas 2001
International audienceWinter mixed layer characteristics in the North Pacific Ocean are examined and compared between Argo floats in 2006 and the World Ocean Atlas 2001 (WOA01) climatology for a series of named water masses, North Pacific Tropical Water (NPTW), Eastern Subtropical Mode Water (ESTMW), North Pacific Subtropical Mode Water (NPSTMW), Light Central Mode Water (LCMW) and Dense Central Mode Water (DCMW). The WOA01 is found to be in good agreement with the Argo data in terms of water mass volumes, average temperature-salinity (T-S) properties, and outcrop areas. The exception to this conclusion is for the central mode waters, DCMW and LCMW, whose outcropping is shown to be much more intermittent than is apparent in the WOA01 and whose T-S properties vary from what is shown in the WOA01. Distributions of mixed layer T-S properties measured by floats are examined within the outcropping areas defined by the WOA01 and show some shifting of T-S characteristics within the confines of the named water masses. In 2006, all the water masses were warmer than climatology on average, with a magnitude of about 0.5°C. The NPTW, NPSTMW and LCMW were saltier than climatology and the ESTMW and DCMW fresher, with magnitudes of about 0.05. In order to put these results into context, differences between Argo and WOA01 were examined over the North Pacific between 20 and 45° N. A large-scsale warming and freshening is seen throughout this area, except for the western North Pacific, where results were more mixed

larger size. Exact solutions for the fill factor and the particle number
variance as a function of the size change are obtained. Results are compared

Instabilities in neutrino-plasma density waves
One examines the interaction and possible resonances between supernova
neutrinos and electron plasma waves. The neutrino phase space distribution and
its boundary regions are analyzed in detail. It is shown that the boundary
