Computing Stable Coalitions: Approximation Algorithms for Reward Sharing
Consider a setting where selfish agents are to be assigned to coalitions or
projects from a fixed set P. Each project k is characterized by a valuation
function; v_k(S) is the value generated by a set S of agents working on project
k. We study the following classic problem in this setting: "how should the
agents divide the value that they collectively create?". One traditional
approach in cooperative game theory is to study core stability with the
implicit assumption that there are infinite copies of one project, and agents
can partition themselves into any number of coalitions. In contrast, we
consider a model with a finite number of non-identical projects; this makes
computing both high-welfare solutions and core payments highly non-trivial.
The main contribution of this paper is a black-box mechanism that reduces the
problem of computing a near-optimal core stable solution to the purely
algorithmic problem of welfare maximization; we apply this to compute an
approximately core stable solution that extracts one-fourth of the optimal
social welfare for the class of subadditive valuations. We also show much
stronger results for several popular sub-classes: anonymous, fractionally
subadditive, and submodular valuations, as well as provide new approximation
algorithms for welfare maximization with anonymous functions. Finally, we
establish a connection between our setting and the well-studied simultaneous
auctions with item bidding; we adapt our results to compute approximate pure
Nash equilibria for these auctions.Comment: Under Revie

Environmental Health in Early Childhood Systems Building: Opportunities for States
Exposure to environmental hazards has negative outcomes for healthy child development. Household and community pollutants affect people of all ages, but for a number of important reasons young children face a significantly higher risk of developing disease and experiencing cognitive and psychomotor developmental delays. Fortunately, many common forms of exposure are preventable, and there are abundant opportunities for state-level stakeholders to initiate and support effective interventions. This brief identifies some of the substances that threaten young children inside and nearby the home or early care and learning setting. It describes the importance of early intervention for disease prevention, and provides examples of strategic approaches to regional policy and program reform. Finally, it explores specific actions states can take to successfully address environmental health issues affecting children. Statewide environmental health initiatives can play an important role in broader early childhood systems-building efforts. Coordinating cross-agency interventions requires some preparation to learn the basics of the issue, and there are many resources available to get started on a path to prevent and remediate environmental threats to the health of young children
Efficient Equilibria in Polymatrix Coordination Games
We consider polymatrix coordination games with individual preferences where
every player corresponds to a node in a graph who plays with each neighbor a
separate bimatrix game with non-negative symmetric payoffs. In this paper, we
study -approximate -equilibria of these games, i.e., outcomes where
no group of at most players can deviate such that each member increases his
payoff by at least a factor . We prove that for these
games have the finite coalitional improvement property (and thus
-approximate -equilibria exist), while for this
property does not hold. Further, we derive an almost tight bound of
on the price of anarchy, where is the number of
players; in particular, it scales from unbounded for pure Nash equilibria ( to for strong equilibria (). We also settle the complexity
of several problems related to the verification and existence of these
equilibria. Finally, we investigate natural means to reduce the inefficiency of
Nash equilibria. Most promisingly, we show that by fixing the strategies of
players the price of anarchy can be reduced to (and this bound is tight)
Using Group Model Building to Understand Factors That Influence Childhood Obesity in an Urban Environment
Background: Despite increased attention, conventional views of obesity are based upon individual behaviors, and children and parents living with obesity are assumed to be the primary problem solvers. Instead of focusing exclusively on individual reduction behaviors for childhood obesity, greater focus should be placed on better understanding existing community systems and their effects on obesity. The Milwaukee Childhood Obesity Prevention Project is a community-based coalition established to develop policy and environmental change strategies to impact childhood obesity in Milwaukee, Wisconsin. The coalition conducted a Group Model Building exercise to better understand root causes of childhood obesity in its community. Methods: Group Model Building is a process by which a group systematically engages in model construction to better understand the systems that are in place. It helps participants make their mental models explicit through a careful and consistent process to test assumptions. This process has 3 main components: (1) assembling a team of participants; (2) conducting a behavior-over-time graphs exercise; and (3) drawing the causal loop diagram exercise. Results: The behavior-over-time graph portion produced 61 graphs in 10 categories. The causal loop diagram yielded 5 major themes and 7 subthemes. Conclusions: Factors that influence childhood obesity are varied, and it is important to recognize that no single solution exists. The perspectives from this exercise provided a means to create a process for dialogue and commitment by stakeholders and partnerships to build capacity for change within the community
Novel diffusion mechanism on the GaAs(001) surface: the role of adatom-dimer interaction
Employing first principles total energy calculations we have studied the
behavior of Ga and Al adatoms on the GaAs(001)-beta2 surface. The adsorption
site and two relevant diffusion channels are identified. The channels are
characterized by different adatom-surface dimer interaction. Both affect in a
novel way the adatom migration: in one channel the diffusing adatom jumps
across the surface dimers and leaves the dimer bonds intact, in the other one
the surface dimer bonds are broken. The two channels are taken into account to
derive effective adatom diffusion barriers. From the diffusion barriers we
conclude a strong diffusion anisotropy for both Al and Ga adatoms with the
direction of fastest diffusion parallel to the surface dimers. In agreement
with experimental observations we find higher diffusion barriers for Al than

