Comparative Analysis of University Internationalisation Considering Changes in World Leaders

Qualified personnel plays an important role in the competition between countries for economic leadership that enables the transition to a multipolar world. In this context, the higher education sphere is changing; universities worldwide are increasingly striving to attract the best students to their country. The study aims to identify factors causing changes in the position of universities in world regions and develop recommendations for Russian universities to strengthen their positions in the global education market. The methodology relies on the concept of different historical cycles leading to changes in world leaders. The article offers a contemporary interpretation of higher education internationalisation as a multidimensional process instead of fragmentation. The first section explores the issue of changing the world leader; the second identifies transformations in higher education internationalisation in key world regions; the third assesses university internationalisation as a basis for new rankings and self-assessment. A hypothesis about the correlation between the trend of changing global leaders and the place of national universities in international rankings is confirmed. To assess the trend dynamics, the article proposes authors’ multidimensional indices of higher education and university internationalisation for world countries. It is revealed that China, aspiring to be a world leader, has expanded its share in the education market and increased import volumes by more than 1.5 times, sending its students to high-ranking universities, while the USA has weakened its position. Russian universities occupy middle positions in rankings despite the growth of the country’s share in the global education market. Recommendations offered to Russian universities and the option of their self-assessment can be used by strategic development professionals.Поскольку в основе формирования новой архитектуры многополярного мира лежит конкурентная борьба стран за экономическое лидерство, которое обеспечивают высококвалифицированные кадры, сфера высшего образования трансформируется под влиянием этого тренда. Усиливается международная конкуренция университетов за привлечение в свою страну лучших студентов. Цель статьи: выявить факторы, ведущие к изменению позиций университетов регионов мира в условиях смены глобального мирового лидера, выработать рекомендации для российских вузов по укреплению позиций на мировом образовательном рынке. Основу методологии составили концепция исторических циклов разной длительности, ведущих к смене глобальных лидеров, современная трактовка интернационализации высшего образования как всеобъемлющего многокомпонентного процесса, взамен ранее доминирующей фрагментации. Первый блок исследует проблему смены мирового лидера, во втором выявляются изменения в сфере интернационализации высшего образования в ключевых регионах мира, в третьем предложена оценка интернационализации университетов регионов мира как базы нового рейтинга и самооценки вузов. Подтверждена гипотеза о совпадении общемирового тренда смены глобального лидера и места национальных университетов в международных рейтингах. Для оценки динамики тренда предложен авторский многокомпонентный индекс интернационализации высшего образования страны и университетов. Выявлено, что Китай, претендующий на роль глобального лидера, увечил долю на образовательном рынке и более чем в 1,5 раза нарастил объемы импорта, т. е. направление своих студентов в лучшие вузы мира с высоким рейтингом, а США ослабили свои позиции. Российские университеты занимают средние места в рейтингах, несмотря на рост доли страны на мировом образовательном рынке. Предложенные для российских университетов рекомендации и вариант проведения ими самооценки, будут полезны специалистам по стратегическому развитию

