Earned Income Tax Credit: Path Dependence and the Blessing of Undertheorization
Some commentators have lamented that the Earned Income Tax Credit (EITC) is undertheorized—that its purpose is unclear—and that its design is therefore suboptimal. This Note explores the credit’s path-dependent past, which has resulted in a present-day EITC that manifests a diverse, uncoordinated assortment of policy purposes. Although the EITC’s ambiguity of purpose may yield policy inefficiencies, this Note argues that it also produces significant political benefits that would-be reformers who value the EITC’s many societal benefits should take into account before they attempt to enact any major overhaul
Improved Measurement of Muon Antineutrino Disappearance in MINOS
We report an improved measurement of ν̅_μ disappearance over a distance of 735 km using the MINOS detectors and the Fermilab Main Injector neutrino beam in a ν̅_μ-enhanced configuration. From a total exposure of 2.95×10^20 protons on target, of which 42% have not been previously analyzed, we make the most precise measurement of Δm̅^2=[2.62_(-0.28)^(+0.31)(stat)±0.09(syst)]×10^(-3) eV^2 and constrain the ν_μ mixing angle sin^(2)(2θ̅)>0.75 (90% C.L.). These values are in agreement with Δm^2 and sin^(2)(2θ) measured for νμ, removing the tension reported in [ P. Adamson et al. Phys. Rev. Lett. 107 021801 (2011)]
The 3 micron spectrum of NGC 4565
Researchers spectrum of NGC 4565 is essentially featureless. The absence of the 3.0 micron feature (Tau 3.0 less than 0.05) implies that the extinction to the nucleus does not arise to a significant degree in molecular clouds. Researchers deduce Tau 3.0/A sub V less than 0.01, compared with approx. 0.022 for GC-IRS7. These results support the conclusion (McFadzean et al. 1989) that the 3.0 micron absorption in the GC-IR sources is due to the presence of ice in a (probably single) foreground molecular cloud. The 3.4 micron feature is also weak or absent in the researchers spectrum of NGC 4565 (Tau 3.4 less than or equal to 0.07), hence, Tau 3.4/A sub V less than or equal to 0.016, compared with approx. 0.008 towards GC-IRS7. The absence of the feature in NGC 4565 at the signal-to-noise level of the current observations is consistent with a probable moderate degree of extinction towards the nucleus. The observations of NGC 4565 provide a useful comparison for studies of dust in the Galaxy. Limits have been set on the strengths of the 3.0 and 3.4 micron features in NGC 4565. The absence of 3.0 micron absorption is significant, and supports the view that the feature at this wavelength in the Galactic Centre is due to water-ice absorption in a foreground molecular cloud. The non-detection of the 3.4 micron absorption is less surprising and provides indirect support for the association between this feature and the diffuse interstellar medium. The current spectrum probably represents the best that can be achieved with a single-detector instrument within reasonable integration times. It will clearly be of interest in the future to obtain spectra of higher signal-to-noise, as a positive detection of the 3.4 micron feature in an external galaxy, even at a low level, would be of considerable astrophysical significance
Investigation of Downwash, Sidewash, and Mach Number Distribution behind a Rectangular Wing at a Mach Number of 2.41
An investigation of the nature of the flow field behind a rectangular circular-arc wing has been conducted in the Langley 9-inch supersonic tunnel. Pitot- and static-pressure surveys covering a region of flow behind the wing have been made together with detailed pitot surveys throughout the region of the wake. In addition, the flow direction has been measured using a weathercocking vane measurements. Theoretical calculations of the variation of both downwash and sidewash with angle of attack using Lagerstrom's superposition method have been made. In addition the effect of the wing thickness on the sidewash with the wing at 0 angle of attack has been evaluated. Near an angle of attack of 0, agreement between theory and experiment is good, particularly for the downwash results, except in the plane of the wing, inboard of the tip. In this region the proximity of the shed vortex sheet and the departure of the spanwise distribution of vorticity from theory would account for the disagreement. At higher angles of attack prediction of downwash depends on a knowledge of the location of the trailing vortex sheet, in order that the downwash may be corrected for its displacement and distortion. The theoretical location of the trailing vortex sheet, based on the theoretical downwash values integrated downstream from the wing trailing edge, is shown to differ widely from the experimental case. The rolling-up of the trailing vortex sheet behind the wing tip is evidenced by both the wake surveys and the flow-angle measurements
The move to quality assurance in Chinese higher education: Tensions between policy and practices
This paper investigates quality assurance in Chinese higher education by looking at the Evaluation of the University Baccalaureate Programmes Project (EUBPP) conducted in China. It analyses factors that bring about tensions between policy and practice in this area through a study of two contrasting tertiary institutions. The results show that the aims of the EUBPP have been partly achieved through the interaction of policy-making and implementation. In the process, contextual factors connected to institutional status and stages of development have led to varying degrees of tension between policy and practices.published_or_final_versio
