    The Rebound Effect: Some Questions Answered

    Greenhouse gas (and other pollutant) emissions from energy use are now taken to be a problem both internationally and for individual national and regional governments. A number of mechanisms are being employed to reduce energy consumption demand as part of climate and energy policies internationally. A central policy focus is increased efficiency in the use of energy. However, the straightforward link between increased energy efficiency and reduced energy consumption has been questioned. This is due to the notion of the ‘rebound effect’. Rebound occurs when improvements in energy efficiency actually stimulate the direct and indirect demand for energy in production and/or consumption. It is triggered by the fact that an increase in the efficiency in the use of energy acts to reduce the implicit price of energy, or the price of effective energy services for each physical unit of energy used. Thus, it is an economic phenomenon. The rebound effect implies that measures taken to reduce energy use might lead to increases in carbon emissions, or at least not offset them to the extent anticipated. It is possible to distiguish between direct rebound effects in energy consumption in the activity where energy efficiency has increased, indirect rebound effects from income and substitutuion effects and economy-wide rebound effects (impacts on macro-level energy use). This paper attempts to provide a non-technical overview of work on the latter, carried out under an ESRC-funded project investigating the source and magnitude of econom-wide rebound effects from increased energy efficiency in the UK.General equilibrium, energy efficiency, rebound effects, disinvestment.

    Integrity Testing of Gas Permeable Silicone Filters

    This report investigates the most reasonable, cost efficient, and reliable ways to integrity test a filter made from a permeable silicone membrane for future biomedical and pharmaceutical applications. The goal of the project was to create a fixture that a pharmaceutical company can use to quickly and reliably test the integrity of the filter. A variety of methods are outlined to test the integrity of the filter, after a series of quantitative tests, a single method was established that meet the requirements most thoroughly. The method that was determined to be most effective involves a series of components including a flow meter and pressure regulator to demonstrate the Flow Meter Test . Following a strict schedule and close communication and mentoring from Dr. Lazzara, a reliable way for medical professionals to test the integrity of the filters was determined and is outlined in this report

    Greenhouse gas (and other pollutant) emissions from energy use are now taken to be a problem both internationally and for individual national and regional governments. A number of mechanisms are being employed to reduce energy consumption demand. A central one is increased efficiency in the use of energy. The Intergovernmental Panel on Climate Change (IPCC) of the United Nations (IPCC, 2007) projects that by 2030 energy efficiency gains will provide a substantial part of the remedy for climate change by reducing global energy consumption to approximately 30% below where it would otherwise be. Such a reduction is argued to be almost sufficient to offset energy consumption increases driven by projected global economic growth. Similarly the widely cited Stern report (Stern, 2007), and the International Energy Agency (e.g. IEA, 2009), attach crucial importance to the potential for efficiency improvements to reduce energy use and related emissions. Within the European Union, one of the EU 20-20-20 targets for member states is to reduce energy consumption by 20% through increased energy efficiency (see, for example, European Commission, 2009). Moreover, the European Strategic Energy Technology Plan (SET-Plan) – see, for example, European Commission (2010) – places energy efficiency at the centre of its Smart Cities and European Electricity Grid Initiatives (among the European Industrial Initiatives (EII)). At the UK level, the UK Energy White Paper (2003) describes energy efficiency as one of the most cost effective and safest ways of addressing energy and climate policy objectives. In Scotland, the recently published ‘Energy Action Plan’, the Scottish Government sets out Scotland’s first national target to improve energy efficiency and how this will be achieved with the use of grants given to local authorities. In the Appendix to this paper, for the reader’s information, we provide a summary overview of energy efficiency policy instruments currently active within the UK and Scotland. The purpose of the current paper is to clarify some issues relating to the phenomenon of rebound effects. The paper originates from an interview with the Principle Investigator, Dr Karen Turner (University of Stirling, formerly of the University of Strathclyde) by Maggie Koerth-Baker, a science journalist working on a book for Wiley & Sons about the future of energy in the United States.     High-throughput retrotransposon-based fluorescent markers: improved information content and allele discrimination

