    Deficit politics and democratic unity: the saga of Tip O\u27Neill, Jim Wright, and the conservative Democrats in the House of Representatives during the Reagand Era

    The Reagan Era featured partisan clashes, controversy over fiscal policy, and a time of trial for the Democratic Party and its claim of diversity. This dissertation examines the efforts of the House Democratic Leadership to build party unity and to enhance its operating methods in battles with the Reagan administration over fiscal policy and the future of the United States. The House Democratic Leadership was challenged by the conservative Democrats. In 1980, the conservatives formed the Conservative Democratic Forum (CDF). Acting as a quasi-third party, the CDF was instrumental in passage of Reagan\u27s economic program in 1981. Afterwards, the CDF was unable to maintain its coalition with Reagan and the Republicans or to act as a quasi-third party. Many conservative Democrats became disillusioned with the large deficits produced by Reaganomics. Conservative Democrats had to decide whether to work within the Democratic Party, become Republicans, or isolate themselves from influence. Meanwhile, the House Democratic Leadership was retooling its methods. The Caucus was revived. It was used to promote discussion and find consensus among the diverse array of liberals, moderates, and conservatives. The Leadership followed a moderate approach to building party unity that encouraged, but did not compel, party loyalty. The House Democrats worked to find budget policies that could satisfy all members while simultaneously confronting the worsening fiscal crisis. By the late 1980s, important trends had appeared. The House Democrats enjoyed greater party unity, and conservatives had found opportunities to exercise influence within the Democratic Party. The Democrats had shown a willingness to reduce popular spending and to confront the growing national debt and debt service payments. On the other hand, Reagan failed to act upon his earlier rhetoric about the need for a balanced budget and the danger of deficit spending. He failed to act as a constructive participant in the budget process for much of his administration and created a political atmosphere that inhibited fiscal responsibility. The result was a virtual tripling of the national debt and a more partisan political environment

    The compatibility between characteristics of employees at risk for sickness absence and components of a preventive coaching intervention

    The aim of this study was to assess the compatibility between characteristics of employees ā€˜at riskā€™ for sickness absence and components of a preventive coaching intervention. Data from baseline questionnaires of the ā€˜at riskā€™ study population of a randomized trial, and of two reference groups of the Maastricht Cohort Study were used to compare (mental) health and work related characteristics. Details of the intervention were described. Similarities between characteristics of the study population and components of the coaching intervention were discussed. Substantial differences between characteristics of the ā€˜at riskā€™ study population and the ā€˜not at riskā€™ reference group were found, which were all addressed during the coaching intervention. The contrast with the ā€˜sick leaveā€™ reference group was less obvious. The ā€˜at riskā€™ study population could be indicated as the most beneficial population for this preventive intervention. The results show that preventive coaching is an appropriate intervention for employees ā€˜at riskā€™ for sickness absence

    The Ionized Gas and Nuclear Environment in NGC 3783. I. Time-Averaged 900 ks Chandra Grating Spectroscopy

    We present results from a 900 ks exposure of NGC 3783 with the High-Energy Transmission Grating Spectrometer on board the Chandra X-ray Observatory. The resulting X-ray spectrum has the best combination of signal-to-noise and resolution ever obtained for an AGN. This spectrum reveals absorption lines from H-like and He-like ions of N, O, Ne, Mg, Al, Si, and S. There are also possible absorption lines from H-like and He-like Ar and Ca. We also identify inner-shell absorption from lower-ionization ions such as Si_VII-Si_XII and S_XII-S_XIV. The iron absorption spectrum is very rich; L-shell lines of Fe_XVII-Fe_XXIV are detected, strong complex of M-shell lines, and probable resonance lines from Fe_XXV. The absorption lines are blueshifted relative to the systemic velocity by a mean velocity of -590+-150 km/s. We resolve many of the absorption lines, and their mean FWHM is 820+-280 km/s. We do not find correlations between the velocity shifts or the FWHMs with the ionization potentials of the ions. Most absorption lines show asymmetry, having more extended blue wings than red wings. In O_VII we have resolved this asymmetry to be from an additional absorption system at ~ -1300 km/s. The two X-ray absorption systems are consistent in velocity shift and FWHM with the ones identified in the UV lines of C IV, N V, and H I. Equivalent width measurements for all lines are given and column densities are calculated for several ions. We resolve the narrow Fe_K\alpha line at 6398.2+-3.3 eV to have a FWHM of 1720+-360 km/s, which suggests that this narrow line may be emitted from the outer part of the broad line region or the inner part of the torus. We also detect a `Compton shoulder' redward of the narrow Fe_K\alpha line which indicates that it arises in cold, Compton-thick gas.Comment: 19 pages, 12 figures (2 in color), emulateapj5, accepted for publication in The Astrophysical Journal Supplement

    The Ionized Gas and Nuclear Environment in NGC 3783 V. Variability and Modeling of the Intrinsic Ultraviolet Absorption

