Wind profiler demonstration system
The National Oceanic and Atmospheric Administration (NOAA) has started procurement of a 30-station demonstration network of Doppler radar wind profilers to be deployed in the central United States by 1989. The purposes of this demonstration network are: (1) to assess the impact of a large wind profiler network on meteorological forecasting; (2) to test wind profiler hardware designed specifically for commercial production and widespread deployment; and (3) to provide wind data for research programs involving weather phenomena in the central United States
Coping with Poorly Understood Domains: the Example of Internet Trust
The notion of trust, as required for secure operations over the Internet, is important for ascertaining the source of received messages. How can we measure the degree of trust in authenticating the source? Knowledge in the domain is not established, so knowledge engineering becomes knowledge generation rather than mere acquisition. Special techniques are required, and special features of KBS software become more important than in conventional domains. This paper generalizes from experience with Internet trust to discuss some techniques and software features that are important for poorly understood domains
7-Li(p,n) Nuclear Data Library for Incident Proton Energies to 150 MeV
We describe evaluation methods that make use of experimental data, and
nuclear model calculations, to develop an ENDF-formatted data library for the
reaction p + Li7 for incident protons with energies up to 150 MeV. The
important 7-Li(p,n_0) and 7-Li(p,n_1) reactions are evaluated from the
experimental data, with their angular distributions represented using Lengendre
polynomial expansions. The decay of the remaining reaction flux is estimated
from GNASH nuclear model calculations. The evaluated ENDF-data are described in
detail, and illustrated in numerous figures. We also illustrate the use of
these data in a representative application by a radiation transport simulation

New age data on the geological evolution of Southern India
The Peninsular Gneisses of Southern India developed over a period of several hundred Ma in the middle-to-late Archaean. Gneisses in the Gorur-Hassan area of southern Karnataka are the oldest recognized constituents: Beckinsale et al. reported a preliminary Rb-Sr whole-rock isochron age of 33558 + or - 66 Ma, but further Rb-Sr and Pb/Pb whole-rock isochron determinations indicate a slightly younger, though more precise age of ca 3305 Ma (R. D. Beckinsale, Pers. Comm.). It is well established that the Peninsular Gneisses constitute basement on which the Dharwar schist belts were deposited. Well-documented exposures of unconformities, with basal quartz pebble conglomerates of the Dharwar Supergroup overlying Peninsular Gneisses, have been reported from the Chikmagalur and Chitradurga areas, and basement gneisses in these two areas have been dated by Rb-Sr and Pb/Pb whole-rock isochron methods at ca 3150 Ma and ca 3000 Ma respectively. Dharwar supracrustal rocks of the Chitradurga schist belt are intruded by the Chitradurga Granite, dated by a Pb/Pb whole-rock isochron at 2605 + or - 18 Ma. These results indicate that the Dharwar Supergroup in the Chitradurga belt was deposited between 3000 Ma and 2600 Ma
A Wide-Field CCD Survey for Centaurs and Kuiper Belt Objects
A modified Baker-Nunn camera was used to conduct a wide-field survey of 1428
square degrees of sky near the ecliptic in search of bright Kuiper Belt objects
and Centaurs. This area is an order of magnitude larger than any previously
published CCD survey for Centaurs and Kuiper Belt Objects. No new objects
brighter than red magnitude m=18.8 and moving at a rate 1"/hr to 20"/hr were
discovered, although one previously discovered Centaur 1997 CU26 Chariklo was
serendipitously detected. The parameters of the survey were characterized using
both visual and automated techniques. From this survey the empirical projected
surface density of Centaurs was found to be SigmaCentaur(m<18.8)=7.8(+16.0
-6.6)x10^-4 per square degree and we found a projected surface density 3sigma
upper confidence limit for Kuiper Belt objects of SigmaKBO(m< 18.8)<4.1x10^-3
per square degree. We discuss the current state of the cumulative luminosity
functions of both Centaurs and Kuiper Belt objects. Through a Monte Carlo
simulation we show that the size distribution of Centaurs is consistent with a
q=4 differential power law, similar to the size distribution of the parent
Kuiper Belt Objects. The Centaur population is of order 10^7 (radius > 1 km)
assuming a geometric albedo of 0.04. About 100 Centaurs are larger than 50 km
in radius, of which only 4 are presently known. The current total mass of the
Centaurs is 10^-4 Earth Masses. No dust clouds were detected resulting from
Kuiper Belt object collisions, placing a 3sigma upper limit <600 collisionally

Social Media, Professional Media, and Mobilization in Contemporary Britain:Explaining the Strengths and Weaknesses of the Citizens’ Movement 38 Degrees

Within a period of a few years, the internet-enabled UK citizens’ movement 38 Degrees has amassed a membership of 3 million and now sits alongside similar entities such as America’s MoveOn, Australia’s GetUp! and the transnational movement Avaaz. In this article, we contribute to current thinking about digital media and mobilisation by addressing some of the limitations of existing research on these movements and on digital activism more generally. We show how 38 Degrees’ digital network repertoires coexist interdependently with its strategy of gaining professional news media coverage. We explain how the oscillations between choreographic leadership and member influence and between digital media horizontalism and elite media-centric work constitute the space of interdependencies in which 38 Degrees acts. These delicately balanced relations can quickly dissolve and be replaced by simpler relations of dependence on professional media. Yet despite its fragility, we theorise about how 38 Degrees may boost individuals’ political efficacy, irrespective of the outcome of individual campaigns. Our conceptual framework can be used to guide research on similar movements