    BACKGROUND: Dense genetic maps, together with the efficiency and accuracy of their construction, are integral to genetic studies and marker assisted selection for plant breeding. High-throughput multiplex markers that are robust and reproducible can contribute to both efficiency and accuracy. Multiplex markers are often dominant and so have low information content, this coupled with the pressure to find alternatives to radio-labelling, has led us to adapt the SSAP (sequence specific amplified polymorphism) marker method from a (33)P labelling procedure to fluorescently tagged markers analysed from an automated ABI 3730 xl platform. This method is illustrated for multiplexed SSAP markers based on retrotransposon insertions of pea and is applicable for the rapid and efficient generation of markers from genomes where repetitive element sequence information is available for primer design. We cross-reference SSAP markers previously generated using the (33)P manual PAGE system to fluorescent peaks, and use these high-throughput fluorescent SSAP markers for further genetic studies in Pisum. RESULTS: The optimal conditions for the fluorescent-labelling method used a triplex set of primers in the PCR. These included a fluorescently labelled specific primer together with its unlabelled counterpart, plus an adapter-based primer with two bases of selection on the 3' end. The introduction of the unlabelled specific primer helped to optimise the fluorescent signal across the range of fragment sizes expected, and eliminated the need for extensive dilutions of PCR amplicons. The software (GeneMarker Version 1.6) used for the high-throughput data analysis provided an assessment of amplicon size in nucleotides, peak areas and fluorescence intensity in a table format, so providing additional information content for each marker. The method has been tested in a small-scale study with 12 pea accessions resulting in 467 polymorphic fluorescent SSAP markers of which 260 were identified as having been mapped previously using the radio-labelling technique. Heterozygous individuals from pea cultivar crosses were identifiable after peak area data analysis using the fluorescent SSAP method. CONCLUSION: As well as developing a rapid, and high-throughput marker method for genetic studies, the fluorescent SSAP system improved the accuracy of amplicon scoring, increased the available marker number, improved allele discrimination, and was sensitive enough to identify heterozygous loci in F(1 )and F(2 )progeny, indicating the potential to develop high-throughput codominant SSAPs

    Correlation Between Quadriceps and Hamstring Isokinetic Strength to Ball Velocity During a Soccer Kick

    When kicking a soccer ball, large forces are generated by the quadriceps and hamstring muscles that extend and flex the knee. The angular acceleration[GJR1] at this joint and the torques produced are[GJR2] related. PURPOSE: The goal of this pilot study was to explore the relationship between isokinetic strength[GJR3] of the quadriceps and hamstring muscles to velocity of a kicked soccer ball and determine if isokinetic testing of quadriceps and hamstring strength can predict soccer ball velocity during a kick. Methods: Four female NCAA Division II soccer athletes completed maximal effort knee flexion and extension at three isokinetic speeds, 60°/second, 180°/second, and 300°/second using the Biodex 3 Isokinetic Dynamometer. Cortex 8.1 Motion Analysis Software was used to record three maximal kicks with the dominant leg. Bivariate Pearson correlation coefficients were calculated between both data sets using SPSS version 28. Results: Ball velocity was significantly and positively correlated with Right Leg Flexion Acceleration time at 60°/second(r= 0.860),[GJR4] Left Leg Extension Acceleration at 180°/second (r= 0.950), and Left Leg Extension Acceleration at 300°/second (r= 0.915). Two significant negative relationships were discovered between ball velocity and left leg extension acceleration at 300°/second (r= -0.950), and left angle of peak extension torque at 300°/second (r= - 0.915). Conclusion: The ability to quickly accelerate the non-kicking leg to extension combined with the ability to reach angle of peak extension torque is associated with the ability to quickly stabilize the plant leg. Flexion of the kicking leg at a lower angular velocity corresponds with a higher force production and when combined with a positive correlation to ball velocity, suggests increased loading of the kicking leg prior to ball contact. Lastly, the negative correlation between ball velocity and kicking-leg extension acceleration would suggest that faster acceleration leads to increased ball velocity. Because of this, isokinetic testing of the quadricep and hamstring strength is likely a good predictor of kicking velocity. Further testing is required to determine if present correlations are applicable to other populations of soccer athletes, which can affect training and return-to-play practices

    Development of quality metrics for ambulatory pediatric cardiology: Transposition of the great arteries after arterial switch operation

