Investigating the CO2 laser cutting parameters of MDF wood composite material
Laser cutting of medium density fibreboard (MDF) is a complicated process and the selection of the process parameters combinations is essential to get the highest quality of the cut section. This paper presents laser cutting of MDF based on design of experiments (DOE). CO2 laser was used to cut three thicknesses 4, 6 and 9 mm of MDF panels. The process factors investigated are: laser power, cutting speed, air pressure and focal point position. In this work, cutting quality was evaluated by measuring, upper kerf width, lower kerf width, ratio between the upper kerf width to the lower kerf width, cut section roughness and the operating cost. The effect of each factor on the quality measures was determined and special graphs were drawn for this purpose. The optimal cutting combinations were presented in favours of high quality process output and in favours of low cutting cost
Evalaution and optimization of laser cutting parameters for plywood materials
Laser process parameters influence greatly the width of kerfs and quality of the cut edges. This article reports experiments on the laser plywood-cutting performance of a CW 1.5 kW CO2ÂŹ Rofin laser, based on design of experiments (DOE). The laser was used to cut three thicknesses 3, 6 and 9 mm of plywood panels. The process factors investigated are: laser power, cutting speed, air pressure and focal point position. The aim of this work is to relate the cutting edge quality parameters namely: upper kerf (UK), lower kerf (LK), the ratio between upper to lower kerfs and the operating cost to the process parameters mentioned above. Mathematical models were developed to establish the relationship between the process parameters and the edge quality parameters, and special graphs were drawn for this purpose. Finally, a numerical optimization was performed to find out the optimal process setting at which both kerfs would lead to a ratio of about 1, and at which low cutting cost take place
Assessing institutional relations in development partnerships: the Land Development Corporation and the Hong Kong Government prior to 1997
This paper interprets and develops contemporary notions of partnership in relation to Hong Kong's Land Development Corporation. It demonstrates how such agencies are likely to become overdependent on their private-sector partners or ineffective in policy delivery, unless endowed with adequate powers and resources. In this context, it suggests that the LDC's capacity to promote urban renewal was undermined particularly by the institutional requirement to assemble redevelopment sites in multiple ownership principally through negotiation. While seeking to explain this weakness in relation to the socio-cultural context of Hong Kong, it warns that, in applying the Western experience of partnership elsewhere, full account must be taken of local circumstances and constraints

No Wrong Door Client Satisfaction Survey
In March 1997, Delaware Health and Social Services (DHSS) initiated a services
integration pilot project called "No Wrong Door" (NWD). Through a common screening and
intake process, staff work with clients to identify needs and make appropriate referrals for
services, regardless of the Division in which the services are offered. This process provides
access to services from any point of entry and promotes a holistic approach to addressing the
health and human service needs of Delaware's vulnerable families and individuals. NWD has
been piloted at the Hudson State Service Center in Newark and at the Williams State Service
Center and its satellite site, Carroll's Plaza, in Dover. All Department staff at those locations
participate and new clients (as well as those whose eligibility is being re-determined) who visit
those sites are offered the opportunity to go through the assessment interview and receive
referrals to other services they might need
Urban policy
In one sense urban policy is no more than the cluster of public policy initiatives intended to have some sort of impact on the lives of urban residents. At a basic level, it is distinctive because it is targeted on territories or geographical areas rather than particular âclientâ groups.
However, such a definition is primarily descriptive and provides little help in assessing the impact of urban policy over time, because the targets (including the geographical areas) and nature of the initiatives keep changing, without the reasons for this ever quite being made explicit and without âlessonsâ being learned.
Nevertheless, there are important insights to be drawn from the study of urban policy. The ways in which its various strands and themes overlap and interweave at different times and in different places reflect and shape contemporary understandings of the city and its potential, as well as highlight the changing shapes of welfare and postwelfare states (neoliberalizing and beyond).
Historically, the emphasis may have been on âinner citiesâ and those living in them, but now it is urban economies that are to be revitalized or restructured in order to make cities competitive and improve the economic well-being of residents
