    Fragmentation or Coherence? Does International Dispute Settlement Achieve Comprehensive Justice?

    The debate about whether international law is fragmented or coherent is no arid discussion. If fragmentation is in the ascendancy, many commentators argue that something needs to be done. It is, of course, vital for the success of any legal system to achieve some level of predictability and certainty and to consistently deliver comprehensive justice. A legal system must, first and foremost, be a justice system, if there is any point to its existence. If it is not, then there may be another debate about whether it may be called a ‘legal’ system or a ‘justice’ system at all. I will review the debate between various leading commentators and analyse their proposals. My review of a number of different aspects and areas of international law shows that although fragmentation is apparent, the level of coherence in international law is far more surprising than fragmentation, which is inevitable, just as it is in the development of national law in, say, a federal polity. Just when international law seems to be fragmented somewhere, coherence is being achieved elsewhere. The result may be characterised as a kind of ‘equilibrium’ in which antagonistic and cohesive forces in international law keep one another in check, somehow balancing the other out. International law is capable of delivering comprehensive justice even if, at times, it may seem unlikely or elusive

    The twisted Drinfeld double of a finite group via gerbes and finite groupoids

    The twisted Drinfeld double (or quasi-quantum double) of a finite group with a 3-cocycle is identified with a certain twisted groupoid algebra. The groupoid is the loop (or inertia) groupoid of the original group and the twisting is shown geometrically to be the loop transgression of the 3-cocycle. The twisted representation theory of finite groupoids is developed and used to derive properties of the Drinfeld double, such as representations being classified by their characters. This is all motivated by gerbes and 3-dimensional topological quantum field theory. In particular the representation category of the twisted Drinfeld double is viewed as the `space of sections' associated to a transgressed gerbe over the loop groupoid.Comment: 25 pages, 10 picture

    Investigating eye movement acquisition and analysis technologies as a causal factor in differential prevalence of crossed and uncrossed fixation disparity during reading and dot scanning

    Previous studies examining binocular coordination during reading have reported conflicting results in terms of the nature of disparity (e.g. Kliegl, Nuthmann, &amp; Engbert (Journal of Experimental Psychology General 135:12-35, 2006); Liversedge, White, Findlay, &amp; Rayner (Vision Research 46:2363-2374, 2006). One potential cause of this inconsistency is differences in acquisition devices and associated analysis technologies. We tested this by directly comparing binocular eye movement recordings made using SR Research EyeLink 1000 and the Fourward Technologies Inc. DPI binocular eye-tracking systems. Participants read sentences or scanned horizontal rows of dot strings; for each participant, half the data were recorded with the EyeLink, and the other half with the DPIs. The viewing conditions in both testing laboratories were set to be very similar. Monocular calibrations were used. The majority of fixations recorded using either system were aligned, although data from the EyeLink system showed greater disparity magnitudes. Critically, for unaligned fixations, the data from both systems showed a majority of uncrossed fixations. These results suggest that variability in previous reports of binocular fixation alignment is attributable to the specific viewing conditions associated with a particular experiment (variables such as luminance and viewing distance), rather than acquisition and analysis software and hardware.<br/

    EFFECTS OF MANAGEMENT OF ICT INFRASTRUCTURAL RESOURCES ON THE IMPLEMENTATION OF TPAD POLICY IN PUBLIC SECONDARY SCHOOLS IN TRANS NZOIA COUNTY, KENYA

