Minority consultative bodies in Kosovo: A quest for effective emancipation or elusive participation?
This paper examines the extent to which effective political participation can be achieved through minority consultative bodies, and what obstacles and shortcomings can potentially occur in practice. It explores the Kosovo case, where a variety of minority consultative bodies were established in recent years to ensure effective minority participation and representation at the highest decision-making levels. It will be argued that despite the prospects of the established legal and institutional framework, these bodies have fallen short in providing meaningful representation of minority interests and needs in Kosovo. This is largely affected by the intermeshed interests of elites among the majority and minority communities that prioritize their narrow interests to the expense of the developmental and emancipatory needs of marginalized minorities in Kosovo. Hence, higher commitment and cooperation between governmental authorities and minority representatives, together with adequate resources, are critical for ensuring effective minority participation in the public sphere
Human security as âEthnic Securityâ in Kosovo
In Kosovo, the concept of human security is invoked in a three-fold manner. First of all, the international community has applied human security for the purpose of maintaining a fragile peace and stability in Kosovo. For the international community, maintaining the fragile peace meant tolerating the establishment and operationalization of Serbian parallel institutions. This leads to the second application of human security: the parallel institutions claim that their existence is necessary to provide human security for the Serbian community in Kosovo. Consequently, this undermines the capacity of Kosovoâs public institutions to exercise legal authority in the north of Kosovo and in other territorial enclaves. Parallel to this, Kosovoâs institutions have viewed the human security approach as a means to prove the institutional capacity of independent self-government to provide inclusive security, welfare, and integration policies for all people in Kosovo, with a special emphasis on ethnic minorities. Accordingly, human security is used by different actors in Kosovo to pursue different political agendas, which have not resulted in achieving the primary goal of furthering human welfare and fulfilment beyond mere physical security. To the contrary, the (ab)use of human security has created the conditions for fragile governance, protracted ethnic destabilization, and stagnating economic and human development
Self-referencing a continuous-wave laser with electro-optic modulation
We phase-coherently measure the frequency of continuous-wave (CW) laser light
by use of optical-phase modulation and f-2f nonlinear interferometry. Periodic
electro-optic modulation (EOM) transforms the CW laser into a continuous train
of picosecond optical pulses. Subsequent nonlinear-fiber broadening of this EOM
frequency comb produces a supercontinuum with 160 THz of bandwidth. A critical
intermediate step is optical filtering of the EOM comb to reduce
electronic-noise-induced decoherence of the supercontinuum. Applying f-2f
self-referencing with the supercontinuum yields the carrier-envelope offset
frequency of the EOM comb, which is precisely the difference of the CW laser
frequency and an exact integer multiple of the EOM pulse repetition rate. Here
we demonstrate absolute optical frequency metrology and synthesis applications
of the self-referenced CW laser with <5E-14 fractional accuracy and stability.Comment: 8 pages, 4 figure
Assignment of the NV0 575 nm zero-phonon line in diamond to a 2E-2A2 transition
The time-averaged emission spectrum of single nitrogen-vacancy defects in
diamond gives zero-phonon lines of both the negative charge state at 637 nm
(1.945 eV) and the neutral charge state at 575 nm (2.156 eV). This occurs
through photo-conversion between the two charge states. Due to strain in the
diamond the zero-phonon lines are split and it is found that the splitting and
polarization of the two zero-phonon lines are the same. From this observation
and consideration of the electronic structure of the nitrogen-vacancy center it
is concluded that the excited state of the neutral center has A2 orbital
symmetry. The assignment of the 575 nm transition to a 2E - 2A2 transition has

Phenotypic characterization of the epithelial and myoepithelial components in canine and feline mammary tumours
In veterinary medicine, the ability to classify mammary tumours based on the molecular profile and also determine whether the immunophenotype of the regional lymph node and/or systemic metastases is equal to that of the primary tumor may be predictive on the estimation of the effectiveness of various cancer treatments that can be scheduled. Therefore, aims, developed as projects, of the past three years have been (1) to define the molecular phenotype of feline mammary carcinomas and their lymph node metastases according to a previous modified algorithm and to demonstrate the concordance or discordance of the molecular profile between the primary tumour and lymph node metastasis, (2) to analyze, in female dogs, the relationship between the primary mammary tumor and its lymph node metastasis based on immunohistochemical molecular characterization in order to develop the most specific prognostic-predictive models and targeted therapeutic options, and (3) to evaluate the molecular trend of cancer from its primary location to systemic metastases in three cats and two dogs with mammary tumors.
The studies on mammary tumours, particularly in dogs, have drawn gradually increasing attention not exclusively to the epithelial component, but also to the myoepithelial cells. The lack of complete information on a valid panel of markers for the identification of these cells in the normal and neoplastic mammary gland and lack of investigation of immunohistochemical changes from an epithelial to a mesenchymal phenotype, was the aim of a parallel research.
While investigating mammary tumours, it was noticed that only few studies had focused on the expression of CD117. Therefore, it was decided to further deepen the knowledge in order to characterize the immunohistochemical staining of CD117 in normal and neoplastic mammary tissue of the dog, and to correlate CD117 immunohistochemical results with mammary histotype, histological stage (invasiveness), Ki67 index and patient survival time
