    A review of the (potential) implications of climate change for policing practice worldwide

    Climate change is now considered more than just an environmental issue, with far-reaching effects for society at large. While the exact implications of climate change for policing practice are still unknown, over the past two decades criminologists have anticipated that climate change will have a number of effects that will result in compromised safety and security. This article is informed by the outcome of a co-creation workshop with 16 practitioners and scholars of diverse backgrounds based in The Netherlands, who sought to conceptualize and systematize the existing knowledge on how climate change will most likely impact the professional practice of the Dutch (or any other) police. These challenges, with varying degrees of intensity, are observable at three main levels: the societal, organizational, and individual level. These levels cannot be separated neatly in practice but we use them as a structuring device, and to illustrate how dynamics on one level impact the others. This article aims to establish the precepts necessary to consider when exploring the intersection between climate change and policing. We conclude that much still needs to be done to ensure that the implications of climate change and the subject of policing are better aligned, and that climate change is recognized as an immediate challenge experienced on the ground and not treated as a distant, intangible phenomenon with possible future impacts. This starts with creating awareness about the possible ways in which it is already impacting the functioning of policing organizations, as well as their longer-term repercussions.</p

    From temporary work to irregular status : the transition and experiences of Senegalese migrant women in Spain

    Little attention has been paid to the movement of Senegalese migrants across employment sectors, the economically motivated migration of women, and women’s access to labour-market and social protections in destination countries. Senegal and Spain entered into a bilateral agreement (2007) for a temporary work scheme resulting in migration of more than 700 Senegalese women to work in the agricultural sector in Spain. This policy brief examines how they became an unintended cohort of unauthorized migrants and their experiences to live, work and access social rights.     From ‘conflict minerals’ to peace? Reviewing mining reforms, gender, and state performance in eastern Democratic Republic of Congo

    For the last two decades, the Congolese Artisanal and small-scale mining (ASM) sector has been undergoing reforms of its governing structures. A recurrent argument supporting the reforms - predominantly in the 3T ASM sector (i.e. tin, tantalum and tungsten) - is that artisanal mining feeds violence (including sexual violence), conflicts, underdevelopment, and poverty. The reforms have been extensively studied, and academic research in turn has triggered empirical policy and advocacy researches. Researchers have found different outcomes and interpretations of the effectiveness of the reforms. This study consists of a systematic review of the findings gathered from the literature on the changing role of the state in governing 3T mining. It argues that in the study areas (i.e. North-Kivu, South-Kivu and Tanganyika), the challenges faced by the state in governing artisanal mining tend to be similar, complex, and rooted in the mining history of eastern DRC. Recent armed conflicts have only added new layers to existing challenges. In addressing these challenges and given their complexity, the state has succeeded in some areas but has failed in putting in place a coherent `model' for governing the 3T ASM sector

    Abstract This introductory essay provides the context for the articles in this Themed Section. Despite the diversity in locations, historical backgrounds and contemporary processes of change, all contributors to this Themed Section focus on the struggle of Muslim groups over access to an emergent Muslim public sphere. They highlight the contestations of and shifts in the notions of agency, belonging, and citizenship in nation-states with Muslim communities within its borders.     Worldwide trends in underweight and obesity from 1990 to 2022: a pooled analysis of 3663 population-representative studies with 222 million children, adolescents, and adults

    Background Underweight and obesity are associated with adverse health outcomes throughout the life course. We estimated the individual and combined prevalence of underweight or thinness and obesity, and their changes, from 1990 to 2022 for adults and school-aged children and adolescents in 200 countries and territories. Methods We used data from 3663 population-based studies with 222 million participants that measured height and weight in representative samples of the general population. We used a Bayesian hierarchical model to estimate trends in the prevalence of different BMI categories, separately for adults (age ≥20 years) and school-aged children and adolescents (age 5–19 years), from 1990 to 2022 for 200 countries and territories. For adults, we report the individual and combined prevalence of underweight (BMI &lt;18·5 kg/m2) and obesity (BMI ≥30 kg/m2). For school&#x2;aged children and adolescents, we report thinness (BMI &lt;2 SD below the median of the WHO growth reference) and obesity (BMI &gt;2 SD above the median). Findings From 1990 to 2022, the combined prevalence of underweight and obesity in adults decreased in 11 countries (6%) for women and 17 (9%) for men with a posterior probability of at least 0·80 that the observed changes were true decreases. The combined prevalence increased in 162 countries (81%) for women and 140 countries (70%) for men with a posterior probability of at least 0·80. In 2022, the combined prevalence of underweight and obesity was highest in island nations in the Caribbean and Polynesia and Micronesia, and countries in the Middle East and north Africa. Obesity prevalence was higher than underweight with posterior probability of at least 0·80 in 177 countries (89%) for women and 145 (73%) for men in 2022, whereas the converse was true in 16 countries (8%) for women, and 39 (20%) for men. From 1990 to 2022, the combined prevalence of thinness and obesity decreased among girls in five countries (3%) and among boys in 15 countries (8%) with a posterior probability of at least 0·80, and increased among girls in 140 countries (70%) and boys in 137 countries (69%) with a posterior probability of at least 0·80. The countries with highest combined prevalence of thinness and obesity in school-aged children and adolescents in 2022 were in Polynesia and Micronesia and the Caribbean for both sexes, and Chile and Qatar for boys. Combined prevalence was also high in some countries in south Asia, such as India and Pakistan, where thinness remained prevalent despite having declined. In 2022, obesity in school-aged children and adolescents was more prevalent than thinness with a posterior probability of at least 0·80 among girls in 133 countries (67%) and boys in 125 countries (63%), whereas the converse was true in 35 countries (18%) and 42 countries (21%), respectively. In almost all countries for both adults and school-aged children and adolescents, the increases in double burden were driven by increases in obesity, and decreases in double burden by declining underweight or thinness. Interpretation The combined burden of underweight and obesity has increased in most countries, driven by an increase in obesity, while underweight and thinness remain prevalent in south Asia and parts of Africa. A healthy nutrition transition that enhances access to nutritious foods is needed to address the remaining burden of underweight while curbing and reversing the increase in obesit

    Public sector governance reforms and 'advanced regionalization' in Morocco : what role for the European Union?

    This paper examines the recent, current and potential future role of the European Union in Morocco, especially with regard to public sector governance reforms under the ‘Hakama’ programme, and ‘advanced regionalization’. Based on several interviews with key EU officials in Rabat and Brussels as well as other key informants in donor organizations and academia and a thorough review of primary and secondary written materials, this paper first takes stock of the implementation of regulatory convergence under the ‘Advanced Status’ agreement. It then analyzes the ‘Hakama’ program and past twinning projects as a potential tool to further the EU’s influence, arguing that the EU’s approach of ‘more for more’, where financing disbursements are made conditional on concrete policy reform measures means that it can only push reforms slowly and with limited influence. However, this may be exactly what it wants to do at the current juncture: given its primary concern with stability, particularly post-Arab uprisings, the EU does not want to rock the boat while seeking to still pursue its interests – migration control, anti-terrorism cooperation, economic benefits, all through the effort of ‘exporting the EU order beyond the border’, though with mixed results. Morocco for its part is much less dependent on the EU than it used to be as it has more leverage on the migration and security fronts, and also because many other donors are available who are happy to fund under less stringent conditions. It can thus afford to pick and choose.