    This study sought to find out the effect of management of ICT infrastructural resources on the implementation of TPAD Policy in Public Secondary Schools in Trans Nzoia County, Kenya. The study was guided by ‘goal-setting theory. Concurrent triangulation design was used to sample 342 Principals and teachers from a target population of 2340 respondents comprising of 242 principals and 2098 teachers from 242 public secondary schools. Stratified and random sampling methods were used to select respondents. Questionnaires were used to collect information and opinions from Principals and teachers. Expert judgments from supervisors were used to improve content validity. Data was analyzed using descriptive and inferential statistics. The results of the study were presented using frequency tables and percentages. From the linear regression model, the study revealed a positive significant effect of teachers’ perception on implthe ementation of TPAD policy. From linear regression model, (R2 = .206) showed that ICT infrastructure resources account for 20.6% variation in the implementation of TPAD policy. There was a positive significant effect of ICT infrastructure resource (β3=0.700 and p value&lt;0.05) on implementation of TPAD policy. Therefore, an increase in ICT infrastructure resources leads to an increase in the implementation of the TPAD policy. The null hypothesis (Ho1) was rejected. ICT infrastructure resoresources a significant influence on the implementation of TPAD policy. This implies that for each increase in the ICT infrastructure resource, there was more implementation of the TPAD policy. The study concluded that the management of teaching staff affects the implementation of TPAD in public secondary schools in Trans Nzoia County. Head teachers with better staff management skills helped teachers to shift to the new paradigm of an appraisal system which has openness, reliability, and accountability as its hallmarks. The Ministry of Education and TSC should improve ICT infrastructure especially in sub-county schools and continuously capacity build teachers and school administrators on emerging trends in education management information systems. There is a need for the ministry of education to provide ICT infrastructural resources in every public secondary school in Trans Nzoia County in order to enhance the implementation of TPAD policy.  Article visualizations

    Processing of co-reference in autism spectrum disorder

    Accuracy for reading comprehension and inferencing tasks has previously been reported as reduced for individuals with autism spectrum disorder (ASD), relative to typically developing (TD) controls. In this study, we used an eye movements and reading paradigm to examine whether this difference in performance accuracy is underpinned by differences in the inferential work required to compute a co-referential link. Participants read two sentences that contained a category noun (e.g., bird) that was preceded by and co-referred to an exemplar that was either typical (e.g., pigeon) or atypical (e.g., penguin). Both TD and ASD participants showed an effect of typicality for gaze durations upon the category noun, with longer times being observed when the exemplar was atypical, in comparison to typical. No group differences or interactions were detected for target processing, and verbal language proficiency was found to predict general reading and inferential skill. The only difference between groups was that individuals with ASD engaged in more re-reading than TD participants. These data suggest that readers with ASD do not differ in the efficiency with which they compute anaphoric links on-line during reading

    Profitability of Dorper Sheep Finished on Grass and Legume Diets in Taita Taveta and Makueni, Range Lands of Kenya

    The nutrient content of ruminant feeds, especially crude protein, in the Arid and Semi-Arid Lands (ASALs) is insufficient to support maintenance and influence production. Therefore, ruminant supplementation with protein rich leguminous feeds that are cost-effective and easily accessible is strongly recommended for optimum ruminants’ production. In a completely randomized experimental design, a group of 24 mass selected dorper sheep, with an average age of 10-13 months and average body weight of 22.6±2.4Kgs were assigned into the 6 diet experimental treatments of 4 animals each. The animals were dewormed prior to the start of the experiment. The study was carried on-farm and a control set up on-station. The results of a two-way analysis of variance on comparison of the sample means showed an on-farm average net weight gains (NWG) of African fox tail+Cow pea (4.5±1.2Kg) and African fox tail+Dolichos lab lab (3.2±0.4Kg) as the leading. The economic analyses showed that the diets composed of African fox tail+Cow pea and African fox tail+Dolichos lab lab had the best profitable returns of Ksh 106,267.0 and Ksh 55,026 respectively for 100 units’ sheep establishment at the market live body weight price of Ksh 400/Kg. The on station performance was significantly higher, indicating a more promising returns under improved management.     Would adults with autism be less likely to bury the survivors? An eye movement study of anomalous text reading

    In a single eye movement experiment we investigated the effects of context on the time course of local and global anomaly processing during reading in adults with Autism Spectrum Disorder (ASD). In one condition short paragraph texts contained anomalous target words. Detection of the anomaly was only possible through evaluation of word meaning in relation to the global context of the whole paragraph (Passage Level Anomalies). In another condition the anomaly could be detected via computation of a local thematic violation within a single sentence embedded in the paragraph (Sentence Level Anomalies).For the sentence level anomalies the ASD group, in contrast with the typically developing (TD) group, showed early detection of the anomaly as indexed by regressive eye movements from the critical target word upon fixation. Conversely, for the passage level anomalies, and in contrast with the ASD group, the TD group showed early detection of the anomaly, with increased regressive eye movements once the critical word had been fixated.The reversal of the pattern of regression path data for the two groups, for the sentence and passage level anomalies, is discussed in relation to cognitive accounts of ASD
