Competition Policy and Regulation in Ports and Shipping
The country's archipelagic configuration requires an efficient maritime transport infrastructure composed of ports and shipping for growth and socioeconomic integration. This paper examines competition policy and the regulatory framework of the port and shipping sectors. It assesses the policies and programs of the government in promoting competition in these sectors and recommends areas for policy and regulatory reform. After a brief description of the analytical underpinnings of competition policy and regulation, the paper reviews the present state of competition and regulation in Philippine ports and interisland shipping to identify emerging issues that call for policy action. How toddlers think with their hands: social and private gestures as evidence of cognitive self-regulation in guided play with objects
The role of language as a tool to support the self-regulation has been widely studied, yet there is little evidence on the role of prelinguistic communication in the early development of self-regulation. To address this gap we developed behavioural indicators of preverbal cognitive self-regulation, and described how can parents support it through guided play. We observed 16 children at 14, 16 and 18 months interacting with two complex toys, either independently or with a parent. A microanalytic coding captured a total of 721 gestures, of which 473 were classed as self-regulatory. Children used gestures to support self-regulation in planning monitoring, control, and evaluation. Analysis of parental mediation revealed a relationship between supporting autonomy, providing challenge, responsiveness, effective communication, children’s competence with objects, and self-regulatory gestures. A cloud robotics architecture for an emergency management and monitoring service in a smart cityenvironment

Interventions and classroom contexts that promote Self-Regulated learning: Two intervention studies in United Kingdom primary classrooms
This paper has 2 aims: (a) identify pedagogical practices and classroom arrangements that foster self-regulated learning (SRL) on the basis of extant research and (b) illustrate, through the description of 2 intervention studies conducted in the United Kingdom, how those SRL promoting features can be used to design educational interventions appropriate for young students. Through a purposive sample of primary schools, both studies investigated the effects of collaborative problem solving, play, and dialogue on children’s SRL and academic achievement, following quasi-experimental pre- and post-test designs, comprising concurrent (Study 1) and retrospective (Study 2) comparison groups. Assessment and intervention data was video recorded and coded. In Study 1 the intervention group (57 1st grade students) participated in 8 collaborative problem-solving activities. ANOVAs analysis revealed improvements in declarative and monitoring aspects of SRL with enhanced improvements for initially low SRL students. In Study 2 (ongoing; 108 1st, 3rd, and 5th grade students) participants engage in 12 episodes of pretence and constructional play involving LEGO©, used to stimulate the generation of different genres of texts. Preliminary findings indicate positive uptake of the programme by students and teachers
Rediscovery of the sixth star cluster in the Fornax dwarf spheroidal galaxy
Since first noticed by Shapley in 1939, a faint object coincident with the Fornax dwarf spheroidal has long been discussed as a possible sixth globular cluster (GC) system. However, debate has continued over whether this overdensity is a statistical artifact or a blended galaxy group. In this Letter we demonstrate, using deep DECam imaging data, that this object is well resolved into stars and is a bona fide star cluster. The stellar overdensity of this cluster is statistically significant at the level of ∼6–6.7σ in several different photometric catalogs including Gaia. Therefore, it is highly unlikely to be caused by random fluctuation. We show that Fornax 6 is a star cluster with a peculiarly low surface brightness and irregular shape, which may indicate a strong tidal influence from its host galaxy. The Hess diagram of Fornax 6 is largely consistent with that of Fornax field stars, but it appears to be slightly bluer. However, it is still likely more metal-rich than most of the GCs in the system. Faint clusters like Fornax 6 that orbit and potentially get disrupted in the centers of dwarf galaxies can prove crucial for constraining the dark matter distribution in Milky Way satellites
The morphology and structure of stellar populations in the Fornax dwarf spheroidal galaxy from dark energy survey data
Using deep wide-field photometry 3 yr data (Y3) from the Dark Energy Survey (DES), we present a panoramic study of the Fornax dwarf spheroidal galaxy. The data presented here—a small subset of the full survey—uniformly cover a region of 25 deg2 centered on the galaxy to a depth of g ~ 23.5. We use these data to study the structural properties of Fornax, overall stellar population, and its member stars in different evolutionary phases. We also search for possible signs of tidal disturbance. Fornax is found to be significantly more spatially extended than what early studies suggested. No statistically significant distortions or signs of tidal disturbances were found down to a surface brightness limit of ~32.1 mag arcsec−2. However, there are hints of shell-like features located ~20'–40' from the center of Fornax that may be stellar debris from past merger events. We also find that intermediate-age and young main-sequence populations show different orientation at the galaxy center and have many substructures. The deep DES Y3 data allow us to characterize the age of those young stellar substructures with great accuracy, both those previously known and those newly identified as possible overdensities in this work, on the basis of their color–magnitude diagram morphology. We find that the youngest overdensities are all found on the eastern side of Fornax, where the Fornax field population itself is slightly younger than in the west. In summary, the high-quality DES Y3 data reveal that Fornax has many rich structures and provide insights into its complex formation histor
Photo-astrometric distances, extinctions, and astrophysical parameters for Gaia EDR3 stars brighter than G = 18.5
We present a catalogue of 362 million stellar parameters, distances, and extinctions derived from Gaia’s Early Data Release (EDR3) cross-matched with the photometric catalogues of Pan-STARRS1, SkyMapper, 2MASS, and AllWISE. The higher precision of the Gaia EDR3 data, combined with the broad wavelength coverage of the additional photometric surveys and the new stellar-density priors of the StarHorse code, allows us to substantially improve the accuracy and precision over previous photo-astrometric stellar-parameter estimates. At magnitude G = 14 (17), our typical precisions amount to 3% (15%) in distance, 0.13 mag (0.15 mag) in V-band extinction, and 140 K (180 K) in effective temperature. Our results are validated by comparisons with open clusters, as well as with asteroseismic and spectroscopic measurements, indicating systematic errors smaller than the nominal uncertainties for the vast majority of objects. We also provide distance- and extinction-corrected colour-magnitude diagrams, extinction maps, and extensive stellar density maps that reveal detailed substructures in the Milky Way and beyond. The new density maps now probe a much greater volume, extending to regions beyond the Galactic bar and to Local Group galaxies, with a larger total number density. We publish our results through an ADQL query interface (gaia.aip.de) as well as via tables containing approximations of the full posterior distributions. Our multi-wavelength approach and the deep magnitude limit render our results useful also beyond the next Gaia release, DR3
