Quantum Zeno effect in the decay onto an unstable level
Under certain assumptions it is shown that the decay of level 2 of a
three-level system onto level 1 is slowed down because of the further decay of
level 1 onto level 0. It is argued that this phenomenon may be interpreted as a
consequence of the quantum Zeno effect. The reason why this may be possible is
that the second decay (or accompanying photon radiation) may be considered as a
sign of the transition 2 -> 1 so that during the first transition the system is

Quantum control of the motional states of trapped ions through fast switching of trapping potentials
We propose a new scheme for supplying voltages to the electrodes of
microfabricated ion traps, enabling access to a regime in which changes to the
trapping potential are made on timescales much shorter than the period of the
secular oscillation frequencies of the trapped ions. This opens up
possibilities for speeding up the transport of ions in segmented ion traps and
also provides access to control of multiple ions in a string faster than the
Coulomb interaction between them. We perform a theoretical study of ion
transport using these methods in a surface-electrode trap, characterizing the
precision required for a number of important control parameters. We also
consider the possibilities and limitations for generating motional state
squeezing using these techniques, which could be used as a basis for

Adult Social Work and High Risk Domestic Violence Cases
Summary
This article focuses on adult social work’s response in England to high-risk domestic violence cases and the role of adult social workers in Multi-Agency Risk and Assessment Conferences. (MARACs). The research was undertaken between 2013-2014 and
focused on one city in England and involved the research team attending MARACs, Interviews with 20 adult social workers, 24 MARAC attendees, 14 adult service users at time T1 (including follow up interviews after six months, T2), focus groups with IDVAs and Women’s Aid and an interview with a Women’s Aid service user.
Findings
The findings suggest that although adult social workers accept the need to be involved in domestic violence cases they are uncertain of what their role is and are confused with the need to operate a parallel domestic violence and adult safeguarding approach, which is further, complicated by issues of mental capacity. MARACS are identified as overburdened, under-represented meetings staffed by committed managers. However, they are in danger of becoming managerial processes neglecting the service users they are meant to protect.
Applications
The article argues for a re-engagement of adult social workers with domestic violence that has increasingly become over identified with child protection. It also raises the issue whether MARACS remain fit for purpose and whether they still represent the best possible response to multi-agency coordination and practice in domestic violence
Quantum harmonic oscillator state synthesis by reservoir engineering
The robust generation of quantum states in the presence of decoherence is a
primary challenge for explorations of quantum mechanics at larger scales. Using
the mechanical motion of a single trapped ion, we utilize reservoir engineering
to generate squeezed, coherent and displaced-squeezed states as steady states
in the presence of noise. We verify the created state by generating two-state
correlated spin-motion Rabi oscillations resulting in high contrast
measurements. For both cooling and measurement, we use spin-oscillator
couplings that provide transitions between oscillator states in an engineered
Fock state basis. Our approach should facilitate studies of entanglement,
quantum computation, and open-system quantum simulations in a wide range of

Time-dependent Hamiltonian estimation for Doppler velocimetry of trapped ions
The time evolution of a closed quantum system is connected to its Hamiltonian
through Schroedinger's equation. The ability to estimate the Hamiltonian is
critical to our understanding of quantum systems, and allows optimization of
control. Though spectroscopic methods allow time-independent Hamiltonians to be
recovered, for time-dependent Hamiltonians this task is more challenging. Here,
using a single trapped ion, we experimentally demonstrate a method for
estimating a time-dependent Hamiltonian of a single qubit. The method involves
measuring the time evolution of the qubit in a fixed basis as a function of a
time-independent offset term added to the Hamiltonian. In our system the
initially unknown Hamiltonian arises from transporting an ion through a static,
near-resonant laser beam. Hamiltonian estimation allows us to estimate the
spatial dependence of the laser beam intensity and the ion's velocity as a
function of time. This work is of direct value in optimizing transport
operations and transport-based gates in scalable trapped ion quantum
information processing, while the estimation technique is general enough that
it can be applied to other quantum systems, aiding the pursuit of high

