    Parametric study of transport aircraft systems cost and weight

    The results of a NASA study to develop production cost estimating relationships (CERs) and weight estimating relationships (WERs) for commercial and military transport aircraft at the system level are presented. The systems considered correspond to the standard weight groups defined in Military Standard 1374 and are listed. These systems make up a complete aircraft exclusive of engines. The CER for each system (or CERs in several cases) utilize weight as the key parameter. Weights may be determined from detailed weight statements, if available, or by using the WERs developed, which are based on technical and performance characteristics generally available during preliminary design. The CERs that were developed provide a very useful tool for making preliminary estimates of the production cost of an aircraft. Likewise, the WERs provide a very useful tool for making preliminary estimates of the weight of aircraft based on conceptual design information

    Reconstructing 3D x-ray CT images of polymer gel dosimeters using the zero-scan method

    In this study x-ray CT has been used to produce a 3D image of an irradiated PAGAT gel sample, with noise-reduction achieved using the ‘zero-scan’ method. The gel was repeatedly CT scanned and a linear fit to the varying Hounsfield unit of each pixel in the 3D volume was evaluated across the repeated scans, allowing a zero-scan extrapolation of the image to be obtained. To minimise heating of the CT scanner’s x-ray tube, this study used a large slice thickness (1 cm), to provide image slices across the irradiated region of the gel, and a relatively small number of CT scans (63), to extrapolate the zero-scan image. The resulting set of transverse images shows reduced noise compared to images from the initial CT scan of the gel, without being degraded by the additional radiation dose delivered to the gel during the repeated scanning. The full, 3D image of the gel has a low spatial resolution in the longitudinal direction, due to the selected scan parameters. Nonetheless, important features of the dose distribution are apparent in the 3D x-ray CT scan of the gel. The results of this study demonstrate that the zero-scan extrapolation method can be applied to the reconstruction of multiple x-ray CT slices, to provide useful 2D and 3D images of irradiated dosimetry gels

    Changes of hand switching costs during bimanual sequential learning

    Many tasks in our daily life demand not only the use of different fingers of one hand in a serial fashion, but also to alternate from one hand to the other. Here, we investigated performance in a bimanual serial reaction time task (SRTT) with particular emphasis on learning-related changes in reaction time (RT) for consecutive button presses for homologous index- and middle fingers. The bimanual SRTT consisted of sequential button presses either with the left or right index- and middle-finger to a series of visual letters displayed on a computer screen. Each letter was assigned a specific button press with one of four fingers. Two outcome measures were investigated: (a) global sequence learning as defined by the time needed to complete a 15-letter SRTT sequence and (b) changes in hand switch costs across learning. We found that bimanual SRTT resulted in a global decrease in RT during the time course of learning that persisted for at least two weeks. Furthermore, RT to a button press showed an increase when the previous button press was associated with another hand as opposed to the same hand. This increase in RT was defined as switch costs. Hand switch costs significantly decreased during the time course of learning, and remained stable over a time of approximately two weeks. This study provides evidence for modulations of switch costs during bimanual sequence learning, a finding that might have important implications for theories of bimanual coordination and learning

    Optimizing Sponsored Humanitarian Parole

    The United States has introduced a special humanitarian parole process for Ukrainian citizens in response to Russia 2022 invasion of Ukraine. To qualify for parole, Ukrainian applicants must have a sponsor in the United States. In collaboration with HIAS, a refugee resettlement agency involved in the parole process, we deployed RUTH (Refugees Uniting Through HIAS), a novel algorithmic matching system that is driven by the relocation preferences of refugees and the priorities of US sponsors. RUTH adapts Thakral Multiple-Waitlist Procedure (MWP) that combines the main FIFO queue with location-specific FIFO queues to effectively manage the preferences of refugees and the supply of community sponsors. RUTH also incorporates various feasibility considerations, such as community capacity religious, and medical needs. The adapted mechanism is envy-free, efficient, and strategy-proof for refugees. Our analysis shows diverse refugee location preferences, not fully explained by observables, highlighting the challenge of predicting preferences directly from them. We use our data for two counterfactual simulations. First, we consider the effects of increased waiting times for refugees on the quality of their matches. We find that with a periodic Top Trading Cycles algorithm, increasing period length from 24 days to 80 days improves the average rank of a refugees match from 3.20 to 2.44. Second, we estimate the arrival rates of sponsors in each location that would be consistent with a long-run steady state. We find that more desirable locations (regarding refugee preferences) require the highest arrival rates, suggesting that preferences might be a useful indicator for investments in sponsorship capacity.     Infant Mortality Patterns in Ã…land, Finland

    This is the published version. Copyright 1983 Wayne State University Press.Infant mortality in Ã…land, Finland, from 1751 to 1935 is examined. The 18th and early 19th century rates in Ã…land were more characteristic of Eastern European populations than Western Europe or England. A steady decline in the mortality rates and a reduction in the year-to-year variation began about 1810. This decline is linked to medical innovations, decreases in household and family size, and socioeconomic changes. Stillbirth ratios appear to be relatively high and stable from 1751 to 1935 (ranging from 17 to 37/1000). Regional variation in infant mortality rates in the Ã…land archipelago does not appear to be shaped by either geographic location of the parishes or population density. Data are provided for causes of death during the neonatal and postneonatal periods. A time series analysis demonstrated that high birth rates tend to co-occur with periods of high infant mortality. Factors that may have influenced the infant mortality rates include household size and complexity, twinning rates, and breast feeding patterns

    This article is based on the ECTRIMS lecture given at the 25th ECTRIMS meeting which was held in Düsseldorf, Germany, from 9 to 12 September 2009. Five challenges have been identified: (1) safeguarding the principles of medical ethics; (2) optimizing the risk/benefit ratio; (3) bridging the gap between multiple sclerosis and experimental autoimmune encephalitis; (4) promoting neuroprotection and repair; and (5) tailoring multiple sclerosis therapy to the individual patient. Each of these challenges will be discussed and placed in the context of current research into the pathogenesis and treatment of multiple sclerosis
