    Collective Wage Bargaining and the Role of Institutional Stability: A Cross-National Comparison of Macroeconomic Performance

    Since the advent of the economic crisis, interest in the efficacy of collective wage bargaining institutions has increased as the labour market was required to bear the burden of economic adjustment and became an important policy-field for institutional reform in many countries. In this article, the role of institutional stability, trust and certainty for the efficacy of collective bargaining systems is investigated and their effects on macroeconomic outcomes—inflation and unemployment—are analysed. We argue that stability of the institutional framework of collective bargaining is of major importance for its efficacy as it reduces uncertainty and provides the necessary basis for trust among bargaining actors. Thus, we hypothesise that institutional change and instability are associated with significant transaction costs and have, at least temporarily, negative effects on economic outcomes. The hypotheses are confirmed by an empirical analysis, which uses data of 34 industrialised countries from 1965 to 2014

    Instability and Change in Collective Bargaining: An Analysis of the Effects of Changing Institutional Structures

    Previous studies on collective bargaining structures and macroeconomic performance have largely ignored the role of stable and instable institutional structures and the effects of institutional change itself. In this article we posit that institutional stability of collective bargaining is of major importance for the moderation of unit labour costs growth. This hypothesis is tested on the basis of data which cover the period 1965–2012 and includes 28 countries. The results show that institutional change impairs the capacity to moderate unit labour cost growth significantly in the subsequent years following the change. This effect also holds for changes in both decentralization and centralization of institutions

    Peer advocacy in a personalized landscape:The role of peer support in a context of individualized support and austerity

    Whilst personalization offers the promise of more choice and control and wider participation in the community, the reality in the United Kingdom has been hampered by local council cuts and a decline in formal services. This has left many people with intellectual disabilities feeling dislocated from collective forms of support (Needham, 2015). What fills this gap and does peer advocacy have a role to play? Drawing on a co-researched study undertaken with and by persons with intellectual disabilities, we examined what role peer advocacy can play in a context of reduced day services, austerity and individualized support. The findings reveal that peer advocacy can help people reconnect in the face of declining services, problem-solve issues and informally learn knowledge and skills needed to participate in the community. We argue that peer advocacy thus offers a vital role in enabling people to take up many of the opportunities afforded by personalization

    Integrating ecosocial policies through polycentric governance:A study of the green transformation of Danish vocational education and training

    How can polycentric governance promote the development of ecosocial policies within existing policy systems? Through a study of green reforms of Danish vocational education, the paper argues that polycentric governance institutions are particularly useful at engaging constituent actors in innovation and constructive collaboration over reforming education programs to integrate ecological goals into vocational education. Combining significant autonomy for governance units and their nesting in a larger governance structure, polycentric governance helps address three key governance challenges: developing agreement among actors with clashing material interests about what green transformation entails; identifying how joint gains can be reached within a common vision of the development of the economy; and setting up an institutional structure that supports continuous adjustment to respond to technological advances and shifting social demands. Polycentric governance is, however, not a panacea. The state thus plays an important role in supporting autonomous governance units to develop ecosocial policies
