Barcelona in the face of globalization, how to think of the city through the organization and evaluation of major events?
The event questions men whether it is political, cultural or touristic. It
has its own meaning as it starts something while showing a will, a new
possibility to create, to meet and to surprise. The event is in fact an "advent
that reaches everything" generally integrating itself into a long process or
phase of the evolution of societies in terms of its societal structure.
However, if the event exists, it is significant and therefore assessable. How
to evaluate an Olympic Games or an international exhibition? Can we evaluate
the before (from the statement of position, application file), the during (the
course of the tourist, cultural or sporting event) and the after (the closing
of the festival and its direct and indirect effects on society)? How then to
evaluate all the dimensions of the event generally based on major tourist and
urban planning operations? We will take as a field of study a city -- capital
-- commercial port which has become a sort of archetype in the context of the
organization of mega-events with a tourist vocation, such as the Universal or
International Exhibitions and the Olympic Games, namely Barcelona and three
very important dates for the Catalan capital: 1888, universal exhibition, 1929
universal and international exhibition, 1992 the modern Olympic Games and 2004
the Universal Forum of Cultures of Unesco, international exhibition. The
economic interest of organizing an ephemeral giant event is still relevant and
will be confirmed in the future with the role of Asian countries within the IOC
and the BIE (Bureau international des expositions). The important thing is to
develop a rational argument to communicate on the economic merits of the event.
Sustainable development and Corporate Social Responsibility (CSR) are
predominant elements for ephemeral events that are intended to be sustainable

As festas turĂsticas mundiais conhecem mutações significativas sob o efeito da mundialização. Elas afetam as culturas, os comportamentos dos participantes e as novas intenções dos atores do projeto. O FĂłrum Universal das Culturas organizado em Barcelona durante o verĂŁo de 2004 pela Municipalidade e Generalidade, pelo Governo espanhol e pela UNESCO testemunham a hibridação que as festas mundiais conhecem em sua forma e conteĂşdo. As festas gigantes devem corresponder a numerosas expectativas que a sua visitação e as reações suscitadas durante e apĂłs sua realização Ă s vezes colocam em cheque. Isso se deve aos fundamentos frágeis de sua justificação e Ă instalação de um mundo exterior que faz sentir sua presença mesmo no interior da zona pagante da festa mundial. Um novo espaço pĂşblico e uma nova identidade cultural resultam da sacralização festiva quase paga de uma periferia urbana degradada. O FĂłrum de Barcelona serve de referĂŞncia a uma urbanidade barcelonesa em plena recomposição e que duvida de seu futuro. Entre processos de esquecimento, legado urbano e dĂvida orçamentária, a festa gigante europeia tende a tornar-se uma operação de marketing e de comunicação para bases ideolĂłgico-simbĂłlicas frágeis.World tourist feasts are undergoing important changes as a result of globalization. They affect the cultures and behaviours of the participants and the intentions of those in charge of the project. The Universal Forum of Cultures organized in Barcelona during Summer 2004 by the City Hall, the Catalan Generalitat, the Spanish Government and UNESCO displayed the hybridization that World feasts are undergoing in their form and content. The giant feasts have to meet the numerous expectations that their attendance and the reactions they create during and after the event put sometimes in check. This results from the fragile foundations of their justification and from the resonance of the external world even within their precincts. A new public space and a new cultural identity result from the festive and in a way, pagan sanctification of an urban debased periphery. The Forum of Barcelona is used as a reference for a Barcelonese identity, which is undergoing a process of restructuring and entertains doubts about its future. Between forget processes, urban heritage and financial deficit, the European giant feast tends to become an operation of marketing and communication with fragile ideological and symbolic bases

