Valentinstag in Kumasi, Ghana: Sexualität und Generationenbeziehungen im Wandel

In den letzten fünf Jahren ist Valentinstag von den jungen Menschen in Ghana öffentlich gefeiert worden. Diese Tatsache hat den Anlass für eine öffentliche Diskussion gegeben, die Einblicke in den Wandel der Kindheit und der Jugend im postkolonialen Ghana ermöglicht: Die Feierlichkeiten sind eng mit dem Zugang zu neuen Gütern und Kommunikationstechnologien verbunden, die von Seiten der jungen Menschen seit dem Anfang des neuen Jahrhundert genutzt werden. Die Medien und die Pfingstkirchen schaffen ein sexualisiertes Publikum, dessen Kern die Jugend ist. Die Schulen verlängern nicht nur die Kindheit infolge dessen, dass sie eine Lücke zwischen dem Erreichen der sexuellen Reife der jungen Leute und deren Eintritt in das reproduktive Leben schaffen. Sie entziehen zugleich den Bereich deren Sexualität der Kontrolle ihrer Eltern. Trotz diesen komplexen Entwicklungen pflegen sowohl die Vertreter der jungen Generation als auch ihre Eltern traditionelle Formen der vorehelichen Beziehungen, bei denen die Kommunikation zwischen den Generationen durch Schweigen und Geheimnisse bezüglich der Sexualität gekennzeichnet ist. This opened up public discussions giving insights into changes of youth and childhood in postcolonial Ghana: The celebrations are closely connected with the arrival of new goods and communication technologies which have been used by young people since the turn of the millennium. The media and Pentecostal Churches create a sexualized public, with 'the youth' as a centre of interest. Schools not only prolong childhood, creating a gap between young people's sexual maturity and their entry into reproductive life, but also offer a sexualized sphere outside their parents' control. Despite these complex changes, young people (and their parents) keep to customary forms of premarital relationships, in which modes of intergenerational communication are marked by silence and secrets about sexual friendships." Referencing scholarly debates on humanitarianism and specifically HIV interventions, this article analyses the commodification of health in Botswana’s political arena throughout the HIV pandemic and beyond, contributing to a re-evaluation of the distribution of public wealth and international support in welfare states in Africa. The starting point of the analysis is a project to build a private hospital – a move to create a centre of excellence exclusive of international HIV/AIDS donations – and the staging of political responsibilities around it. Public investment into private health is an attempt to reform infrastructures built with HIV/AIDS money and to develop a market of high-paying jobs within the country. This process transforms the inalienable and indivisible condition of health and survival into a political commodity.publishe

Referencing scholarly debates on humanitarianism and specifically HIV interventions, this article analyses the commodification of health in Botswana’s political arena throughout the HIV pandemic and beyond, contributing to a re-evaluation of the distribution of public wealth and international support in welfare states in Africa. The starting point of the analysis is a project to build a private hospital – a move to create a centre of excellence exclusive of international HIV/AIDS donations – and the staging of political responsibilities around it. Public investment into private health is an attempt to reform infrastructures built with HIV/AIDS money and to develop a market of high-paying jobs within the country. This process transforms the inalienable and indivisible condition of health and survival into a political commodity.Mit Bezug auf die wissenschaftliche Debatte über humanitäre Hilfe, insbesondere im Zusammenhang mit HIV/AIDS, analysiert die Autorin die Ökonomisierung von Gesundheit in Botswana während und nach der HIV/AIDS-Pandemie. Damit trägt sie zu einer Wiederbelebung der Diskussion um die Verteilung öffentlicher Güter und die internationale Unterstützung für die öffentliche Fürsorge in afrikanischen Staaten bei. Ausgangspunkt ihrer Analyse ist ein Projekt zum Bau eines privaten Krankenhauses – eines regionalen Zentrums exzellenter Krankenversorgung, unabhängig von internationalen HIV/AIDS-Hilfsmitteln – und die damit verbundene politische Inszenierung. Über öffentliche Investitionen in die private Gesundheitsversorgung strebt die Regierung eine Reform der Institutionen an, die mithilfe von HIV/AIDS-Hilfsgeldern im Land aufgebaut wurden, sowie gleichzeitig die Schaffung hochbezahlter Arbeitsplätze.
