    Regional Investment Policy Under the Impact of Budget Limitations and Economic Sanctions

    The article is devoted to the assessment of influence of budgetary restrictions and economic sanctions on investment policy of a region. The paper studies the bilateral negative effect on socio-economic development of regions from both the external sanctions and braking mechanism of economic development within the country. On the basis of the comparative and statistical analysis, the need to change focus of investment policy from the growth in volumes to qualitative perfecting is proved. The new direction of investment policy connected with the import substitution process realization, its combination with acceleration of innovative development on the certain example of Sverdlovsk region is analyzed. The conclusions and offers stated in the article are applicable to the public authorities of subjects of the Russian Federation, experts in the sphere of regional investment policy and improvement of investment climate, and also the specialized organizations specialized in attracting investment and work with investors in regions of Russia

    Characteristics of the electric field accompanying a longitudinal acoustic wave in a metal. Anomaly in the superconducting phase

    The temperature dependence of the amplitude and phase of the electric potential arising at a plane boundary of a conductor when a longitudinal acoustic wave is incident normally on it is investigated theoretically and experimentally. The surface potential is formed by two contributions, one of which is spatially periodic inside the sample, with the period of the acoustic field; the second is aperiodic and arises as a result of an additional nonuniformity of the electron distribution in a surface layer of the metal. In the nonlocal region the second contribution is dominant. The phases of these contributions are shifted by approximately \pi /2. For metals in the normal state the experiment is in qualitative agreement with the theory. The superconducting transition is accompanied by catastrophically rapid vanishing of the electric potential, in sharp contrast to the theoretical estimates, which predict behavior similar to the BCS dependence of the attenuation coefficient for a longitudinal sound.Comment: 9 pages, 6 figure

    Production of spectator hypermatter in relativistic heavy-ion collisions

    We study the formation of large hyper-fragments in relativistic heavy-ion collisions within two transport models, DCM and UrQMD. Our goal is to explore a new mechanism for the formation of strange nuclear systems via capture of hyperons by relatively cold spectator matter produced in semi-peripheral collisions. We investigate basic characteristics of the produced hyper-spectators and evaluate the production probabilities of multi-strange systems. Advantages of the proposed mechanisms over an alternative coalescence mechanism are analysed. We also discuss how such systems can be detected taking into account the background of free hyperons. This investigation is important for the development of new experimental methods for producing hyper-nuclei in peripheral relativistic nucleus-nucleus collisions, which are now underway at GSI and are planned for the future FAIR and NICA facilities.Comment: 28 pages, including 10 figures.     Для техніко-економічного порівняння варіантів в електропостачальних системах найбільш застосовний економічний показник – дисконтовані витрати, а для вибору окремих елементів електропостачальних систем – питомі дисконтовані витрати. В статті наведена методика застосування стохастичної моделі вибору елементів електропостачальних систем за даним критерієм та оцінка її чутливості до зміни норми дисконту, тарифу на електроенергію та капітальних вкладень на прикладі вибору трансформаторів. Дана методика реалізована в програмі для ЕОМ, яка дозволяє отримати криві оптимальних за критерієм економічності параметрів розподілу електричних навантажень або зони економічних інтервалів цих параметрів.For technical and economic comparison of options in electric supply systems the most applicable economic indicator is discounted costs and for selection of individual elements of electric supply systems – specific discounted costs. The article describes application methods of stochastic selection model for electric supply systems elements on this criterion and evaluation of its sensitivity to changes in the discount rate, electricity tariff and capital investment on example transformers selection. This technique is implemented in a computer program, which allows you to get optimal curves on the criterion of economic efficiency of electrical load distribution parameters or economic intervals zone of these parameters.Для технико-экономического сравнения вариантов в системах электроснабжения наиболее применим экономический показатель – дисконтированные затраты, а для выбора отдельных элементов систем электроснабжения – удельные дисконтированные затраты. В статье приведена методика применения стохастической модели выбора элементов систем электроснабжения по данному критерию и оценка ее чувствительности к изменению нормы дисконта, тарифа на электроэнергию и капитальных вложений на примере выбора трансформаторов. Данная методика реализована в программе для ЭВМ, которая позволяет получить кривые оптимальных по критерию экономичности параметров распределения электрических нагрузок или зоны экономических интервалов этих параметров