L’héritage des expositions universelles : les parcs urbains récréatifs et paysagers ou la mémoire-présence verte
Progression, the BIE newsletter n°18Spain maintains for the XIXth century a strong relation between International Exhibition and urban transformation by the creation of big landscaped entertaining parks. Now, the example of Zaragoza shows the possible outlets for a post-Expo city within the framework of the organisation of an international Horticultural Expo in Zaragoza in 2014. It is a fact that, since the XIXth century and the rst World’s Fair of 1888 in Barcelona, Spanish cities maintain strong links with the organisation of exhibitions and the legacy of big urban parks. With Barcelona 1888, industrial Spain opens its frontiers to Europe and the rst Iberian Expo is recognized as a success that allows the region of Catalonia and Spain to acquire an industrial legitimacy at the European level. The city also inherits the Park of the Citadel with more than 56 hectares for the happiness of the population, which wished such a space of recreation and relaxation. It is moreover a place with a strong symbolic value for Catalonia where, on September 11th, the National Day, called Diada, is held yearly. As for the Parliament of the Generalitat of Catalonia, it is located in the centre of the park.L’Espagne entretient depuis le XIXe siècle une relation étroite entre Exposition internationale et transformation urbaine par la création de grands parcs récréatifs paysagers. Actuellement, l’exemple de Zaragoza montre les débouchés possibles pour une ville post exposition dans le cadre de l’organisation d’une exposition internationale d’horticulture à Zaragoza, en 2014. Il est un fait que, depuis le XIXe siècle et la première Exposition universelle de 1888 à Barcelone, les villes espagnoles entretiennent des liens étroits avec l’organisation des expositions et l’héritage de grands parcs urbains. Avec Barcelone 1888, l’Espagne industrielle s’ouvre à l’Europe et la première Exposition ibérique est reconnue comme un succès permettant à la région de la Catalogne et à l’Espagne d’acquérir une légitimité industrielle au plan européen. La ville hérite aussi du Parc de la Citadelle de plus de 56 hectares pour le bonheur de la population qui espérait un tel espace de récréation et de détente. C’est de plus un lieu à forte valeur symbolique pour la Catalogne où se tient chaque année au 11 septembre la fête nationale, la Diada. Le district de l'innovation 22@ de Barcelone, Poblenou, une cité techno-durable créative, attractive et équitable ?
International audienceThe municipal actors of the Catalan capital wish to obtain a reversal of the negative representations concerning the lack of attractiveness of the district of Poblenou considered as one of the poorest and most marginalized districts of the city while having as identity the expression of "Manchester southern Europe", recalling its role as a factory for Spain and an emblem of the Industrial Revolution for the Iberian Peninsula. Conceptualization, programming and construction of a new image of the city through this large urban wasteland are made concrete thanks to an urban marketing operation. The specifications allow the construction of innovative buildings, with resolutely contemporary architecture, breaking with the regulations in force on the limitation of the height of skyscrapers in order to make this pericentral territory visible and attractive. Catalan society in the 21st century has produced a fragmented and dominating neo-capitalist space through a thoughtless real estate frenzy and complex land games. Walking through the streets of Poblenou, one is forced to think of the work of Henri Lefebvre on the production of space and the three orders of understanding the design of an urban composition. Here, the city has become a stake and the place of economic growth based on innovation. Finally, neighborhood life is in complete mutation which seems for this territory to leave a chance for a long time on the sidelines. We present an economic analysis grid of a cluster with graphs and statistics. Since then, this communication has been the subject of a chapter publication available in HAL at PUAM editions.Les acteurs municipaux de