    ObjectiveTo develop quality metrics (QMs) for the ambulatory care of patients with transposition of the great arteries following arterial switch operation (TGA/ASO).DesignUnder the auspices of the American College of Cardiology Adult Congenital and Pediatric Cardiology (ACPC) Steering committee, the TGA/ASO team generated candidate QMs related to TGA/ASO ambulatory care. Candidate QMs were submitted to the ACPC Steering Committee and were reviewed for validity and feasibility using individual expert panel member scoring according to the RANDâ UCLA methodology. QMs were then made available for review by the entire ACC ACPC during an â open comment period.â Final approval of each QM was provided by a vote of the ACC ACPC Council.PatientsPatients with TGA who had undergone an ASO were included. Patients with complex transposition were excluded.ResultsTwelve candidate QMs were generated. Seven metrics passed the RANDâ UCLA process. Four passed the â open comment periodâ and were ultimately approved by the Council. These included: (1) at least 1 echocardiogram performed during the first year of life reporting on the function, aortic dimension, degree of neoaortic valve insufficiency, the patency of the systemic and pulmonary outflows, the patency of the branch pulmonary arteries and coronary arteries, (2) neurodevelopmental (ND) assessment after ASO; (3) lipid profile by age 11 years; and (4) documentation of a transition of care plan to an adult congenital heart disease (CHD) provider by 18 years of age.ConclusionsApplication of the RANDâ UCLA methodology and linkage of this methodology to the ACPC approval process led to successful generation of 4 QMs relevant to the care of TGA/ASO pediatric patients in the ambulatory setting.     The rhesus macaque is three times as diverse but more closely equivalent in damaging coding variation as compared to the human

    Abstract Background As a model organism in biomedicine, the rhesus macaque (Macaca mulatta) is the most widely used nonhuman primate. Although a draft genome sequence was completed in 2007, there has been no systematic genome-wide comparison of genetic variation of this species to humans. Comparative analysis of functional and nonfunctional diversity in this highly abundant and adaptable non-human primate could inform its use as a model for human biology, and could reveal how variation in population history and size alters patterns and levels of sequence variation in primates. Results We sequenced the mRNA transcriptome and H3K4me3-marked DNA regions in hippocampus from 14 humans and 14 rhesus macaques. Using equivalent methodology and sampling spaces, we identified 462,802 macaque SNPs, most of which were novel and disproportionately located in the functionally important genomic regions we had targeted in the sequencing. At least one SNP was identified in each of 16,797 annotated macaque genes. Accuracy of macaque SNP identification was conservatively estimated to be >90%. Comparative analyses using SNPs equivalently identified in the two species revealed that rhesus macaque has approximately three times higher SNP density and average nucleotide diversity as compared to the human. Based on this level of diversity, the effective population size of the rhesus macaque is approximately 80,000 which contrasts with an effective population size of less than 10,000 for humans. Across five categories of genomic regions, intergenic regions had the highest SNP density and average nucleotide diversity and CDS (coding sequences) the lowest, in both humans and macaques. Although there are more coding SNPs (cSNPs) per individual in macaques than in humans, the ratio of dN/dS is significantly lower in the macaque. Furthermore, the number of damaging nonsynonymous cSNPs (have damaging effects on protein functions from PolyPhen-2 prediction) in the macaque is more closely equivalent to that of the human. Conclusions This large panel of newly identified macaque SNPs enriched for functionally significant regions considerably expands our knowledge of genetic variation in the rhesus macaque.     What is the 'problem' that outreach work seeks to address and how might it be tackled? Seeking theory in a primary health prevention programme

    <b>Background</b> Preventive approaches to health are disproportionately accessed by the more affluent and recent health improvement policy advocates the use of targeted preventive primary care to reduce risk factors in poorer individuals and communities. Outreach has become part of the health service response. Outreach has a long history of engaging those who do not otherwise access services. It has, however, been described as eclectic in its purpose, clientele and mode of practice; its effectiveness is unproven. Using a primary prevention programme in the UK as a case, this paper addresses two research questions: what are the perceived problems of non-engagement that outreach aims to address; and, what specific mechanisms of outreach are hypothesised to tackle these.<p></p> <b>Methods</b> Drawing on a wider programme evaluation, the study undertook qualitative interviews with strategically selected health-care professionals. The analysis was thematically guided by the concept of 'candidacy' which theorises the dynamic process through which services and individuals negotiate appropriate service use.<p></p> <b>Results</b> The study identified seven types of engagement 'problem' and corresponding solutions. These 'problems' lie on a continuum of complexity in terms of the challenges they present to primary care. Reasons for non-engagement are congruent with the concept of 'candidacy' but point to ways in which it can be expanded.<p></p> <b>Conclusions</b> The paper draws conclusions about the role of outreach in contributing to the implementation of inequalities focused primary prevention and identifies further research needed in the theoretical development of both outreach as an approach and candidacy as a conceptual framework