    We present results on the location, physical conditions, and geometry of the outflow in the Seyfert 1 galaxy NGC 3783 from a study of the variable intrinsic UV absorption. Based on 18 observations with HST/STIS and 6 observations with FUSE, we find: 1) The absorption from the lowest-ionization species in each of the three strong kinematic components varied inversely with the continuum flux, indicating the ionization structure responded to changes in the photoionizing flux over the weekly timescales sampled by our observations. 2) A multi- component model with an unocculted NLR and separate BLR and continuum line-of-sight covering factors predicts saturation in several lines, consistent with the lack of observed variability. 3) Column densities for the individual metastable levels are measured from the resolved C III *1175 absorption complex observed in one component. Based on our computed metastable level populations, the electron density of this absorber is ~3x10^4 cm^-3. Photoionization modeling results place it at ~25 pc from the central source. 4) Using time-dependent calculations, we are able to reproduce the detailed variability observed in this absorber, and derive upper limits on the distances for the other components of 25-50 pc. 5) The ionization parameters derived for the higher ionization UV absorbers are consistent with the modeling results for the lowest-ionization X-ray component, but with smaller total column density. They have similar pressures as the three X-ray ionization components. These results are consistent with an inhomogeneous wind model for the outflow in NGC 3783. 6) Based on the predicted emission-line luminosities, global covering factor constraints, and distances derived for the UV absorbers, they may be identified with emission- line gas observed in the inner NLR of AGNs.     Long-Term Effects of Traffic-Related Air Pollution on Mortality in a Dutch Cohort (NLCS-AIR Study)

    BACKGROUND: Several studies have found an effect on mortality of between-city contrasts in long-term exposure to air pollution. The effect of within-city contrasts is still poorly understood. OBJECTIVES: We studied the association between long-term exposure to traffic-related air pollution and mortality in a Dutch cohort. METHODS: We used data from an ongoing cohort study on diet and cancer with 120,852 subjects who were followed from 1987 to 1996. Exposure to black smoke (BS), nitrogen dioxide, sulfur dioxide, and particulate matter < or = 2.5 microm (PM(2.5)), as well as various exposure variables related to traffic, were estimated at the home address. We conducted Cox analyses in the full cohort adjusting for age, sex, smoking, and area-level socioeconomic status. RESULTS: Traffic intensity on the nearest road was independently associated with mortality. Relative risks (95% confidence intervals) for a 10-microg/m(3) increase in BS concentrations (difference between 5th and 95th percentile) were 1.05 (1.00-1.11) for natural cause, 1.04 (0.95-1.13) for cardiovascular, 1.22 (0.99-1.50) for respiratory, 1.03 (0.88-1.20) for lung cancer, and 1.04 (0.97-1.12) for mortality other than cardiovascular, respiratory, or lung cancer. Results were similar for NO(2) and PM(2.5), but no associations were found for SO(2). CONCLUSIONS: Traffic-related air pollution and several traffic exposure variables were associated with mortality in the full cohort. Relative risks were generally small. Associations between natural-cause and respiratory mortality were statistically significant for NO(2) and BS. These results add to the evidence that long-term exposure to ambient air pollution is associated with increased mortality

    Update on the Preliminary Design of SCALES: the Santa Cruz Array of Lenslets for Exoplanet Spectroscopy

    SCALES (Santa Cruz Array of Lenslets for Exoplanet Spectroscopy) is a 2-5 micron high-contrast lenslet integral-field spectrograph (IFS) driven by exoplanet characterization science requirements and will operate at W. M. Keck Observatory. Its fully cryogenic optical train uses a custom silicon lenslet array, selectable coronagraphs, and dispersive prisms to carry out integral field spectroscopy over a 2.2 arcsec field of view at Keck with low (<300<300) spectral resolution. A small, dedicated section of the lenslet array feeds an image slicer module that allows for medium spectral resolution (5000āˆ’100005000-10 000), which has not been available at the diffraction limit with a coronagraphic instrument before. Unlike previous IFS exoplanet instruments, SCALES is capable of characterizing cold exoplanet and brown dwarf atmospheres (<600<600 K) at bandpasses where these bodies emit most of their radiation while capturing relevant molecular spectral features.Comment: 24 pages, 13 figures, SPIE Astronomical Instruments and Telescopes 2020 conferenc

    Long-Term Ambient Residential Trafficā€“Related Exposures and Measurement Errorā€“Adjusted Risk of Incident Lung Cancer in the Netherlands Cohort Study on Diet and Cancer

    Background: The International Agency for Research on Cancer (IARC) recently declared air pollution carcinogenic to humans. However, no study of air pollution and lung cancer to date has incorporated adjustment for exposure measurement error, and few have examined specific histological subtypes. Objectives: Our aim was to assess the association of air pollution and incident lung cancer in the Netherlands Cohort Study on Diet and Cancer and the impact of measurement error on these associations. Methods: The cohort was followed from 1986 through 2003, and 3,355 incident cases were identified. Cox proportional hazards models were used to estimate hazard ratios and 95% confidence intervals, for long-term exposures to nitrogen dioxide (NO2), black smoke (BS), PM2.5 (particulate matter with diameter ā‰¤ 2.5 Ī¼m), and measures of roadway proximity and traffic volume, adjusted for potential confounders. Information from a previous validation study was used to correct the effect estimates for measurement error. Results: We observed elevated risks of incident lung cancer with exposure to BS [hazard ratio (HR) = 1.16; 95% CI: 1.02, 1.32, per 10 Ī¼g/m3], NO2 (HR = 1.29; 95% CI: 1.08, 1.54, per 30 Ī¼g/m3), PM2.5 (HR = 1.17; 95% CI: 0.93, 1.47, per 10 Ī¼g/m3), and with measures of traffic at the baseline address. The exposures were positively associated with all lung cancer subtypes. After adjustment for measurement error, the HRs increased and the 95% CIs widened [HR = 1.19 (95% CI: 1.02, 1.39) for BS and HR = 1.37 (95% CI: 0.86, 2.17) for PM2.5]. Conclusions: These findings add support to a growing body of literature on the effects of air pollution on lung cancer. In addition, they highlight variation in measurement error by pollutant and support the implementation of measurement error corrections when possible.