la capitale catalane désirent obtenir une inversion des représentations négatives concernant le manque d’attractivité du quartier de Poblenou considéré comme l’un des districts les plus pauvres et marginalisés de la ville tout en ayant comme identité l’expression de « Manchester du sud de l’Europe », rappelant son rôle d’usine de l’Espagne et d’emblème de la Révolution industrielle pour la péninsule ibérique. Conceptualisation, programmation et construction d’une nouvelle image de la ville par l’intermédiaire de cette grande friche urbaine se concrétisent grâce à une opération de marketing urbain. Le cahier des charges permet la réalisation d’édifices innovants, à l’architecture résolument contemporaine, rompant avec la réglementation en vigueur sur la limitation de la hauteur des gratte-ciel afin de rendre visible et attractif ce territoire péricentral. La société catalane du XXIe siècle a produit un espace néo-capitaliste fragmenté et dominateur par une frénésie immobilière irréfléchie et des jeux fonciers complexes. En parcourant les rues de Poblenou, on est obligé de penser aux travaux d’Henri Lefebvre sur la production de l’espace et les trois ordres de compréhension de la conception d’une composition urbaine. Ici, la ville est devenue un enjeu et le lieu de la croissance économique reposant sur l’innovation. Enfin, la vie de quartier est en complète mutation ce qui paraît pour ce territoire laisser longtemps en marge, une chance. L’effet Unesco ?: Les villes petites et moyennes face aux problématiques paysagères et patrimoniales
International audienceWith rising environmental concerns and the creation of indicators such as carbon footprint, mass tourism practices must evolve to more sustainable in order to keep a positive image. It should be less mercenary, contemplation and slower. Think local tourist landscape becomes a means of reinstating the environmental requirements in the debate’s territorial optimal economic growth. The landscape value as leverage public-private strategies enables the creation, justification, and self-maintenance of sustainable tourism. There is a particular case with the effects of UNESCO classification on the world heritage list of humanity which implies positive or negative consequences on tourist territories. Despite two UNESCO rankings, Carcassonne is experiencing the fate of small and medium-sized French towns, with a city center that is becoming deserted and a high unemployment rate. Examples of the Canal du Midi and the medieval city of Carcassonne, classified by UNESCO can highlight three factors which power of landscape despite deep urban and social discontinuities : (1) sustainable tourism strategies are multi-scalar, multi-lever. (2) we see the birth, difficult, an eco-tourist sensitive at the landscape and its development will promote environmentFace à la montée des préoccupations environnementales et à la création d’indicateurs telle que l’empreinte carbone ; le tourisme de masse doit évoluer vers des pratiques de plus en plus durables pour pouvoir garder une image positive. Il doit être moins mercantile, de contemplation et plus lent. Penser la région touristique par le paysage devient un moyen de réintégrer les impératifs écologiques dans les débats territoriaux pour une croissance économique optimale. La valeur paysage comme levier de stratégies publics-privés amène la création, justification, entretien et autorégulation d’un tourisme durable. Il existe un cas particulier avec les effets du classement Unesco à la liste du patrimoine mondial de l’humanité qui implique des conséquences positives ou négatives sur les territoires touristiques. Malgré deux classements Unesco, Carcassonne connaît la destinée des villes petites et moyennes françaises, avec un centre-ville qui se désertifie et un taux de chômage important. Les exemples du Canal du Midi et de la Cité médiévale de Carcassonne, classés par l’Unesco, permettent de mettre en avant trois facteurs montrant une force du paysage malgré les discontinuités profondes urbanistiques et sociales : (1) les stratégies de tourisme durable sont multi-scalaires, multi-leviers. (2) on constate la naissance, difficile, d’un éco-touriste sensible au paysage et ses évolutions favorisant une protection environnementale. Podem avaluar l'abans (a partir de la declaraciĂł de