Detailed studies of aviation fuel flowability
Six Jet A fuels, with varying compositions, were tested for low temperature flowability in a 190-liter simulator tank that modeled a section of a wing tank of a wide-body commercial airplane. The insulated tank was chilled by circulating coolant through the upper and lower surfaces. Flow-ability was determined as a function of fuel temperature by holdup, the fraction of unflowable fuel remaining in the tank after otherwise complete withdrawal. In static tests with subfreezing tank conditions, hold up varied with temperature and fuel composition. However, a general correlation of two or three classes of fuel type was obtained by plotting holdup as a function of the difference between freezing point and boundary-layer temperature, measured 0.6 cm above the bottom tank surface. Dynamic conditions of vibrations and slosh or rate of fuel withdrawal had very minor effects on holdup. Tests with cooling schedules to represent extreme, cold-day flights showed, at most, slight holdup for any combination of fuel type or dynamic conditions. Tests that superimposed external fuel heating and recirculation during the cooldown period indicates reduced hold up by modification of the low-temperature boundary layer. Fuel heating was just as effective when initiated during the later times of the tests as when applied continuously
Results and conjectures on simultaneous core partitions
An n-core partition is an integer partition whose Young diagram contains no
hook lengths equal to n. We consider partitions that are simultaneously a-core
and b-core for two relatively prime integers a and b. These are related to
abacus diagrams and the combinatorics of the affine symmetric group (type A).
We observe that self-conjugate simultaneous core partitions correspond to the
combinatorics of type C, and use abacus diagrams to unite the discussion of
these two sets of objects.
In particular, we prove that (2n)- and (2mn+1)-core partitions correspond
naturally to dominant alcoves in the m-Shi arrangement of type C_n,
generalizing a result of Fishel--Vazirani for type A. We also introduce a major
statistic on simultaneous n- and (n+1)-core partitions and on self-conjugate
simultaneous (2n)- and (2n+1)-core partitions that yield q-analogues of the
Coxeter-Catalan numbers of type A and type C.
We present related conjectures and open questions on the average size of a
simultaneous core partition, q-analogs of generalized Catalan numbers, and
generalizations to other Coxeter groups. We also discuss connections with the

Numerical simulations of the Fourier transformed Vlasov-Maxwell system in higher dimensions --- Theory and applications
We present a review of recent developments of simulations of the
Vlasov-Maxwell system of equations using a Fourier transform method in velocity
space. In this method, the distribution functions for electrons and ions are
Fourier transformed in velocity space, and the resulting set of equations are
solved numerically. In the original Vlasov equation, phase mixing may lead to
an oscillatory behavior and sharp gradients of the distribution function in
velocity space, which is problematic in simulations where it can lead to
unphysical electric fields and instabilities and to the recurrence effect where
parts of the initial condition recur in the simulation. The particle
distribution function is in general smoother in the Fourier transformed
velocity space, which is desirable for the numerical approximations. By
designing outflow boundary conditions in the Fourier transformed velocity
space, the highest oscillating terms are allowed to propagate out through the
boundary and are removed from the calculations, thereby strongly reducing the
numerical recurrence effect. The outflow boundary conditions in higher
dimensions including electromagnetic effects are discussed. The Fourier
transform method is also suitable to solve the Fourier transformed Wigner
equation, which is the quantum mechanical analogue of the Vlasov equation for

Development and selection of operational management strategies to achieve policy objectives
Since the reform of the EU Common Fisheries Policy in 2002, effort has been devoted to addressing the governance, scientific, social and economic issues required to introduce an ecosystem approach to fisheries management (EAFM) in Europe. Fisheries management needs to support the three pillars of sustainability (ecological, social and economic) and Fisheries Ecosystem Plans (FEPs) have been developed as a tool to assist managers considering the ecological, social and economic implications of their decision. Building upon previous studies (e.g. the FP5-funded European Fisheries Ecosystem Plan project), the core concept of the Making the European Fisheries Ecosystem Plan Operational (MEFEPO) project is to deliver operational frameworks (FEPs) for three regional seas. The project focus is on how best to make current institutional frameworks responsive to an EAFM at regional and pan-European levels in accordance with the principles of good governance. The regional seas selected for the project are the North Sea (NS), North Western Waters (NWW) and South Western Waters (SWW) RAC regions. The aim of this work package (WP5) was to develop operational objectives to achieve the ecological objectives identified for the 3 regional seas in WP2. This report describes the development and implementation of a transparent and formal process that should lead to identification of the “best” operational management strategies for an EAFM, based on sound scientific information and stakeholder involvement (e.g. regional industry groups, citizen groups, managers and other interest groups)
Measurement of the hyperfine structure of the S1/2-D5/2 transition in 43Ca+
The hyperfine structure of the S1/2-D5/2 quadrupole transition at 729 nm in
43Ca+ has been investigated by laser spectroscopy using a single trapped 43Ca+
ion. We determine the hyperfine structure constants of the metastable level as
A=-3.8931(2) MHz and B=-4.241(4) MHz. The isotope shift of the transition with
respect to 40Ca+ was measured to be 4134.713(5) MHz. We demonstrate the
existence of transitions that become independent of the first-order Zeeman
shift at non-zero low magnetic fields. These transitions might be better suited
for building a frequency standard than the well-known 'clock transitions'

EVM and Achievable Data Rate Analysis of Clipped OFDM Signals in Visible Light Communication
Orthogonal frequency division multiplexing (OFDM) has been considered for
visible light communication (VLC) thanks to its ability to boost data rates as
well as its robustness against frequency-selective fading channels. A major
disadvantage of OFDM is the large dynamic range of its time-domain waveforms,
making OFDM vulnerable to nonlinearity of light emitting diodes (LEDs). DC
biased optical OFDM (DCO-OFDM) and asymmetrically clipped optical OFDM
(ACO-OFDM) are two popular OFDM techniques developed for the VLC. In this
paper, we will analyze the performance of the DCO-OFDM and ACO-OFDM signals in
terms of error vector magnitude (EVM), signal-to-distortion ratio (SDR), and
achievable data rates under both average optical power and dynamic optical
power constraints. EVM is a commonly used metric to characterize distortions.
We will describe an approach to numerically calculate the EVM for DCO-OFDM and
ACO-OFDM. We will derive the optimum biasing ratio in the sense of minimizing
EVM for DCO-OFDM. Additionally, we will formulate the EVM minimization problem
as a convex linear optimization problem and obtain an EVM lower bound against
which to compare the DCO-OFDM and ACO-OFDM techniques. We will prove that the
ACO-OFDM can achieve the lower bound. Average optical power and dynamic optical
power are two main constraints in VLC. We will derive the achievable data rates
under these two constraints for both additive white Gaussian noise (AWGN)
channel and frequency-selective channel. We will compare the performance of
DCO-OFDM and ACO-OFDM under different power constraint scenarios
