"Making work pay" : from justifications to implementations

The aim of this paper is to discuss the relevance of «making work pay» policies from within. We first discuss the various justifications of the motto and then connect them to the existing variety of implementation experiences in Europe. We compare the classical organization of arguments behind the motto "making work pay" to an hourglass, the diversity of national institutions regarding work and social protection being one of its top parts ; work incentives constitute the narrow part ; lastly, the variety of implementations corresponds to its other wide end. We show that this unifying reasoning is not relevant and propose a model which corresponds to a more complex logic : the diversity of national institutions and implementations being matched by a set of different and conflicting objectives regarding work, whose dynamic dimension is gaining more and more importance. The policy debate should then be summed up by another motto : «Making transitions pay».Social protection, labour market policies, work incentives.

Does South African Affirmative Action Policy Reduce Poverty? a CGE Analysis

This paper presents a computable general equilibrium model (CGEM) able to measure the impacts of the affirmative action policy set up in South Africa. In order to decrease inequalities inherited from the former regime, the government encourages firms to employ Historically Disadvantaged Persons (HDP). Through this study, we evaluate the impact of this policy on employment, poverty and inequality. To evaluate impacts on poverty and inequality, we use a CGE Top Down approach. The paper analyses two scenarios; the first one deals with the impact of affirmative action on skilled jobs. The second scenario adds to the previous by including semi skilled workers in the simulation. Both of these scenarios show a deep decrease in unemployment as well as a fall of poverty for each population groups.Computable General Equilibrium Model, Top Down Analysis, South Africa, Poverty, Inequality, Labor Market

Direct current plasma spraying of mechanofused alumina-steel particles

Stainless steel particles (60 $\mu$m in mean diameter) cladded with an alumina shell (2 $\mu$m thick and manufactured by mechanofusion) were sprayed with an Ar-H2 (53-7 slm) d.c. plasma jet (I = 500 A, P = 28 kW, \rho_th = 56 %). Two main types of particles were collected in flight, as close as 50 mm downstream of the nozzle exit: particles with a steel core with pieces of alumina unevenly distributed at their surface and those consisting of a spherical stainless steel particle with an alumina cap. The plasma flow was modeled by a 2D steady parabolic model and a single particle trajectory by using the 3D Boussinesq-Oseen-Basset equation. The heat transfer, within the two-layer, stainless steel cladded by alumina, particle, considered the heat propagation phenomena including phase changes. The models allowed determining the positions, along the particle trajectory, where the convective movement could occur as well as the entrainment of the liquid oxide to the leading edge of the in-flight particles. Au large de Porto-Vecchio – Marina di Fiori

Lors d’un séjour à Porto-Vecchio, fut remis au représentant local du Drassm (Hélène Bernard) un objet insolite de provenance sous-marine. Il s’agissait d’une espèce de pain globulaire (160 mm x 140 mm x 100 mm) de texture argilo-cendreuse mais d’une densité réelle, plastique à l’origine puisque timbré ; la face supérieure arrondie portait deux cachets différents : M.ACILI (dimension du cachet : 95 mm x 19 mm) et VENU[...] (dimension : 80 mm x 14 mm). Expertisée en 1991, l’épave Marina di Fiori a connu cinq campagnes de fouilles réunissant étudiants en archéologie et plongeurs locaux (Arsec). Elle est située par 3 m de fond sur la rive nord du golfe de Porto–Vecchio, dans un secteur particulièrement abrité.