posiciĂł, expedient de sol·licitud), el durant (el transcurs de l'esdeveniment turĂstic, cultural o esportiu) i el desprĂ©s (el tancament del festival i els seus efectes directes i indirectes en la societat)? Com avaluar, doncs, totes les dimensions de l'esdeveniment en general a partir de grans operacions turĂstiques i urbanĂstiques? Das Ereignis ist in der Tat ein „alles erreichender Advent“, der sich im Allgemeinen in einen langen Prozess oder eine Phase der Evolution von Gesellschaften in Bezug auf ihre Gesellschaftsstruktur einfĂĽgt. Wenn das Ereignis jedoch existiert, ist es erheblich und daher bewertbar. Wie bewertet man Olympische Spiele oder eine internationale Ausstellung? El desarrollo sostenible y la Responsabilidad Social Empresarial (RSE) son elementos predominantes para eventos efĂmeros que pretenden ser sostenibles en el tiempo para las generaciones futuras.L’évĂ©nement interroge les hommes qu’il soit politique, culturel ou touristique. Il possède une signification propre en tant qu’il commence quelque chose tout en manifestant une volontĂ©, une nouvelle possibilitĂ© de crĂ©er, de rencontrer et de surprendre. L’évĂ©nement est en faĂ®te un « avènement qui atteint tout » s’intĂ©grant gĂ©nĂ©ralement dans de long processus ou phase de l’évolution des sociĂ©tĂ©s sur le plan de sa structure sociĂ©tale. Or, si l’évĂ©nement existe, il est significatif donc Ă©valuable. Comment Ă©valuer des Jeux olympiques ou une exposition internationale ? Peut-on Ă©valuer l’avant (Ă partir de la prise de position, dossier de candidature), le pendant (le dĂ©roulement de la manifestation touristique, culturelle ou sportive) et l’après (la clĂ´ture de la fĂŞte et ses consĂ©quences directes et indirectes sur la sociĂ©tĂ©) ? Comment alors Ă©valuer l’ensemble des dimensions de l’évĂ©nementiel reposant gĂ©nĂ©ralement sur de grandes opĂ©rations touristiques et urbanistiques ? Nous prendrons comme terrain d’étude une ville – capitale – port de commerce devenue une sorte d’archĂ©type dans le cadre d’organisation de mĂ©ga-Ă©vĂ©nement Ă vocation touristique que sont les Expositions universelles ou internationales et Jeux olympiques, Ă savoir Barcelone et trois dates très importantes pour la capitale catalane : 1888, exposition universelle, 1929 expositions universelle et internationale, 1992 les Jeux olympiques modernes et 2004 le Forum universel des cultures de l’Unesco, exposition internationale. L’intĂ©rĂŞt Ă©conomique d’organiser une manifestation gĂ©ante Ă©phĂ©mère est toujours d’actualitĂ© et se vĂ©rifiera dans le futur avec le rĂ´le des pays asiatiques au sein du CIO et du BIE (Bureau international des expositions). L’important est de dĂ©velopper une argumentation rationnelle pour communiquer sur le bien-fondĂ© Ă©conomique de la manifestation. Le dĂ©veloppement durable et la ResponsabilitĂ© sociale des entreprises (RSE) sont des Ă©lĂ©ments prĂ©dominants pour des Ă©vĂ©nements Ă©phĂ©mères qui se veulent durables dans le temps pour les gĂ©nĂ©rations futures.L'evento interroga gli uomini se sia politico, culturale o turistico. Tuttavia, se l'evento esiste, è significativo e quindi valutabile. Come valutare un'Olimpiade o una mostra internazionale? Possiamo valutare il prima (dalla presa di posizione, dalla pratica), il durante (il corso dell'evento turistico, culturale o sportivo) e il dopo (la chiusura del festival e il suo diretto e indiretto sulla societĂ )? Come valutare allora tutte le dimensioni dell'evento in generale sulla base delle grandi operazioni turistiche e urbanistiche? Prenderemo come campo di studio una città – capitale – porto commerciale divenuta una sorta di archetipo nell'ambito dell'organizzazione di mega-eventi a vocazione turistica, come le Esposizioni Universali o Internazionali e i Giochi Olimpici, ovvero Barcellona e tre date molto importanti per la capitale catalana: 1888, esposizione universale, 1929 esposizione universale e internazionale, 1992 le Olimpiadi moderne e 2004 il Forum Universale delle Culture dell'Unesco, esposizione internazionale. L'interesse economico di organizzare un evento gigante effimero è ancora attuale e sarĂ verificato in futuro con il ruolo dei paesi asiatici all'interno del CIO e del BIE (Bureau international des expositions). L'importante è sviluppare un ragionamento razionale per comunicare i meriti economici dell'evento.
