The accountability of LPM in Oesapa Village as Street-Level Bureaucracy in the implementation of the PEM program. The purpose of this paper is to describe the accountability of street-level bureaucracy in the implementation of community economic empowerment programs in the Community Empowerment Institute, Oesapa Village, Kupang City. This research is a type of qualitative research. The results of this study indicate: Corruption by LPM treasurers, Overlapping in Screening PEM Funding Proposals, street-level bureaucracy responses to issues are still low, In correlation by LPM, Low awareness of the use of PEM funds, Low community activity in depositing PEM funds, and the inadequacy of the Oesapa Village LPM Report. The results showed that the accountability of street-level bureaucracy/LPM in implementing the PEM program in Oesapa Village, Kupang City was still low

Current Approaches to Punctuation in Computational Linguistics

    Get PDF
Some recent studies in computational linguistics have aimed to take advantage of various cues presented by punctuation marks. This short survey is intended to summarise these research efforts and additionally, to outline a current perspective for the usage and functions of punctuation marks. We conclude by presenting an information-based framework for punctuation, influenced by treatments of several related phenomena in computational linguistics. © 1997 Kluwer Academic Publishers

Rosalind MK Stewart1, Say Aun Quah1, Dan Q Nguyen2, Stephen B Kaye11Royal Liverpool University Hospital, Liverpool, UK; 2Bristol Eye Hospital, Bristol, UKPurpose: To report a case of severe conjunctival-corneal melt in association with carotid artery stenosis. Methods: Observational case report. Results: A 76-year-old man with a history of bilateral severe carotid artery occlusion and nonarteritic ischemic optic neuropathy developed a spontaneous bulbar conjunctival defect. Despite intensive lubrication, and attempts at surgical closure including an amniotic membrane patch graft, it progressed with subsequent adjacent corneal perforation. Thorough investigations revealed no underlying disease, except markedly delayed episcleral vessel filling on anterior segment fluorescein angiography. Conclusions: Neovascularisation is a known factor in the inhibition of ulceration. In light of the findings in this report, ocular ischemia should be considered as a cause or contributing factor in the differential diagnosis of conjunctival-corneal melt. Keywords: conjunctival melt, corneal melt, ocular ischemia, carotid artery stenosi

Electrical stimulation for enhanced denitrification in woodchip bioreactors: Opportunities and challenges

Woodchip bioreactors are being implemented for the removal of nitrates in groundwater and tile water drainage. However, low nitrate removals in denitrifying woodchip bioreactors have been observed for short hydraulic retention time (HRT) and low water temperature (°C). One potential approach to improve woodchip bioreactor performance is to provide an alternative and readily available electron source to the denitrifying microorganisms through electrical stimulation. Previous work has demonstrated the capability of bio-electrochemical reactors (BER) to remove a variety of water contaminants, including nitrate, in the presence of a soluble carbon source. The objective of this study was to evaluate the denitrification efficiency of electrically augmented woodchip bioreactors and conduct a simple techno-economic analysis (TEA) to understand the possibilities and limitations for full-scale BER implementation for treatment of agricultural drainage. Up-flow column woodchip bioreactors were studied included two controls (non-energized, and without electrodes), two electrically enhanced bioreactors, each using a single 316 stainless steel anode coupled with graphite cathodes, and two electrically enhanced bioreactors, each with graphite for both anode and cathodes. Both pairs of electrically enhanced bioreactors demonstrated higher denitrification efficiencies than controls when 500 mA of current was applied. While this technology appeared promising, the techno-economic analysis showed that the normalized N removal cost ($/kg N) for BERs was 2–10 times higher than the base cost with no electrical stimulation. With our current reactor design, opportunities to make this technology cost effective require denitrification efficiency of 85% at 100 mA. This work informs the process and design of electrically stimulated woodchip bioreactors with optimized performance to achieve lower capital and maintenance costs, and thus lower N removal cost

Ganciclovir-Resistant Cytomegalovirus (CMV) Retinitis in a Patient with Wild-Type CMV in Her Plasma

A patient with systemic cytomegalovirus (CMV), including chorioretinitis, received localized and systemic ganciclovir, systemic cidofovir analog, and localized foscarnet. Mutations conferring ganciclovir and cidofovir resistance were detected in CMV from the aqueous fluid but not in CMV from plasma. Quantifying CMV from aqueous fluid was valuable for monitoring the clinical response and predicting resistance

Sexual Life And Dysfunction After Maternal Morbidity: A Systematic Review.

Because there is a lack of knowledge on the long-term consequences of maternal morbidity/near miss episodes on women´s sexual life and function we conducted a systematic review with the purpose of identifying the available evidence on any sexual impairment associated with complications from pregnancy and childbirth. Systematic review on aspects of women sexual life after any maternal morbidity and/or maternal near miss, during different time periods after delivery. The search was carried out until May 22(nd), 2015 including studies published from 1995 to 2015. No language or study design restrictions were applied. Maternal morbidity as exposure was split into general or severe/near miss. Female sexual outcomes evaluated were dyspareunia, Female Sexual Function Index (FSFI) scores and time to resume sexual activity after childbirth. Qualitative syntheses for outcomes were provided whenever possible. A total of 2,573 studies were initially identified, and 14 were included for analysis after standard selection procedures for systematic review. General morbidity was mainly related to major perineal injury (3(rd) or 4(th) degree laceration, 12 studies). A clear pattern for severity evaluation of maternal morbidity could not be distinguished, unless when a maternal near miss concept was used. Women experiencing maternal morbidity had more frequently dyspareunia and resumed sexual activity later, when compared to women without morbidity. There were no differences in FSFI scores between groups. Meta-analysis could not be performed, since included studies were too heterogeneous regarding study design, evaluation of exposure and/or outcome and time span. Investigation of long-term repercussions on women's sexual life aspects after maternal morbidity has been scarcely performed, however indicating worse outcomes for those experiencing morbidity. Further standardized evaluation of these conditions among maternal morbidity survivors may provide relevant information for clinical follow-up and reproductive planning for women.1530

Strongly Correlated Cerium Systems: Non-Kondo Mechanism for Moment Collapse

We present an ab initio based method which gives clear insight into the interplay between the hybridization, the coulomb exchange, and the crystal-field interactions, as the degree of 4f localization is varied across a series of strongly correlated cerium systems. The results for the ordered magnetic moments, magnetic structure, and ordering temperatures are in excellent agreement with experiment, including the occurence of a moment collapse of non-Kondo origin. In contrast, standard ab initio density functional calculations fail to predict, even qualitatively, the trend of the unusual magentic properties.Comment: A shorter version of this has been submitted to PR
