    NASA Langley Research Center and the FAA collaborated in an effort to evaluate the effect of Enhanced Vision (EV) technology display in a commercial flight deck during low visibility surface operations. Surface operations were simulated at the Memphis, TN (FAA identifier: KMEM) air field during nighttime with 500 Runway Visual Range (RVR) in a high-fidelity, full-motion simulator. Ten commercial airline flight crews evaluated the efficacy of various EV display locations and parallax and mini cation effects. The research paper discusses qualitative and quantitative results of the simulation experiment, including the effect of EV display placement on visual attention, as measured by the use of non-obtrusive oculometry and pilot mental workload. The results demonstrated the potential of EV technology to enhance situation awareness which is dependent on the ease of access and location of the displays. Implications and future directions are discussed

    Global cooperation is essential for coordinated planning and response to public health emergencies, as well as for building sufficient capacity around the world to detect, assess and respond to health events. The United States is committed to, and actively engaged in, supporting disease surveillance capacity building around the world. We recognize that there are many agencies involved in this effort, which can become confusing to partner countries and other public health entities. This paper aims to describe the agencies and offices working directly on global disease surveillance capacity building in order to clarify the United States Government interagency efforts in this space

    Who's Cueing Whom? Mass-elite linkages and the future of European integration

    The 2005 French and Dutch referendum campaigns were characterized by an alleged disconnect between pro-European political elites and Eurosceptic masses. Past evidence regarding elite-mass linkages in the context of European integration has been conflicting. Whereas some scholars argue that political elites respond to the changing preferences of their electorates, others suggest that party elites cue the mass public through a process of information and persuasion. We contend that these conflicting results stem from the reciprocal nature of elite-mass linkages and estimate a series of dynamic simultaneous equations models to account for this reverse causation. Using Euro-barometer and expert survey data from 1984-2002, we find evidence of a dual-process model, whereby party elites both respond to and shape the views of their supporters. We also find that the strength of these results is contingent on several factors, including the type of electoral system, intra-party dissent and voter characteristics.     An Outbreak of Rift Valley Fever in Northeastern Kenya, 1997-98

    In December 1997, 170 hemorrhagic fever-associated deaths were reported in Carissa District, Kenya. Laboratory testing identified evidence of acute Rift Valley fever virus (RVFV). Of the 171 persons enrolled in a cross-sectional study, 31(18%) were anti-RVFV immunoglobulin (Ig) M positive. An age-adjusted IgM antibody prevalence of 14% was estimated for the district. We estimate approximately 27,500 infections occurred in Garissa District, making this the largest recorded outbreak of RVFV in East Africa. In multivariate analysis, contact with sheep body fluids and sheltering livestock in one’s home were significantly associated with infection. Direct contact with animals, particularly contact with sheep body fluids, was the most important modifiable risk factor for RVFV infection. Public education during epizootics may reduce human illness and deaths associated with future outbreaks
