Наголошується, що громадський (публічний) порядок та безпека в умовах нинішньої російсько-української війни можуть розглядатися у взаємодії як рівнозначні категорії за суспільною значущістю з Національною безпекою держави. Акцентовано увагу на глобальних, регіональних та національних аспектах безпекових питань, з визначенням цілей пріоритетів та завдань державної політики у правоохоронній сфері, а також моделей відповідного втручання і реагування на суспільно шкідливі та небезпечні виклики і загрози.The article deals with topical issues public safety and civil protection for the purpose of further development methodical recommendations on organization and implementation review conducted by the Ministry of Internal Affairs of Ukraine. An attempt was made to develop strategies and tactics public safety and civil protection with the provision of author’s suggestions and recommendations. It is emphasized that public (public) order and security in the conditions of the current russian-ukrainian war can be considered in interaction as equivalent categories in terms of social significance with the National Security of the state. Public order is proposed to be analyzed as a kind of rear and protection in effective organization of national security (without a reliable rear, there can be no victory). A significant role in these processes belongs to such state and public institutions as Armed Forces of Ukraine, volunteers, doctors and the church, the level of trust in which, according to the corresponding hierarchy, is currently the highest in the state, which serves as an example for all ‒ as in the most difficult time for the country should help those, who needs it. It is emphasized that safety in the current conditions has a cross-border nature, where cyber security and scientometric monitoring are called to take a leading place in development of strategic policies of the state (criminological, criminal-legal, economic, social, and many others). For this, scientific and innovative centers should be created in many branches and spheres of human knowledge, with the involvement of the best specialists in research work, capable in the shortest possible time collect, analyze (process) the most diverse types of information, with the development of proposals in the relevant regulatory and methodological recommendations and further management decisions. Emphasis is placed on global, regional and national aspects security issues, with determining the goals, priorities and tasks of state policy in law enforcement, as well as models of appropriate intervention and response to socially harmful and dangerous challenges and threats. A Canadian model is offered SARO (scanning, analysis, response, assessment) and and the famous method of SWOT analysis, which widely used in strategic planning, where: (Strengths) – strengths; (Weaknesses) – weaknesses; (Opportunities) – opportunities arising from the existing situation; (Threats) – threats that can be realized.Рассмотрены актуальные вопросы общественной безопасности и гражданской защиты для дальнейшей разработки методических рекомендаций по организации и проведению осмотра, проводимого Министерством внутренних дел Украины. Предпринята попытка выработки стратегий и тактик общественной безопасности и гражданской защиты с предоставлением авторских предложений и рекомендаций. Отмечается, что общественный (публичный) порядок и безопасность в условиях нынешней российско-украинской войны могут рассматриваться во взаимодействии как равнозначные категории по общественной значимости с национальной безопасностью государства. Акцентировано внимание на глобальных, региональных и национальных аспектах вопросов безопасности, с определением целей приоритетов и задач государственной политики в правоохранительной сфере, а также моделей соответствующего вмешательства и реагирования на общественно вредные и опасные вызовы и угрозы

    Research-Based Training: Methodological Characteristics and Results of the Analysis of Educational Programs

    The purpose of the article is to determine the peculiarities of using teaching elements of research-based training at the Institute of Human Sciences at Borys Grinchenko Kyiv University. Based on focus group methodology, the authors identify the key methodological characteristics of research-based training, which have comprised the basis of educational program analysis for determining the application of tasks that contribute to the development of students’ research skills. The study used a focus group method. Its purpose was to obtain the necessary information from the participants to describe the methodological basis and justification of methods, forms, indicators, etc. of research-based training systems among people who are competent and have experience in this field. After that, the method of “theoretical sampling” was used, which enabled formulation of generalized characteristics according to the results of focus groups. The practical value of the study is the determination of the methodological characteristics of research-based training, which is the basis for the application of tasks by university teachers that promote the development of research competence in students. The research is one of the first attempts to determine the methodological characteristics of research-based training in Ukrain

    Criteria and Indicators of University Education Quality: The Results of Expert Interview

    The article is devoted to evaluation of criteria and indicators of the measuring of university education quality. On the basis of an expert interview of the teaching/academic staff of the Institute of Human Sciences of Borys Grinchenko Kyiv University, three main criteria were identified (resourses of educational activities, organization of educational activities, the results of specialist training) and their indicators (the level of teaching/academic staff, students as subjects of education, material base, information and methodological support, technologies of training and education, presentation of educational achievements, competitiveness of graduates at the job market, professional achievements of graduates). The proposed criteria and indicators of the quality of education measuring made it possible to evaluate a methodology of measuring/monitoring of university education quality, which is the innovation of our research. A wheel model, whose rung is a criterion indicator, was included in the basis of the methodology of measuring/monitoring of the quality of education. Each rung is also a separate indicator measuring scale and it is divided into ten conditional labels

    Interaction and Activation of Carbon–Heteroatom π Bonds with a Zr/Co Heterobimetallic Complex