Who are these youths? Language in the service of policy
In the 1990s policy relating to children and young people who offend developed as a result of the interplay of political imperatives and populist demands. The ‘responsibilisation’ of young offenders and the ‘no excuses’ culture of youth justice have been ‘marketed’ through a discourse which evidences linguistic changes. This article focuses on one particular area of policy change, that relating to the prosecutorial decision, to show how particular images of children were both reflected and constructed through a changing selection of words to describe the non-adult suspect and offender. In such minutiae of discourse can be found not only the signifiers of public attitudinal and policy change but also the means by which undesirable policy developments can be challenged
The discourse of Olympic security 2012 : London 2012
This paper uses a combination of CDA and CL to investigate the discursive realization of the security operation for the 2012 London Olympic Games. Drawing on Didier Bigo’s (2008) conceptualisation of the ‘banopticon’, it address two questions: what distinctive
linguistic features are used in documents relating to security for London 2012; and, how is Olympic security realized as a discursive practice in these documents? Findings suggest that the documents indeed realized key banoptic features of the banopticon: exceptionalism, exclusion and prediction, as well as what we call ‘pedagogisation’. Claims were made for the
exceptional scale of the Olympic events; predictive technologies were proposed to assess the
threat from terrorism; and documentary evidence suggests that access to Olympic venues
was being constituted to resemble transit through national boundarie
Seeking safety beyond refuge : the impact of immigration and citizenship policy upon refugees in the UK
Western states are concerned about maintaining and securing national borders. Across Europe, one response has been to implement restrictive asylum regimes that prevent ‘bogus’ applicants and grant refuge only to the ‘deserving’. Alongside these concerns, states are eager to encourage socially cohesive communities. One recent tool adopted by the UK government has been citizenship policy, including English language/life in the UK tests and citizenship ceremonies. By drawing upon in-depth interviews with refugees in Scotland (UK), this paper explores the impact of the current asylum regime and citizenship policies from the perspective of individual voices that are often absent from wider debates. It explores how temporary refugee status impacts upon individuals’ everyday lives including employment and education, and impacts upon children. The data also question the reasons for refugees deciding to become British citizens (or not) and highlight instrumental reasons alongside less tangible factors such as gaining a sense of security. Taking the discussion forward, the study explores some unintended consequences of immigration and citizenship policies in the UK. The research suggests that not only do restrictive asylum policies negatively impact upon refugees and their integration but also serve to elevate fear and uncertainty, which can unintentionally spur individuals to seek naturalisation
Solving the degeneracy of the lepton-flavor mixing angle theta_atm by the T2KK two detector neutrino oscillation experiment
If the atmospheric neutrino oscillation amplitude, sin^2 2theta_atm is not
maximal, there is a two fold ambiguity in the neutrino parameter space: sin^2
theta_atm>0.5 or sin^2 theta_atm<0.5. In this article, we study the impact of
this degeneracy, the so-called octant degeneracy, on the T2KK experiment, which
is a proposed extension of the T2K (Tokai-to-Kaimoka) neutrino oscillation
experiment with an additional water cherenkov detector placed in Korea. We find
that the degeneracy between sin^2 theta_atm= 0.40 and 0.60 can be resolved at
the 3sigma level for sin^2 2theta_rct>0.12 (0.08) for the optimal combination
of a 3.0^circ off-axis beam (OAB) at SK (L=295km) and a 0.5^circ OAB at
L=1000km with a far detector of 100kton volume, after 5 years of exposure with
1.0(5.0) time 10^21 POT/year, if the hierarchy is normal. We also study the
influence of the octant degeneracy on the capability of T2KK experiment to
determine the mass hierarchy and the leptonic CP phase. The capability of
rejecting the wrong mass hierarchy grows with increasing sin^2 theta_atm when
the hierarchy is normal, whereas it is rather insensitive to sin^2 theta_atm
for the inverted hierarchy. We also find that the 1sigma allowed region of the
CP phase is not affected significantly even when the octant degeneracy is not
resolved. All our results are obtained for the 22.5 kton Super-Kamiokande as a
near detector and without an anti-neutrino beam.Comment: 23 pages, 9 figure
