    Monetary Policy and Credit in China: a Theoretical Analysis

    A three-sector macro model of the Chinese economy is developed in which the activity of state-owned enterprises (SOEs) is constrained by the state-imposed credit plan for working capital. Our analysis indicates the weaknesses of credit control and nominal interest rate increases as tools for holding down the price level; but the hardening of SOEs’ budget constraints is found to be an effective device. The existence of credit and currency controls tends to make devaluation contractionary. Because of general equilibrium repercussions, policies that boost industrial exports tend to reduce welfare in the agricultural sector, where poverty is concentrated.

    We formulate a microeconomic model of the dual-track price system for Households and use it to analyze 'transitional policy' reforms, which we characterize as a rise in plan-track price and a reduction in the plan-track quantity. Each of these reforms has a negative effect on market price, but a positive effect on the weighted average price (CPI). When households are homogeneous, transitional policy reform reduces welfare (if profits are not fully distributed). Under fairly mild assumptions, if households are heterogeneous and resale of goods can occur, transitional policy reform creates losers (state employees) as well as winners (non-state employees).

    Psychological warfare, the use of propaganda to aid military operations, acquired prominence in British strategy in the early Cold War Middle East. This article argues planning made limited progress until the 1956 Suez crisis. Suez produced optimism about propaganda’s ability to address threats from Egypt, the USSR and the Yemen. In Oman, Aden and Cyprus, psychological warfare was practiced to demoralise enemies, bolster allies and counter smears about British conduct. Only mixed results ensued though, and doubts about the military’s involvement in propaganda lingered. Psychological warfare endured because it was a cheap option that might sometimes work, and could induce opponents to surrender rather than fight on

    In this forum contribution Huw Bennett and Peter Romijn compare how British and Dutch authorities have dealt with reports on atrocities committed systematically by their own troops in the armed conflicts of decolonisation in Kenya and Indonesia, respectively. This comparison demonstrates the differences that existed in the Dutch and British dealing with and manipulation of information, the organisation of disinformation and the management of scandals, owing to the particular nature of the political and colonial systems in both empires. Despite these differences, it is clear that both the British and the Dutch authorities successfully applied a ‘management of scandal’ in order to avoid that critical reports on atrocities would be investigated thoroughly and would cause political trouble. Against the background of ingrained colonial practices and mentalities, both the British and Dutch government took absolute priority in ‘restoring their authority’ in these territories. Thus, the responsible authorities allowed their troops much room for manoeuvre in engaging the enemy. If necessary, they offered those responsible for atrocities the benefit of the doubt, thus institutionalising an informal culture of impunity

    Within-day variability in microbial concentrations at a UK designated bathing water:Implications for regulatory monitoring and the application of predictive modelling based on historical compliance data

    Prediction of bathing water quality is recommended by the World Health Organization (WHO), the European Union (EU) and the United States Environmental Protection Agency (USEPA) and is an established element in bathing water management designed to protect public health. Most commonly, historical regulatory compliance data are used for model calibration and provide the dependent variable for modelling. Independent (or predictor) variables (e.g. rainfall, river flow and received irradiance) measured over some antecedent period are used to deliver prediction of the faecal indicator concentration measured on the day of the regulatory sample collection. The implied linked assumptions of this approach are, therefore, that; (i) the independent variables accurately predict the bathing-day water quality; which is (ii) accurately characterized by the single regulatory sample. Assumption (ii) will not be the case where significant within-day variability in water quality is evident. This study built a detailed record of water quality change through 60 days at a UK coastal bathing water in 2011 using half-hourly samples each subjected to triplicate filtration designed to enhance enumeration precision. On average, the mean daily variation in FIO concentrations exceeded 1 log10 order, with the largest daily variations exceeding 2 log10 orders. Significant diurnality was observed at this bathing water, which would determine its EU Directive compliance category if the regulatory samples were collected at the same time each day. A sampling programme of this intensity has not been reported elsewhere to date and, if this pattern is proven to be characteristic of other bathing waters world-wide, it has significance for: (a) the design of regulatory sampling programmes; (b) the use of historical data to assess compliance, which often comprises a single sample taken at the compliance point on a regular, often weekly, basis; and (c) the use of regulatory compliance data to build predictive models of water quality.     Sandcastle: software for revealing latent information in multiple experimental ChIP-chip datasets via a novel normalisation procedure

    ChIP-chip is a microarray based technology for determining the genomic locations of chromatin bound factors of interest, such as proteins. Standard ChIP-chip analyses employ peak detection methodologies to generate lists of genomic binding sites. No previously published method exists to enable comparative analyses of enrichment levels derived from datasets examining different experimental conditions. This restricts the use of the technology to binary comparisons of presence or absence of features between datasets. Here we present the R package Sandcastle — Software for the Analysis and Normalisation of Data from ChIP-chip AssayS of Two or more Linked Experiments — which allows for comparative analyses of data from multiple experiments by normalising all datasets to a common background. Relative changes in binding levels between experimental datasets can thus be determined, enabling the extraction of latent information from ChIP-chip experiments. Novel enrichment detection and peak calling algorithms are also presented, with a range of graphical tools, which facilitate these analyses.     3D-DIP-Chip: a microarray-based method to measure genomic DNA damage

    Genotoxins cause DNA damage, which can result in genomic instability. The genetic changes induced have far-reaching consequences, often leading to diseases such as cancer. A wide range of genotoxins exists, including radiations and chemicals found naturally in the environment, and in man-made forms created by human activity across a variety of industries. Genomic technologies offer the possibility of unravelling the mechanisms of genotoxicity, including the repair of genetic damage, enhancing our ability to develop, test and safely use existing and novel materials. We have developed 3D-DIP-Chip, a microarray-based method to measure the prevalence of genomic genotoxin-induced DNA damage. We demonstrate the measurement of both physical and chemical induced DNA damage spectra, integrating the analysis of these with the associated changes in histone acetylation induced in the epigenome.     Rangeland loss and population decline of the critically endangered Liben Lark Heteromirafra archeri in southern Ethiopia

Summary Liben Lark Heteromirafra archeri is a 'Critically Endangered' species threatened by the loss and degradation of grassland at the Liben Plain, southern Ethiopia, one of only two known sites for the species. We use field data from nine visits between 2007 and 2019 and satellite imagery to quantify changes over time in the species' abundance and in the extent and quality of its habitat. We estimate that the population fell from around 279 singing males (95% CL: 182-436) in 2007 to around 51 (14-144) in 2013, after which too few birds were recorded to estimate population size. Arable cultivation first appeared on the plain in the early 1990s and by 2019 more than a third of the plain had been converted to crops. Cultivation was initially confined to the fertile black soils but from 2008 began to spread into the less fertile red soils that cover most of the plain. Liben Larks strongly avoided areas with extensive bare ground or trees and bushes, but the extent of these did not change significantly over the survey period. A plausible explanation for the species' decline is that grassland degradation, caused before 2007 by continuous high-pressure grazing by livestock, reduced its rates of reproduction or survival to a level that could not support its previous population. Since 2015, communal kalos (grazing exclosures) have been established to generate forage and other resources in the hope of also providing breeding habitat for Liben Larks. Grass height and density within four grassland kalos in 2018 greatly exceeded that in the surrounding grassland, indicating that the plain retains the potential to recover rapidly if appropriately managed. Improvement of grassland structure through the restitution of traditional and sustainable rangeland management regimes and the reversion of cereal agriculture to grassland are urgently needed to avert the species' extinction