От «кандидатов» к «гроссмейстерам»: стратегии интернационализации университетов

Higher education is one of the main areas for the development of national and world economy. To remain competitive on the national and international markets of higher education, universities need to invest considerable financial, human and other resources into internationalization. There is, however, no ‘onesizefits-all’ solution and universities may choose from an array of strategies to become more visible on the international arena and to move up the global rankings. Research objective. The purpose of this article is to clarify the concept of internationalization in the field of higher education, to identify the key factors that influence universities’ success in internationalization and to explore the strategies and activities used by universities from different countries to internationalize. Materials and Methods. Methodologically, this study relies on the methods of directed content analysis, cluster analysis with SPSS statistics, case studies and interviews. The sample included 32 universities from Western Europe, China and Japan, Russia and the USA – participants of international programs of competitiveness enhancement. Results. 7 key factors that determine the success of a university’s internationalization efforts were identified, the most important of which are financial resources and international interaction. The study also proposes a methodology based on calculation of the internationalization index, which can be applied to determine this or that university’s type and choose the optimal activities to enhance its internationalization. Conclusions. Relocation of the university to a type (cluster) of a higher level through the implementation of the proposed activities can be considered as a modern way of their internationalization.Актуальность. Высшее образование – одно из основных направлений развития национальной и мировой экономики. Чтобы оставаться конкурентоспособными на национальном и международном рынках высшего образования, университетам необходимо инвестировать значительные финансовые, человеческие и другие ресурсы в интернационализацию. Однако универсального решения не существует, и университеты могут выбирать из множества стратегий, чтобы стать более заметными на международной арене и подняться в глобальных рейтингах. Цель статьи – прояснить концепцию интернационализации в сфере высшего образования, выявить ключевые факторы, влияющие на успех университетов в интернационализации, а также изучить стратегии и действия, используемые университетами из разных стран для интернационализации. Данные и методы. Методологически данное исследование опирается на методы направленного контент-анализа, кластерный анализ в SPSS, тематические исследования и интервью. В выборку вошли 32 университета из Западной Европы, Китая и Японии, России и США – участников международных программ повышения конкурентоспособности. Результаты. Были определены 7 ключевых факторов, определяющих успех усилий университета по интернационализации, наиболее важными из которых являются финансовые ресурсы и международное взаимодействие. В исследовании также предлагается методология, основанная на расчете индекса интернационализации, с помощью которой можно определить тип того или иного университета и выбрать оптимальные направления деятельности для усиления его интернационализации. Выводы. Перемещение университета в тип (кластер) более высокого уровня за счет реализации предложенных мероприятий можно рассматривать как современный способ их интернационализации

An evaluation of lymphedema using optical coherence tomography: A rat limb model approach

Lymphedema is a pathology caused by poor lymphatic flow which may lead to complete disability. Currently, precise, non-invasive techniques for quantifying lymphedema are lacking. In this paper, the results of an in vivo assessment of lymphedema via a developed small-animal model using the hindlimbs of rats and an optical coherence tomography (OCT) technique are presented. This model of lymphedema was based on a surgical lymph node resection and subsequent two-step X-ray exposure. The development of lymphedema was verified via the histological examination of tissue biopsies. The properties of the lymphedematous skin were analyzed in vivo and compared with healthy skin via OCT. The main differences observed were (1) a thickening of the stratum corneum layer, (2) a thinning of the viable epidermis layer, and (3) higher signal attenuation in the dermis layer of the lymphedematous skin. Based on the distribution of the OCT signal’s intensity in the skin, a machine learning algorithm was developed which allowed for a classification of normal and lymphedematous tissue sites with an accuracy of 90%. Synergism of antitumor action of dioxadet and cisplatin in model of ascitic ovarian tumor

Comparative antitumor activity of cytostatics dioxadet, cisplatin and their combination was studied in model of ascitic ovarian tumor in 38 female Wistar rats. Ascitic ovarian tumor was transplanted intraperitoneally at amount of 5 × 106 tumor cells per rat. Dioxadet andcisplatin were administered intraperitoneally at their single maximal tolerable doses 48 hours after the tumor transplantation: 1,5 and 4,0 mg/ kg b.w., respectively. Drug combination of dioxadet and cisplatin administered by the same way but at one half of maximal tolerable doses. Antitumor effects of the drugs were estimated by increasing life span of the animals. In control group without treatment the average life span was 16 ± 6,3 days. Dioxadet and cisplatin showed comparable antitumor activity increasing the average life span by 63,1 % and 48,1 %, correspondingly. Drugs combination showed synergistic effect increasing average life span by 107,5 % (p<0,05). Moreover, combinationof dioxadet and cisplatin are characterized by less toxicity compared with cisplatin applied in maximal tolerable dose
