The creation of policy is one of the prerogatives of a free and uninhibited (freies ermessen, or free discretion) government administrations. Although freies ermessen grants free authority to the government, within the framework of national the law said the government should still observe legislation and the Principles of Good Governance. However, at the implementation level, there are still many policies that which are difficult to put into effect due to ambiguous interpretation and conflicts of interest, thus resulting in legal uncertainty. Based on this, there needs to be an affirmation of the position taken by the Indonesian government regarding the contradictory relationship between written law and implementation, so as to ensure the appropriate application of the principles of freies ermessen. Towards operationalization of business models:designing service compositions for service-dominant business models

\u3cp\u3eThe new trend of service-dominant business which produces so-called value-in-use as a competitive advantage demands rapidly changing business models and collaboration of organizations in a cross-organizational business network. As information technology nowadays largely contributes to the way of delivering business services to the customers, strong alignment between business models and information technology is critical for business continuity and success. This means the rapidly changing business models necessitate quick adaptation of information systems to address the need to continually provide support for these business models. Current solutions and approaches fail to address this need to a large extent. Recent works, on the other hand, have brought key contributions and opened new research directions in designing service-dominant business. Accordingly, business models can be operationalized using service compositions that bring together loosely-coupled business services offered by the organizations collaborating in the business network. However, these works provide tools and techniques to structure the service-dominant business design only at the conceptual level or in a limited way. Therefore, there is a need for a structured, systematic, and repeatable method that will help organizations to implement service-dominant business models into business processes in the form of service compositions at the operational level.\u3c/p\u3

Sentiment Analysis of the #Indonesiaterserah in the TIME of Covid-19 Using the Sentistrength Method

The use of social media during the current pandemic is the choice of the community in expressing their thoughts, one of which is Twitter. With the hashtag feature in the Twitter application, people can find out the latest trending information. With the current pandemic condition that raises many social, political, economic problems and so on, making Twitter a place for people to express their emotions. Not long ago, the hashtag #IndonesiaTerserah became a byword in the community because it described the public's disappointment with the handling of the Corona virus (COVID-19) in Indonesia. This study aims to see how the sentiments of the Indonesian people through the hashtag #IndonesiaTerserah. The sentiments were analyzed through the sent-strength algorithm, and classified into 3 classes, namely positive, neutral, and negative. This algorithm uses the lexicon as the basis for calculating the weight of the sentiment strength. The stages carried out in this study are the data crawling stage, data preprocessing and word weighting. The results of this study obtained 236 tweet data with 41.5% neutral sentiment, 32.2% negative sentiment, and 26.3% positive sentiment. This research is expected to be a benchmark for stakeholders in making a decision
