    The Micro Impacts of Macroeconomic Adjustment Policies research project has stemmed out of the concern that policy measures implemented to correct serious economic imbalances and induce the economy to efficiency and sustainable growth may have unanticipated and differential welfare impact at the household and firm level. This paper is an integrative report of seven principal investigators on the following areas: macroeconomic analysis, agriculture sector, natural resources and environment sector, industrial informal sector, social services sector, government regulations and monitoring. It reports and integrates the major findings of these studies.     3D MHD Modeling of the Gaseous Structure of the Galaxy: Synthetic Observations

    We generated synthetic observations from the four-arm model presented in Gomez & Cox (2004) for the Galactic ISM in the presence of a spiral gravitational perturbation. We found that velocity crowding and diffusion have a strong effect in the l-v diagram. The v-b diagram presents structures at the expected spiral arm velocities, that can be explained by the off-the-plane structure of the arms presented in previous papers of this series. Such structures are observed in the Leiden/Dwingeloo HI survey. The rotation curve, as measured from the inside of the modeled galaxy, shows similarities with the observed one for the Milky Way Galaxy, although it has large deviations from the smooth circular rotation corresponding to the background potential. The magnetic field inferred from a synthetic synchrotron map shows a largely circular structure, but with interesting deviations in the midplane due to distortion of the field from circularity in the interarm regions.Comment: Accepted for publication in ApJ.     Motivation and benefits of implementation and certification according ISO 9001 – the Portuguese experience

    The aim of the research is to analyze the different aspects associated with the motivation and benefits of certified ISO 9001 companies in Portugal. A total of 426 certified Portuguese companies were surveyed. The response rate was equal to 61.03 percent. Our results suggest that the main motivation for certification were “improvement of quality”, “improvement of company image”, “marketing advantage”, “give empowerment to workers / capturing workers knowledge” and “cost reduction”. The main benefits that Portuguese companies have gained from the referred certification have been, among others, the improvement of “procedures”, beneficial effect on the “company’s image”, the improvement of quality products/services, increase of the “customer satisfaction”, improvement of “on-time delivery”; improvement the “morale” of workers’ increase in productivity and decrease of “production costs”, among others. The surveyed firms belong only to the Minho region of the north of Portugal. This paper aims to provide a contribution to the research related to the motivation and benefits associated to the quality management systems.     The estimation of the return on firms’ investments – as to ISO 9001

    The aim of this paper was to estimate the return on investment in QMS (quality management systems) certification undertaken in Portuguese firms, according to the ISO 9000 series. A total of 426 certified Portuguese firms were surveyed. The response rate was 61.03 percent. The different payback periods were validated through statistical analysis and the relationship between expected and perceived payback periods was discussed. This study suggests that a firm’s sector of activity, size and degree of internationalization are related to the length of the investment in QMS certification recovery period. Furthermore, our findings suggest, that the time taken to obtain the certification is not directly related to the economic component of the certification. The majority of Portuguese firms (58.9%) took up to three years to recoup their investment and 35.5% of companies said they had not yet recovered the initial investment made. The recoup of investment was measured by the increase in the number of customers and consequent volume of deliveries, improved profitability and productivity of the company, improvement of competitive position and performance (cost savings), reduction in the number of external complaints and internal defects/scrap, achievement of some important clientele, among others. We compared our work to similar studies undertaken in other countries. This paper provides a contribution to the research related to the return on investment for costs related to the certification QMS according to ISO 9000. This paper provides a valuable contribution to the field and is one of the first studies to undertake this type of analysis in Portugal

    Development of a semi-automated method for measuring urinary iodine and its application in epidemiological studies in Brazilian schoolchildren

    In this study we developed a semi-automated method for the measurement of urinary iodine using firstly ammonium persulfate for digestion of urine followed by estimation of iodine content in the Sandell-Kolthoff reaction, in which iodine acts as a catalyst for the reduction of cerium. This method was validated in the 3rd Brazilian National Survey of iodine deficiency in 1994. We studied 16,803 casual urine samples from schoolchildren of 401 cities and found 4 moderately-deficient towns (Almas, Arraias, and Parana, in the State of Tocantins, and Cocos, in the State of Bahia), and 116 mildly-deficient. This work suggests that despite the salt iodization program, there was some iodine-deficient areas in Brazil in 1994. Recent surveys, involving less cities, are indicating an excess of iodine ingestion.     Formation and Collapse of Quiescent Cloud Cores Induced by Dynamic Compressions

    (Abridged) We present numerical hydrodynamical simulations of the formation, evolution and gravitational collapse of isothermal molecular cloud cores. A compressive wave is set up in a constant sub-Jeans density distribution of radius r = 1 pc. As the wave travels through the simulation grid, a shock-bounded spherical shell is formed. The inner shock of this shell reaches and bounces off the center, leaving behind a central core with an initially almost uniform density distribution, surrounded by an envelope consisting of the material in the shock-bounded shell, with a power-law density profile that at late times approaches a logarithmic slope of -2 even in non-collapsing cases. The resulting density structure resembles a quiescent core of radius < 0.1 pc, with a Bonnor-Ebert-like (BE-like) profile, although it has significant dynamical differences: it is initially non-self-gravitating and confined by the ram pressure of the infalling material, and consequently, growing continuously in mass and size. With the appropriate parameters, the core mass eventually reaches an effective Jeans mass, at which time the core begins to collapse. Thus, there is necessarily a time delay between the appearance of the core and the onset of its collapse, but this is not due to the dissipation of its internal turbulence as it is often believed. These results suggest that pre-stellar cores may approximate Bonnor-Ebert structures which are however of variable mass and may or may not experience gravitational collapse, in qualitative agreement with the large observed frequency of cores with BE-like profiles.Comment: Accepted for publication in ApJ.
