    Niniejszy tekst dotyczy zagadnień przekształceń systemów zdrowotnych w krajach rozwiniętych. Autor stawia pytanie czy wobec różnicowania się systemów zdrowotnych poprzez wzajemne zapożyczanie rozwiązań istnieje sens analizy systemów zdrowotnych poprzez odnoszenie się modeli ochrony zdrowia. Na podstawie przeprowadzonych analiz wykazał, że stosowane rozwiązania modelowe wywierają istotny statystycznie wpływ na kształtowanie się charakterystyk ochrony zdrowia. Jednocześnie eksponowanie podejścia modelowego wraz z koncentracją wyłącznie na kwestiach ekonomicznych powinno zostać uznane za zbyt wąskie i nie oddające istoty zróżnicowania systemów zdrowotnych. Niezbędne jest całościowe podejście, uwzględniające różne elementy systemu ochrony zdrowia w szczególności: mechanizmów alokacji oraz rozwiązań organizacyjnych i instytucjonalnych.Paweł Białynicki-Birul

    Motivic DT-invariants for the one loop quiver with potential

    In this paper we compute the motivic Donaldson--Thomas invariants for the quiver with one loop and any potential. As the presence of arbitrary potentials requires the full machinery of \hat(\mu)-equivariant motives, we give a detailed account of them. In particular, we will prove two results for the motivic vanishing cycle which might be of importance not only in Donaldson--Thomas theory.Comment: 30 page

In this note we show that the root vectors of the affine Cremona group Aut(A^n) with respect to the diagonal torus are exactly the locally nilpotent derivations x^a\times d/dx_i, where x^a is any monomial not depending on x_i.     Quantum effects in the evolution of vortices in the electromagnetic field

    We analyze the influence of electron-positron pairs creation on the motion of vortex lines in electromagnetic field. In our approach the electric and magnetic fields satisfy nonlinear equations derived from the Euler-Heisenberg effective Lagrangian.     Recently, V. Chernousov, S. Gille and A. Merkurjev have obtained a decomposition of the motive of an isotropic smooth projective homogeneous variety analogous to the Bruhat decomposition. Using the method of Bialynicki-Birula, I generalize this decomposition to the case of a (possibly anisotropic) smooth projective variety homogeneous under the action of an isotropic reductive group. This answers a question of N.     We show that the nonlinear Born-Infeld field equations supplemented by the "dynamical condition" (certain boundary condition for the field along the particle's trajectory) define perfectly deterministic theory, i.e. particle's trajectory is determined without any equations of motion.     Structure of nonlinear gauge transformations

    Nonlinear Doebner-Goldin [Phys. Rev. A 54, 3764 (1996)] gauge transformations (NGT) defined in terms of a wave function ψ(x)\psi(x) do not form a group. To get a group property one has to consider transformations that act differently on different branches of the complex argument function and the knowledge of the value of ψ(x)\psi(x) is not sufficient for a well defined NGT. NGT that are well defined in terms of ψ(x)\psi(x) form a semigroup parametrized by a real number γ\gamma and a nonzero λ\lambda which is either an integer or 1λ1-1\leq \lambda\leq 1. An extension of NGT to projectors and general density matrices leads to NGT with complex γ\gamma.     Generation and control of resonance states in crossed magnetic and electric fields

    A two-dimensional electron system interacting with an impurity and placed in crossed magnetic and electric fields is under investigation. Since it is assumed that an impurity center interacts as an attractive δ\delta-like potential a renormalization procedure for the retarded Green's function has to be carried out. For the vanishing electric field we obtain a close analytical expression for the Green's function and we find one bound state localized between Landau levels. It is also shown by numerical investigations that switching on the electric field new long-living resonance states localized in the vicinity of Landau levels can be generated.Comment: 6 pages, 6 figures, 1 tabl
