    Kvaliteta javnog upravljanja i ekonomski rast Hrvatske

    Cilj je ovoga rada pokazati kako je opravdano i važno kvalitetu javnog upravljanja (governance) eksplicitno uvesti u raspravu o ekonomskom rastu Hrvatske. Javno upravljanje definira se kao način na koji se država koristi vlaŔću u upravljanju institucionalnim okruženjem, čime utječe na akumulaciju činitelja. Iako postoje brojni elementi kvalitete javnog upravljanja, u radu se naglasak stavlja uglavnom na dva: na vladavinu prava i kvalitetu javne uprave. Kako bi se ostvario cilj rada, najprije se razmatra veza između javnog upravljanja i ekonomskog rasta u teoriji rasta i dosadaÅ”njim empirijskim istraživanjima. Nakon toga provodi se ekonometrijska (panel) analiza kvalitete javnog upravljanja i ekonomskog rasta na uzorku zemalja Europske unije (EU) te Hrvatske, Bugarske i Rumunjske (zemlje kandidatkinje za ulazak u EU), a zatim se razmatraju promjene u kvaliteti javnog upravljanja u Hrvatskoj. Iz usporedbe vrijednosti pokazatelja vladavine prava i kvalitete javne uprave, kao i dinamike i prirode reformi u pravosuđu i javnoj upravi, proizlazi da su nositelji vlasti u Hrvatskoj viÅ”e koncentrirani na traženje renti (rent-seeking) nego Å”to su to u prosjeku zemlje EU. Institucionalni nedostaci utjecali su na sadaÅ”nju razinu realnog BDP-a po stanovniku Hrvatske, a brže i učinkovitije reforme pravosuđa i javne uprave, kao i suzbijanje korupcije i jačanje demokracije (kao mehanizma kontrole nad nositeljima vlasti) imali bi pozitivan utjecaj na njezin budući ekonomski rast

    Intermediation by Banks and Economic Growth: A Review of Empirical Evidence

    This paper provides a review of empirical research on the link between financial intermediation by banks and economic growth. Special attention is paid to the issues of causality, non-linearity, time perspective, financial intermediation proxies, and interaction terms. The review shows that there are still quite a few unresolved issues in empirical research, which causes scepticism towards prioritizing financial sector policies in order to cause economic growth. Progress in the finance and growth literature is slow and researchers seem to go round in circles. A possibly fruitful direction for future empirical research is the relationship between government and banks, especially from the standpoint of political economy

    Determinants of disability pensions in Croatia: the role of institutions

    The goal of this paper is to investigate why Croatia has a large number of disability pension beneficiaries. Approximately one quarter of Croatiaā€™s retired population is receiving a pension based on disability. After a presentation of the most important facts and figures, the following possible determinants of disability pensions in Croatia are considered: health status, conditions of work, socioeconomic status, war, and institutions. Simple before-after comparisons suggest that institutional reforms had a strong impact on the number of disability pension beneficiaries. Furthermore, the granting of disability pensions has been plagued by corruption, which shows the importance of informal institutions as well. Future research should focus on micro-data in order to find specific social and health care policy measures to alleviate the effect of socioeconomic and health factors on the incidence of disability

    The Quality of Governance and Economic Growth in Croatia

    The objective of this paper is to show the justification and importance of explicit inclusion of quality of governance in the debate on economic growth in Croatia. Governance is defined as the manner in which the state employs its power in handling the institutional environment, thus affecting the accumulation of economic growth factors. Although there are numerous elements in the quality of governance, this paper places the emphasis on the whole on two of them: the rule of law and the quality of the public administration. In pursuit of its objective, the paper first of all considers the links between governance and economic growth in growth theory and empirical research to date. After that an econometric (panel) analysis of quality of governance and economic growth on a sample of EU countries and Croatia, Bulgaria and Romania (EU accession candidate countries) is performed, and then changes in the quality ofgovernance in Croatia are considered. From a comparison of the values of indicators of the rule of law and quality of the public administration, and the dynamics and nature of reform in the administration of justice and the civil service, it appears that those in whom power is vested in Croatia are more focused on rent-seeking than is the case in the average of EU countries. Institutional shortcomings have affected the current level of real per capita GDP in Croatia, and more rapid and effective reforms of the justice and public administration sectors, as well as fighting corruption and boosting democracy (as mechanism for controlling those in whom power is vested) would have a positive effect on future economic growth