    Single-electron transfer from the Zr<sup>IV</sup>Co<sup>–I</sup> heterobimetallic complex (THF)­Zr­(MesNP<sup><i>i</i></sup>Pr<sub>2</sub>)<sub>3</sub>Co-N<sub>2</sub> (<b>1</b>) to benzophenone was previously shown to result in the isobenzopinacol product [(Ph<sub>2</sub>CO)­Zr­(MesNP<sup><i>i</i></sup>Pr<sub>2</sub>)<sub>3</sub>Co-N<sub>2</sub>]<sub>2</sub> (<b>4</b>) via coupling of two ketyl radicals. Thermolysis of <b>4</b> led to cleavage of the CO bond to generate a Zr/Co μ-oxo species featuring an unusual terminal CoCPh<sub>2</sub> carbene linkage (<b>3</b>). In this work monomeric ketyl radical complexes have been synthesized, and the reactivity of these compounds has been explored. The electronic preference for the formation of a ketyl radical complex or a coordination complex has been investigated computationally. Furthermore, thione substrates were allowed to react with <b>1</b>, generating new complexes that bind the thione to the Co rather than undergoing single-electron transfer (<b>12</b>,<b> 14</b>). The preference of thiones to coordinate to Co can be overridden if the Co is ligated by CO, in which case a thioketyl radical complex forms (<b>13</b>) analogous to <b>4</b>. The reaction between <b>1</b> and imines resulted in N–H bond activation, affording a μ-methyleneamido Co–H complex (<b>16</b>) that can undergo cyclometalation and loss of H<sub>2</sub> (<b>15</b>)

    Investigation of Ketone CO Bond Activation Processes by Heterobimetallic Zr/Co and Ti/Co Tris(phosphinoamide) Complexes

    The reactivity of the reduced Zr/Co and Ti/Co complexes (THF)­Zr­(MesNP<sup><i>i</i></sup>Pr<sub>2</sub>)<sub>3</sub>CoN<sub>2</sub> (<b>1</b>, Mes = 2,4,6-trimethylphenyl) and (THF)­Ti­(XylNP<sup><i>i</i></sup>Pr<sub>2</sub>)<sub>3</sub>CoN<sub>2</sub> (<b>7</b>, Xyl = 3,5-dimethylphenyl) toward diaryl ketones is explored in an effort to gain mechanistic insight into CO bond cleavage processes. Complex <b>1</b> reacts with 4,4′-dimethoxybenzophenone to generate ((<i>p</i>-OMeC<sub>6</sub>H<sub>4</sub>)<sub>2</sub>CO)­Zr­(MesNP<sup><i>i</i></sup>Pr<sub>2</sub>)<sub>3</sub>CoN<sub>2</sub> (<b>2</b>), which exists as a mixture of valence tautomers in solution that interconvert via electron transfer from Co<sup>–I</sup> to the Zr-bound ketone in <b>2</b><sup><b>S</b></sup> to form a Zr-bound ketyl radical in <b>2</b><sup><b>T</b></sup>. The geometry of <b>2</b> in the solid state is most consistent with the singlet ketone adduct tautomer <b>2</b><sup><b>S</b></sup>. Upon removal of the Co-bound N<sub>2</sub> under vacuum, complex <b>2</b> cleanly coverts to the μ-oxo carbene product (η<sup>2</sup>-MesNP<sup><i>i</i></sup>Pr<sub>2</sub>)­Zr­(MesNP<sup><i>i</i></sup>Pr<sub>2</sub>)<sub>2</sub>(μ-O)­CoC­(C<sub>6</sub>H<sub>4</sub><i>p</i>-OMe)<sub>2</sub> (<b>5</b>) at room temperature in solution. A diamagnetic intermediate, tentatively assigned as ketone-bridged species (η<sup>2</sup>-MesNP<sup><i>i</i></sup>Pr<sub>2</sub>)­Zr­(MesNP<sup><i>i</i></sup>Pr<sub>2</sub>)<sub>2</sub>Co­(μ<sub>2</sub>,η<sup>1</sup>η<sup>2</sup>-OC­(<i>p</i>-OMeC<sub>6</sub>H<sub>4</sub>)<sub>2</sub>) (<b>6</b>), is observed spectroscopically during the transformation of <b>1</b> to <b>5</b>. Similar reactions between the Ti/Co analogue <b>7</b> and diaryl ketones reveal no evidence for electron-transfer to form triplet ketyl radical species. Complex <b>7</b> reacts with 4,4′-dimethoxybenzophenone to afford diamagnetic ((<i>p</i>-OMeC<sub>6</sub>H<sub>4</sub>)<sub>2</sub>CO)­Ti­(XylNP<sup><i>i</i></sup>Pr<sub>2</sub>)<sub>3</sub>CoN<sub>2</sub> (<b>8</b>). In contrast, addition of benzophenone to <b>7</b> under N<sub>2</sub> generates a mixture of (η<sup>2</sup>-XylNP<sup><i>i</i></sup>Pr<sub>2</sub>)­Ti­(XylNP<sup><i>i</i></sup>Pr<sub>2</sub>)<sub>2</sub>Co­(η<sup>2</sup>-OCPh<sub>2</sub>) (<b>9</b>) and (Ph<sub>2</sub>CO)­Ti­(XylNP<sup><i>i</i></sup>Pr<sub>2</sub>)<sub>3</sub>CoN<sub>2</sub> (<b>10</b>) in solution, and <i>C</i><sub>3</sub>-symmetric <b>10</b> is found to be favored in the solid state. Complex <b>9</b> can be generated exclusively and isolated in the absence of N<sub>2</sub>. Ti/Co complexes <b>8</b>–<b>10</b> are thermally stable and do not undergo CO bond cleavage even at elevated temperature, in stark contrast to their Zr/Co congeners
