    In the institutional context of China’s political centralization and fiscal decentralization, this study explores the environmental regulations that make the central and local governments join efforts in air pollution control. Policy simulations in an evolutionary game show that the best approach is to internalize environmental costs and benefits in local governments’ objective function. The effectiveness of several policy instruments is examined individually and jointly, including administrative inspection, transfer payment, and environmental taxes. It is shown that in case environmental consequences are not internalized, appropriate application of policy instruments can incentivize goal-oriented local governments to choose the socially optimal strategy.W kontekście instytucjonalnym chińskiej centralizacji politycznej i decentralizacji fiskalnej, niniejsze badanie analizuje regulacje środowiskowe, które zmuszają rządy centralne i lokalne do wspólnych wysiłków na rzecz kontroli zanieczyszczenia powietrza. Symulacje polityki w grze ewolucyjnej pokazują, że najlepszym podejściem jest internalizacja kosztów i korzyści środowiskowych w funkcji celu samorządu. Skuteczność kilku instrumentów polityki jest badana indywidualnie i wspólnie, w tym kontroli administracyjnej, płatności transferowych i podatków ekologicznych. Wykazano, że w przypadku braku internalizacji konsekwencji środowiskowych, odpowiednie zastosowanie instrumentów polityki może zmotywować zorientowane na cel samorządy lokalne do wyboru społecznie optymalnej strategii

    Joint Activity Detection, Channel Estimation, and Data Decoding for Grant-free Massive Random Access

    In the massive machine-type communication (mMTC) scenario, a large number of devices with sporadic traffic need to access the network on limited radio resources. While grant-free random access has emerged as a promising mechanism for massive access, its potential has not been fully unleashed. In particular, the common sparsity pattern in the received pilot and data signal has been ignored in most existing studies, and auxiliary information of channel decoding has not been utilized for user activity detection. This paper endeavors to develop advanced receivers in a holistic manner for joint activity detection, channel estimation, and data decoding. In particular, a turbo receiver based on the bilinear generalized approximate message passing (BiG-AMP) algorithm is developed. In this receiver, all the received symbols will be utilized to jointly estimate the channel state, user activity, and soft data symbols, which effectively exploits the common sparsity pattern. Meanwhile, the extrinsic information from the channel decoder will assist the joint channel estimation and data detection. To reduce the complexity, a low-cost side information-aided receiver is also proposed, where the channel decoder provides side information to update the estimates on whether a user is active or not. Simulation results show that the turbo receiver is able to reduce the activity detection, channel estimation, and data decoding errors effectively, while the side information-aided receiver notably outperforms the conventional method with a relatively low complexity

    Cerebral hemodynamic characteristics of acute mountain sickness upon acute high-altitude exposure at 3,700 m in young Chinese men.

    PURPOSE: We aimed at identifying the cerebral hemodynamic characteristics of acute mountain sickness (AMS). METHODS: Transcranial Doppler (TCD) sonography examinations were performed between 18 and 24 h after arrival at 3,700 m via plane from 500 m (n = 454). A subgroup of 151 subjects received TCD examinations at both altitudes. RESULTS: The velocities of the middle cerebral artery, vertebral artery (VA) and basilar artery (BA) increased while the pulsatility indexes (PIs) and resistance indexes (RIs) decreased significantly (all p < 0.05). Velocities of BA were higher in AMS (AMS+) individuals when compared with non-AMS (AMS-) subjects (systolic velocity: 66 ± 12 vs. 69 ± 15 cm/s, diastolic velocity: 29 ± 7 vs. 31 ± 8 cm/s and mean velocity, 42 ± 9 vs. 44 ± 10 cm/s). AMS was characterized by higher diastolic velocity [V d_VA (26 ± 4 vs. 25 ± 4, p = 0.013)] with lower PI and RI (both p = 0.004) in VA. Furthermore, the asymmetry index (AI) of VAs was significantly lower in the AMS + group [-5.7 % (21.0 %) vs. -2.5 % (17.8 %), p = 0.016]. The AMS score was closely correlated with the hemodynamic parameters of BA and the V d_VA, PI, RI and AI of VA. CONCLUSION: AMS is associated with alterations in cerebral hemodynamics in the posterior circulation rather than the anterior one, and is characterized by higher blood velocity with lower resistance. In addition, the asymmetry of VAs may be involved in AMS

As a result, the effectiveness of Warnings is much discounted. In this paper, we make use of neuroscience methods to study Warnings from the basically cognitive levels and have acquired preliminary achievements, which provide new evidence, discussion and introductions for former researches
