    We introduce a family of local deformations for meromorphic connections on the Riemann sphere in the neighborhood of a higher rank (simple) singularity. Following a scheme introduced by Malgrange we use these local models to prove that the zeros of the tau function introduced by Jimbo, Miwa and Ueno occur precisely at those points in the deformation space at which a certain Birkhoff-Riemann- Hilbert problem fails to have a solution.Comment: 59 page

These objects have been secured through the good offices of t:esident sub-agent Mr. Jonathan Taylor, and of his family; a considerable share of them having been obtained directly from the soil through the personal efforts of Mr. Taylor\u27s son, Elmer Hamilton. Fred Smith, native missionary at Red Lake sub-agency, has also kindly contributed groups of broken pottery herewith transmitted, which were collected at Black Duck Creek, and on lands between the mouth of that water-course and the agency

    A mixed-methods approach to assessing success in transitioning water management institutions: a case study of the Platte River Basin, Nebraska

    To address increasing conflicts between surface water and groundwater users, the state of Nebraska has adopted a more localized and integrated approach in managing water resources. Integrated approaches offer promise in better managing connected water resources within the state; however, little review of the potential benefits and/or challenges of these actions has been conducted. This case study uses both qualitative and quantitative data collection efforts to take an in-depth look at how this new and innovative management system is working through the eyes of stakeholders living and working in the basin. Data collection reveals that overall the current water management system is working relatively well, even though it is still in its infancy. However, the system could be further improved by ensuring all that stakeholder interests are represented, providing increased opportunities to participate, and continuing to work toward more holistic and proactive water management

    PfeIK1, a eukaryotic initiation factor 2α kinase of the human malaria parasite Plasmodium falciparum, regulates stress-response to amino-acid starvation

    <p>Abstract</p> <p>Background</p> <p>Post-transcriptional control of gene expression is suspected to play an important role in malaria parasites. In yeast and metazoans, part of the stress response is mediated through phosphorylation of eukaryotic translation initiation factor 2α (eIF2α), which results in the selective translation of mRNAs encoding stress-response proteins.</p> <p>Methods</p> <p>The impact of starvation on the phosphorylation state of PfeIF2α was examined. Bioinformatic methods were used to identify plasmodial eIF2α kinases. The activity of one of these, PfeIK1, was investigated using recombinant protein with non-physiological substrates and recombinant PfeIF2α. Reverse genetic techniques were used to disrupt the <it>pfeik1 </it>gene.</p> <p>Results</p> <p>The data demonstrate that the <it>Plasmodium falciparum </it>eIF2α orthologue is phosphorylated in response to starvation, and provide bioinformatic evidence for the presence of three eIF2α kinases in <it>P. falciparum</it>, only one of which (PfPK4) had been described previously. Evidence is provided that one of the novel eIF2α kinases, PfeIK1, is able to phosphorylate the <it>P. falciparum </it>eIF2α orthologue <it>in vitro</it>. PfeIK1 is not required for asexual or sexual development of the parasite, as shown by the ability of <it>pfeik1</it><sup>- </sup>parasites to develop into sporozoites. However, eIF2α phosphorylation in response to starvation is abolished in <it>pfeik1</it><sup>- </sup>asexual parasites</p> <p>Conclusion</p> <p>This study strongly suggests that a mechanism for versatile regulation of translation by several kinases with a similar catalytic domain but distinct regulatory domains, is conserved in <it>P. falciparum</it>.</p

    This system engineering toolbox is designed to provide tools and methodologies to the design-oriented systems engineer. A tool is defined as a set of procedures to accomplish a specific function. A methodology is defined as a collection of tools, rules, and postulates to accomplish a purpose. For each concept addressed in the toolbox, the following information is provided: (1) description, (2) application, (3) procedures, (4) examples, if practical, (5) advantages, (6) limitations, and (7) bibliography and/or references. The scope of the document includes concept development tools, system safety and reliability tools, design-related analytical tools, graphical data interpretation tools, a brief description of common statistical tools and methodologies, so-called total quality management tools, and trend analysis tools. Both relationship to project phase and primary functional usage of the tools are also delineated. The toolbox also includes a case study for illustrative purposes. Fifty-five tools are delineated in the text
