(T+E), under contract to the NASA Headquarters Technology Transfer Division, operates a Technology Applications Team (TATeam) to assist in the transfer of NASA-developed aerospace technology. T+E's specific areas of interest are selected urban needs at the local, county, and state levels. T+E contacts users and user agencies at the local, state, and county levels to assist in identifying significant urban needs amenable to potential applications of aerospace technology. Once viable urban needs have been identified in this manner, or through independent research, T+E searches the NASA technology database for technology and/or expertise applicable to the problem. Activities currently under way concerning potential aerospace applications are discussed

    Effect of tip planform on blade loading characteristics for a two-bladed rotor in hover

    A laser velocimeter was used to study the flow surrounding a 2.13 m diam. two-bladed, teetering model-scale helicopter rotor operating in the hover condition. The rotor system employed interchangeable blade tips over the outer 25% radius. A conventional rectangular planform and an experimental ogee tip shape were studied. The radial distribution of the blade circulation was obtained by measuring the velocity tangent to a closed rectangular contour around the airfoil section at a number of radial locations. A relationship between local circulation and bound vorticity was invoked to obtain the radial variations in the sectional lifting properties of the blade. The tip vortex-induced velocity was also measured immediately behind the generating blade and immediately before the encounter with the following blade. The mutual influence between blade loading, shed vorticity, and the structure of the encountered vortex are quantified by the results presented and are discussed comparatively for the rectangular and ogee planforms. The experimental loading for the rectangular tip is also compared with predictions of existing rotor analysis

    We incorporate structural modellers into the economy they model. Using traditional moment-matching, they treat policy changes as zero probability (or exogenous) ”counterfactuals.” Bias occurs since real-world agents understand policy changes are positive probability events guided by modellers. Downward, upward, or sign bias occurs. Bias is illustrated by calibrating the Leland model to the 2017 tax cut. The traditional identifying assumption, constant moment partial derivative sign, is incorrect with policy optimization. The correct assumption is constant moment total derivative sign accounting for estimation-policy feedback. Model agent expectations can be updated iteratively until policy advice converges to agent expectations, with bias vanishing

    An investigation of a stoppable helicopter rotor with circulation control

    A stoppable helicopter rotor with circulation control was investigated in the Ames 40 by 80 foot wind tunnel. The model was tested as a rotating wing, a fixed wing, and during transition start/stop sequences. The capability of the model's control system to maintain pitch and roll moment balance during the start/stop sequence, the ability of the blades to withstand the start/stop loads, the adequacy of the control system to maintain balance in the helicopter mode, and the control system capabilities in the fixed-wind mode were assessed. Time-history data of several start/stop sequences of the X-wing rotor, and the steady-state data relating to the model as both a rotor and as a fixed-wing aircraft are presented. In addition, stability data are presented which were acquired during open-loop and closed-loop tests of the hub moment feedback control system

    Systems Engineering Project ReportThe search, detection, identification and assessment components of the U.S. Navys organic modular in-stride Mine Countermeasure (MCM) Concept of Operations (CONOPS) have been evaluated for their effectiveness as part of a hypothetical exercise in response to the existence of sea mines placed in the sea lanes of the Strait of Hormuz. The current MCM CONOPS has been shown to be capable of supporting the mine search and detection effort component allocation needs by utilizing two Airborne Mine Countermeasure (AMCM) deployed systems. This adequacy assessment is tenuous. The CONOPS relies heavily upon the Sikorsky MH- 60/S as the sole platform from which the systems operate. This reliance is further compounded by the fact both AMCM systems are not simultaneously compatible on board the MH-60/S. As such, resource availability will challenge the MCM CONOPS as well as the other missions for which the MH-60/S is intended. Additionally, the AMCM CONOPS systems are dependent upon the presence of warfighters in the helicopters above the minefield and as integral participants in the efforts to identify sea mines and to assess their threat level.