    Magnus force and acoustic Stewart-Tolman effect in type II superconductors

    At zero magnetic field we have observed an electromagnetic radiation from superconductors subjected by a transverse elastic wave. This radiation has an inertial origin, and is a manifestation of the acoustic Stewart-Tolman effect. The effect is used for implementing a method of measurement of an effective Magnus force in type II superconductors. The method does not require the flux flow regime and allows to investigate this force for almost the whole range of the existence of the mixed state. We have studied behavior of the gyroscopic force in nonmagnetic borocarbides and Nb. It is found that in borocarbides the sign of the gyroscopic force in the mixed state is the same as in the normal state, and its value (counted for one vortex of unit length) has only a weak dependence on the magnetic field. In Nb the change of sign of the gyroscopic force under the transition from the normal to the mixed state is observed.Comment: 4 pages, 5 figure

    Numerical Simulation of Heat-and-Mass Transfer Processes in the Cooling Passages of a Cylinder Head in a Diesel Locomotive Engine

    Results are given for the comparative numerical simulation of heat-and-mass transfer processes in the cooling passages of a cylinder head in diesel locomotive engine 16 FN 26/27 running under rated power conditions at different engine boost levels. The advanced numerical methods used are shown to ensure a high degree of accuracy and information content when simulating heat-and-mass transfer processes, and enable evaluating the local values of flow parameters with account of the complex configuration of the flow parts in the cooling passages and the impact of operating parameters. The results show that an increasing boost level of a diesel engine and, respectively, a growing thermal load degrade drastically the conditions of heat rejection from the most thermally stressed zones of the cylinder head – the central part of the bottom face in the area of the injector bore and of the bridge between the bores of exhaust valve seats. The paper assesses the impact of the boost level on the effectiveness of heat rejection from the most thermally stressed areas of the cylinder head of a diesel locomotive engine. Conclusions and recommendations for improving the operating conditions of the cylinder head are given

    Features of the distribution of the concentration on the mucous stomach of active and inactive forms of helicobacterial infection in patients with chronic non-atrophic gastritis, suffering and not suffering from chronic constipation

    The frequency of detection and the degree of colonization of the gastric mucosa by the active and inactive form of Helicobacter pylori infection was analyzed in 50 patients with chronic non-atrophic gastritis, suffering from chronic constipation, and in 50 patients with chronic non-atrophic gastritis, who did not suffer from constipation. In the group of patients suffering from chronic constipation, the frequency of occurrence of the active form of Helicobacter pylori infection in different topographic zones of the stomach ranged from 46% to 56% with an average degree of mucosal seeding from 1.12 ± 0.13 (+) to 1.48 ± 0.13 (+), the frequency of occurrence of an inactive form of Helicobacter pylori infection in different topographic zones of the stomach ranged from 0% to 48% with an average degree of mucosal colonization from 0 ± 0.0 (+) to 1.30 ± 0.13 (+), while while in the group of patients who did not suffer from chronic constipation, the frequency of occurrence of an act distinct Helicobacter pylori infection in different topographic zones of the stomach ranged from 36% to 52% with an average degree of mucosal seeding from 1.02 ± 0.13 (+) to 1.34 ± 0.13 (+), and the frequency of occurrence of the inactive Helicobacter pylori infections in different topographic zones of the stomach ranged from 0% to 58% with an average degree of mucosal seeding from 0 ± 0.0 (+) to 1.56 ± 0.13 (+). In patients of the first group, the frequency of detection of intracellular "depots" of HP infection was 2.3 times higher than in patients of the second group

    Prospects of Using Steel Pistons in Transport Diesel Engines

    The results of comparative design research in the thermal stress and strain state of the piston in transport diesel engine 2 F 10.5/12 are given for its rated power operation. The standard piston is made of an aluminium alloy, and the modernized one, of steel. Piston thermal profiling and indicator test results were used for identifying the mathematical models and refining the boundary conditions for mechanics and heat conduction problems. To ensure reliable heat rejection from the piston, the paper considered the case of oil jet cooling. This was taken into account when describing the boundary conditions of the heat conduction problem. The thin-wall steel piston with oil jet cooling was shown to function reliably under the study conditions. The temperature in the first compression ring groove does not exceed 200 °С, and the radial deformation of the piston crown is less than half of that of an aluminium alloy standard piston