Superconductivity in Cu_xTiSe_2
Charge density waves (CDWs) are periodic modulations of the conduction
electron density in solids. They are collective states that arise from
intrinsic instabilities often present in low dimensional electronic systems.
The layered dichalcogenides are the most well-studied examples, with TiSe_2 one
of the first CDW-bearing materials known. The competition between CDW and
superconducting collective electronic states at low temperatures has long been
held and explored, and yet no chemical system has been previously reported
where finely controlled chemical tuning allows this competition to be studied
in detail. Here we report how, upon controlled intercalation of TiSe_2 with Cu
to yield Cu_xTiSe_2, the CDW transition is continuously suppressed, and a new
superconducting state emerges near x = 0.04, with a maximum T_c of 4.15 K found
at x = 0.08. Cu_xTiSe_2 thus provides the first opportunity to study the CDW to
Superconductivity transition in detail through an easily-controllable chemical
parameter, and will provide new insights into the behavior of correlated

Developing a framework for the analysis of power through depotentia
Stakeholder participation in tourism policy-making is usually perceived as providing a means of empowerment. However participatory processes drawing upon stakeholders from traditionally empowered backgrounds may provide the means of removing empowerment from stakeholders. Such an outcome would be in contradiction to the claims that participatory processes improve both inclusivity and sustainability. In order to form an understanding of the sources through which empowerment may be removed, an analytical perspective has been developed deriving from Lukes�s views of power dating from 1974. This perspective considers the concept of depotentia as the removal of �power to� without speculating upon the underlying intent and also provides for the multidimensionality of power to be examined within a single study. The application of this analytical perspective has been tested upon findings of the government-commissioned report of the Countryside and Community Research Unit in 2005. The survey and report investigated the progress of Local Access Forums in England created in response to the Countryside and Rights of Way Act 2000. Consideration of the data from this perspective permits the classification of individual sources of depotentia which can each be addressed and potentially enable stakeholder groups to reverse loss of empowerment where it has occurred
Types, obstacles and sources of empowerment in co-design: the role of shared material objects and processes
Co-design is intrinsically linked to the notion of empowerment, however little research has focussed specifically on understanding the types, obstacles and sources of empowerment in co-design. This paper combines theoretical investigations with observations derived from co-designed research by academic and non-academic partners to explore these issues, in particular, the role of shared material objects and processes in supporting empowerment during co-design. The paper uses the notions of ‘power over,’ ‘power to’, ‘power with’ and ‘power within’ to tease out different aspects of empowerment, and draws on empirical observations to determine different obstacles and sources associated with each. The study therefore makes a theoretical contribution to the understanding of co-design as an empowerment process and should be useful for design researchers undertaking co-design projects with non-experts
