    The investigation takes its cue from an assessment and a question. The assessment is that recent years have seen a larger preoccupation with risk and public protection. In many European legal systems social insecurity has led to a shift in the criminal policy. This shift includes greater attention on risk management and, as a consequence, the implementation of preventive measures which can be applied on conviction or even before. On the other hand, the question sounds like: are preventive orders to be welcomed and what limits should be set to their use? The reasons of the comparison with the English legal system are twofold. First, the introduction of preventive orders in the English legal system is relatively recent. Courts have long had preventive powers (typically the power to bind a person over, which take different forms, some at the common law, some under various statues such as the Justice of the Peace Act 1361 and the Magistrates\u2019 Courts Act 1980). However since 1998 there have been several additions to their powers, with various civil preventive orders becoming available. Second, the reflection on the justificatory framework for preventive measures, which focused on the endeavours of the European Court of Human Rights, gives us an interesting new perspective for embarking on the task of finding such a framework

    Mobile communication and refugees: An analytical review of academic literature

    Over the past decade, an expanding literature has explored the ways in which refugees rely on mobile communication technologies to stay in touch with a wider community and to access relevant information and services in their new places. Nevertheless, challenges linked to (a lack of) digital literacy and accessibility among refugees, and associated risks of technology use can negatively affect their empowerment and participation in a “mediatized” society. In light of the mutually shaping processes emerging between technology and society, this article provides an overview of studies focusing on the relationship between mobile communication practices and refugee lives under different circumstances. Using the concept of affordances as an analytic tool, this article looks into ways in which existing studies address the possibilities and vulnerabilities of mobile communications, the social conditions, and the agency of refugees in engaging with mobile technologies in the different temporal and spatial dimensions of their migration trajectories. Future studies should explore more collective processes and the power dynamics involved in the appropriation of mobile technologies by different migration actors

    NEOTROPICAL XENARTHRANS: a data set of occurrence of xenarthran species in the Neotropics

    Xenarthrans – anteaters, sloths, and armadillos – have essential functions for ecosystem maintenance, such as insect control and nutrient cycling, playing key roles as ecosystem engineers. Because of habitat loss and fragmentation, hunting pressure, and conflicts with 24 domestic dogs, these species have been threatened locally, regionally, or even across their full distribution ranges. The Neotropics harbor 21 species of armadillos, ten anteaters, and six sloths. Our dataset includes the families Chlamyphoridae (13), Dasypodidae (7), Myrmecophagidae (3), Bradypodidae (4), and Megalonychidae (2). We have no occurrence data on Dasypus pilosus (Dasypodidae). Regarding Cyclopedidae, until recently, only one species was recognized, but new genetic studies have revealed that the group is represented by seven species. In this data-paper, we compiled a total of 42,528 records of 31 species, represented by occurrence and quantitative data, totaling 24,847 unique georeferenced records. The geographic range is from the south of the USA, Mexico, and Caribbean countries at the northern portion of the Neotropics, to its austral distribution in Argentina, Paraguay, Chile, and Uruguay. Regarding anteaters, Myrmecophaga tridactyla has the most records (n=5,941), and Cyclopes sp. has the fewest (n=240). The armadillo species with the most data is Dasypus novemcinctus (n=11,588), and the least recorded for Calyptophractus retusus (n=33). With regards to sloth species, Bradypus variegatus has the most records (n=962), and Bradypus pygmaeus has the fewest (n=12). Our main objective with Neotropical Xenarthrans is to make occurrence and quantitative data available to facilitate more ecological research, particularly if we integrate the xenarthran data with other datasets of Neotropical Series which will become available very soon (i.e. Neotropical Carnivores, Neotropical Invasive Mammals, and Neotropical Hunters and Dogs). Therefore, studies on trophic cascades, hunting pressure, habitat loss, fragmentation effects, species invasion, and climate change effects will be possible with the Neotropical Xenarthrans dataset

    La sentenza annotata, con la quale si e` chiusa in primo grado una vicenda giudiziaria che ha avuto largo eco nei mezzi d\u2019informazione, affronta il problema della responsabilita` penale dell\u2019Internet Service Provider (nel caso di specie Google) in relazione ai contenuti illeciti (un video in cui compare un minore disabile insultato e deriso dai propri compagni di scuola) inseriti in internet dagli utenti. La soluzione di quel problema, come suggerisce il caso affrontato dalla sentenza in commento, va ricercata in un equo bilanciamento tra l\u2019esigenza di rispettare la liberta` di espressione nella rete internet e la necessit\ue0 di tutelare l\u2019onore e la riservatezza delle persone
